青岛市节能减排内涵、评价和战略研究

Study on the Contents, Evaluation and Strategy of Energy Saving and Emission Reduction in Qingdao City

【摘要】 节能减排是应对能源资源约束和环境气候变化的重要推动力,也是促进各国经济结构优化和根本改变经济发展方式的重要措施。为摆脱危机,谋求经济社会的发展,中国在“十一五”规划中对全国及各省、市的节能减排工作提出了约束性指标,节能减排也必将成为“十二五”规划中的重要组成部分。青岛市作为中国重要的沿海开放城市、标志性生态城市,更是把节能减排工作提到了一个战略的高度。本文通过资料搜集、现状调查和室内数据分析等手段,阐述了节能减排的政策取向,建立了青岛市节能减排指标体系,提出了全过程节能减排的战略思想,提出了一系列适合青岛市节能减排产业发展的建议,深入探讨了青岛市节能减排战略。主要得出以下几方面的结论:青岛市已初步形成了包括节能减排产业政策、技术政策等在内的节能减排政策体系框架,但仍然存在一些问题,具体表现为:产业政策力度加大,政策实施存在难度;技术政策作用显现,政策指导性需要加强;管理政策不到位,满足不了节能减排的需求;投融资政策不完善,企业缺乏有效的投入渠道。建立了青岛市节能减排DEA模型,并对青岛市节能减排效率及潜力进行了分区对比研究,给出了青岛市节能减排分区最优指标分配。2005-2007年,除莱西外,青岛市各地区θ值均大于1,节能减排效率相对较高,在保证经济持续发展的前提下,能源和资源得到了比较充分合理的使用,污水、SO2的减排卓有成效。市内四区、城阳区等K值大于1,说明这些区市规模效益呈递减规律,增加节能减排资金不会带来更高比例的增长,因此各区市应该在现有基础上,优化自身产业机构,充分利用现有资金和能源。而崂山区、胶州市等K值介于0.5-1之间,说明这些区市规模效益呈递增规律,增加节能减排方面的投入力度,能源和水利用率以及污染物排放的削减率都会有更大比例的增长,因此各区市节能减排还有很大的潜力,亟需加大节能减排资金投入力度。在此基础上,从资源环境的利用效率出发,确定了2009年青岛市各区、县的理论削减指标。例如,市内四区,万元GDP能耗下降27.56%,COD排放量1522.42吨,802排放量12924.84吨。提出了全过程节能减排的策略,给出了青岛市节能减排的总体发展思路,为青岛市节能减排工作的开展提供了科学指导依据。

【Abstract】 Energy saving and emission reduction is an important measure to carry out the scientific development idea and to construct the harmonious society, a necessary way to push the adjustment of economic structure and to change the growth mode of economy, a necessary choice to construct the resource saving and environment friendly society, and a necessary requirement to solve the global climate change problem.Following the change of the development environment indoor and outdoor, the economic development strategy which leading by the industry in Qingdao city will face the challenge both energy and environment. Therefore, energy saving and emission reduction became a quite important mission in the eleventh five-year development period and future in Qingdao city.According to the key development strategy of "Protecting the Jiaozhou Bay, developing around the Jiaozhou Bay", and based on the purposes to reduce 22%, 26.32%, and 18% of energy consuming every ten thousand yuan GDP, SO2, and COD correspondingly in the eleventh five-year development period in Qingdao city, a comprehensive strategy for energy saving and emission reduction in Qingdao city has been offered in this paper.Under the analysis of energy saving and emission reduction experience in the home and abroad, combined with its present status of the economic and society development, it is first valuated the energy saving and emission reduction in Qingdao city today. Then it has been established the energy saving and emission reduction index system which has been used to calculated the efficiency and potential of energy saving and emission reduction in each administration district in Qingdao city based on the Data Envelopment Analysis (DEA) method. From the result it has been summarized the strategy idea of whole process for energy saving and emission reduction. It has also valuated its supporting system in Qingdao city. As the conclusion, constructive suggestions for energy saving and emission reduction in Qingdao city have been addressed.
