【摘要】 论文主要针对我国煤矿生态环境质量评价和生态补偿费进行了研究：首先,对我国煤矿生态环境质量评价系统进行了构建,并着重对其中的综合评价方法进行了研究,提出了基于相似系数的多级可拓煤矿生态环境质量评价模型；其次,从生态环境修复治理成本和生态效益的双重角度对煤矿生态补偿标准定价方法进行了研究,提出了基于成本和效应的煤矿生态补偿标准定价模型；最后,从资源输出与输入的角度对废弃煤矿的生态环境修复治理金渠道来源进行了研究,提出了我国东部沿海发达省市应向我国中西部资源输出型地区进行废弃煤矿生态补偿的建议,并以1980年为基准价,计算出了东部沿海省市应缴纳的具体废弃煤矿生态补偿费额度,为“废弃煤矿生态环境修复治理金”提高了新的渠道来源和研究依据。更多还原

【Abstract】 This paper mainly studies the eco-environmental quality evaluation and compensation of mine in our country. First, it constructs the evaluation system of eco-environmental quality and mainly studies its comprehensive evaluation methods. The multilevel extension model of mine eco-environmental monitor and evaluation based on similarity coefficient is proposed in this paper. Second, this paper studies the standard pricing methods of mine ecological compensation from the angle both of ecological control cost and benefit. The standard pricing model of mine ecological compensation based on benefit and cost is proposed. Last, this paper studies the fund resources of ecological compensation for abandoned mine in perspective of resources input and output and puts forward the suggestion that eastern coastal developed provinces should ecologically compensate for middle and western provinces which output resources. It takes the base year price of 1980 and calculate the compensation fund of abandoned mine that eastern coastal provinces are due to pay. This provides the fund resources and research foundation for eco-environmental remediation compensation of abandoned mine.更多还原
