【摘要】 信息文化是信息技术发展的必然结果。信息文化是一种以信息和知识为核心,借助于信息、信息资源和信息技术作用于社会而形成的特定的文化。信息文化具有数字化与快捷化、虚拟性与平等性、开放性与交互性等特征。网络文化是信息文化中的主体,信息文化包括网络文化。本文中的信息文化多指是网络文化。信息文化包括物质形态层面、精神观念层面、制度规范层面和行为方式层面四个有机组成部分。信息要在生产和生活中发挥作用,一般要经过信息的生产、传播、选择3个阶段。信息文化具有促进经济发展、保存和传播人类文化、提升人类文化和国民素质、引发人们行为方式与生活方式的变革、丰富人们的精神文化生活与促进社会民主化等多方面的正效应。信息文化在促进社会发展为人类造福的同时,也给人类带来信息污染、信息犯罪等不可忽视的负效应。信息文化还会引发青少年道德价值混乱,造成青少年道德意志薄弱,诱发青少年道德情感淡漠,导致青少年道德行为失范等。网络信息时代,西方霸权主义文化占据主导地位,冲击发展中国家的传统文化。网络主体行为失范具有认识根源和心理原因。信息技术被不合理运用以及本身的局限性带来一些意想不到的消极后果。信息文化的负效应的产生与信息政策法规不完善不健全以及网络教育缺失有关。消解信息文化的负效应从以下几方面入手：要大力发展信息技术,加强对信息技术负效应的防范；要构建信息伦理规范,加强网民的信息伦理教育；制订和完善信息政策和信息法律；加强对不良信息的控制与管理。更多还原

【Abstract】 The information culture is the information technology development inevitable result. The information culture is one kind take the information and the knowledge as a core, with the aid in the information, the information resource and the information technology function the specific culture which forms in the society.The information culture has the digitization with to melt, hypothesized and the equivalent, openness quickly and interactive and so on characteristics.Internet culture is the main body of information culture, including cultural information network culture. The information in this article refers to the network culture. Information culture including material and cultural patterns level, the concept of the spirit level, the level of rules and norms and behaviour four levels of organic components. Information in production and daily life plays the role generally after the production, dissemination, choose of the information three stages. The information culture has the promotion economic development, to preserve and to disseminate the human culture, to promote the human culture and the national quality, initiates the people behavior way and the life style transformation, the rich people’s energetic cultural life and the promotion society democratization and many other positive effects.Information culture in the promotion of social development for the benefit of mankind, but also bring information to the human pollution, crime and other information can not be ignored negative effect. Information will also initiate the youth ethical value to be chaotic, will cause the young people morals weakness, will induce the youth indifferent to moral sentiments, leading to the young peoplemorals behavior to deviate form the norm and so on. The net work information age, the West hegemonism culture hold dominant position, attacks the traditional culture of the developing countries.The network main body behavior deviates from the norm has the understanding roots and psychological reasons. The information technology utilizes unreasonable as well as the limitation is brought some unexpected negative consequences.The production of the negative effect of the information and the information policies and regulations imperfect not sound as well as the network education flaw concerns.Resolution information culture’s negative effect obtains from the following several aspects:Must develop the information technology vigorously, strengthens to the information technology negative effect guard; Must construct the information ethics standard, strengthens web cam’s information ethical education; Making and consummation information policy and information law; Strengthens to the bad information control and the management.更多还原
