我国物流节点用地合理开发利用理论方法研究

【摘要】 随着工商企业物流业务外包的不断扩展、电子商务的蓬勃发展、专业化物流企业的大量涌现及国民经济总量稳步增长,物流节点用地需求迅速增加,并逐渐由分散转向集中、由专有转向公用,但目前物流节点用地的开发利用状况与物流市场需求特征并不完全适应,主要存在着如下问题:①传统物流节点用地及设施不能充分满足工商企业物流发展需求,亟待改造;②不同区域或分属不同运输部门的物流节点用地规划不协调、重复规划建设现象严重;③新增物流节点用地利用效率参差不齐,存在部分物流用地流失为商业用地、住宅用地的现象。为有效解决物流节点用地开发利用出现的以上问题,本论文采用土地科学与物流科学相结合、定性分析与定量分析相结合的研究方法,对物流用地合理开发利用的相关理论方法进行系统研究,主要研究内容包括:(1)应用土地利用学、现代物流学的相关理论对物流用地进行科学分类,通过比较不同历史时期物流节点用地开发利用的特征,分析一、二、三类物流节点用地开发利用的现状,总结分析物流用地开发利用的变化规律、存在问题及其发展趋势;(2)应用土地经济学分析我国物流用地需求与供给的影响因素和市场特征,用解析方法表达各级用地市场价格的组成,分析物流用地价格对物流业及物流用地开发利用的影响,阐述物流用地市场及价格的发展特征;(3)应用数据库理论、预警理论和运筹学相关理论,设计物流用地动态监测数据库,提出物流用地供应总量及结构控制的非线性规划模型,构建物流用地开发利用的预警系统;(4)分析当前物流用地纵向一体化开发利用模式的不足,提出物流用地开发利用的横向一体化发展模式、通过设置物流地产业投资基金实现物流用地收益的合理分配;(5)分析物流用地供应和监管的特殊性,叙述政府调控物流用地开发利用的目标和要求,从物流用地出让制度及税收改革、建立物流用地规划建设标准和规范、使用性质长期监督等若干方面提出政府对物流用地合理开发利用实施有效调控的措施建议。

【Abstract】 With the rapid growth of logistics outsourcing, flourishing development of e-commerce, large-scale emergence of professional logistics enterprises and steady growth of GDP,The demand of logistics land increased rapidly, besides, from dispersed turn to centralized, from private turn to public. However, the status of development and utilization logistics nodes land don’t match the demand, mainly presented:①Traditional logistics nodes land and facilities are urgent to reform because they can’t meet the demands of industrial enterprises and commercial enterprises;②Logistics nodes lands are suffering from planning incoordination and repetition between adjacent areas;③Utilization efficiency of new logistics nodes land is irregularity, and some of logistics nodes land turn to commercial land or residential land.In order to solve above problems, this paper combines land science with logistics science, and systematically research the theoretical method of development and utilization of logistics nodes land reasonably. The main research contents contains:(1) The logistics land were classified with reason. By comparing the land development character in different historical periods, and analysing the status quo of different sorts of logistics nodes land, the changing rule, existing problems and development trend were concluded;(2) The influencing factors and market character of demand and supply were given; The composing of land price were expression by analytical formula; The infection of land price were related to logistics industry and nodes land development;(3) Theory of database, early warning, and multiobjective programming were combined to build up the planning model of logistics nodes land supply controlling; the dynamic data-base and early warning system were build up;(4) The reasonable model of logistics nodes land development was given, it is horizontal integration; the logistics nodes land income were distributed reasonable by setting logistics land industry investment fund;(5) Based on the particularity of supply and inspection of logistics nodes land,the goal, request and several measures of government were given, involved land grant system, revenue reformation of logistics nodes land, standard and criterion of land use planning, long-range inspect the usage and etc.
