城市避震减灾绿地体系规划理论研究

【摘要】 我国是世界上遭受地震灾害最严重的国家之一,地震及其二次灾害对城市的发展和人民生命安全的危害极大。城市综合防灾体系中,城市绿地占有十分重要的位置。从历次地震发生时人们从无序避难到灾后的救援与重建一系列过程中,城市绿地在地震及其二次灾难发生的过程、灾后重建和城市复兴等重要阶段中承担并起着重要的避震减灾功能。因此,城市避震减灾绿地体系的规划理论研究以及各类城市避震减灾绿地的规划与建设对于当前高速城市化背景下的城市安全和防灾具有重要的现实意义,也是现代城市发展的重要保障。基于城市绿地在地震及其二次灾难发生前后各阶段中的避震减灾功能,本文通过对国内外相关法律法规、理论成果与实践经验和教训的总结,以构建体系为切入点,对建立在城市总体发展规划的框架内,以城市抗震防灾等规划为指导,依托于城市绿地系统规划的层次、布局结构,通过城市绿地的避震减灾功能适宜性分析和评价,从市域到规划区、再到建成区的各类能承担避震减灾功能的“城市安全绿地”进行科学合理的定性、定位、定量,并与其他非绿地形成的防灾空间有机结合,形成城乡并重、逐级控制、有序可达、平灾结合、具有系统性、灵活性和城市针对性的城市避震减灾绿地体系的规划理论进行探讨。以期给城市防灾体系建设以及相关法律法规和行业标准制定提供决策参考,一定程度上推动城市避震减灾绿地的规划建设,深化与完善城市绿地系统规划。

【Abstract】 China is one of the countries which suffer most from earthquakes in the world. Earthquake and the secondary disasters pose great threat to urban development and the lives of people. Urban green space takes an important position in the urban comprehensive anti-disaster system. During the process of seeking disorderly refuge and the subsequent rescue and reconstruction, urban green space plays a very important role in earthquake resistance and hazardous reduction. Therefore, with regard to urban safety and prevention against the current context of rapid urbanization, the oretical research of urban green space system planning for earthquake resistance and hazardous reduction, and the plan and construction of various urban green space planning for earthquake resistance and hazardous reduction are of important practical significance, and are the important guarantee for the development of modern cities.Based on the earthquake resistance and hazardous reduction functions of urban green space in the earthquake and the secondary stage before and after the disaster, this essay explores the planning theories of urban green space system planning for earthquake resistance and hazardous reduction and will present with systematization , flexibility and city-orientation. Through the summing-up of both domestic and overseas relevant laws, regulations, theoretical achievements, practices and lessons, under the guidance of the plans of urban earthquake resistance and hazardous reduction, the essay takes system-construction as starting point, and relies on the planning levels and frame-work of the urban green space system. By analyzing and evaluating the suitability of the earthquake resistance and hazardous reduction functions in urban green space, and based on a scientific and reasonable qualitative, locational, quantitative analysis of the earthquake resistance and hazardous reduction functions of“urban safety green land”at all levels ranging from administrative region and urban planning area to urban built-up area, which combined with other non-green space form an anti-disaster space, this essay will analyze this planning theory of urban green space system planning for earthquake resistance and hazardous reduction, laying equal importance on both urban and rural areas, level-control, sequential arrival, and the compatibility of general entertainment and disaster period.All above is in order to provide reference for the construction of Urban Comprehensive Anti-disaster System and the formulation of relevant laws, regulations and trade standards, to promote the plan and construction of Urban Green Space Planning for Earthquake Resistance and Hazardous Reduction to some extent, and to enrich and consummate Urban Green Space System Planning.
