科技成果评估方法与指标体系的研究

【摘要】 本研究运用管理学、经济学、工程学、决策学等理论和方法;从认识论、价值论和系统论的角度,针对科技成果评估的理论、方法和指标进行了深入研究。论述了国内外科技成果评估的基础理论和研究现状,通过对国外发达国家科技成果评估的借鉴和对我国科技成果评估各因素环节的分析,从科技项目执行情况评估、验收评估、产业化成果评估和成果转化价值评估等4方面的实践出发,构建我国的科技成果评估的综合方法与指标体系。在系统分析和研究科技成果的基础上,以应用类科技成果为主,设计形成了一个多层次、多级别的科技成果综合评估体系。根据对科技成果评估不同需求的特点,提出了科技成果各个环节的评估过程,并通过实际操作来验证指标和操作方法的可行性和正确性。

【Abstract】 In this study,by, using management,economics,engineering,decision-science and other theories and methods,from epistemology,value theory and system theory points of view,conducted in-depth study on the assessment of scientific and technological achievements theory,methods and indicators. Discussed the basic theory and research status of scientific and technological achievements assessment at home and abroad.Through the reference on assessment of scientific and technological achievements in developed countries,and analyzed various factors of our scientific and technological achievements assessment,starting from the four practices:the R&D projects performance assessment,acceptance assessment, industrialization achievements assessment, achievements value in transformation assessment,to build scientific and technological achievements assessment system models with comprehensive methods and indicator.Based on the systematic analysis and research of scientific and technological achievements,to, design a multi-level, multi-grade comprehensive assessment system of application class scientific and technological achievements.For the different needs of scientific and technological achievements assessments, proposed the evaluation processes of various aspects,and through the actual operation to verify the indicator and the operation of the feasibility and correctness.
