【摘要】 水是生命之源,是社会经济发展的重要物质基础,是国民经济的命脉和人民生活的基本保障。水务产业是基础产业,是关乎国计民生的支柱产业。我国传统的城市水务产业一直由政府在城市范围内垄断经营,兼具经营地域性、自然垄断性、公益性以及资源稀缺性的“网络型”产业,其产品作为生活必需品具有不可替代性、难以自主定价性的特点。在产业结构上总体呈现投资规模不足及定价悖论。传统的城市水务管理体制和机制效率低下且城市水务设施建设不足及供水成本过高已相当严重,国民经济持续高速增长与我国城市化水平日益提高使我国城市水务产业面临重大发展机遇,但资金匮乏、投资不足及投融资体制存在诸多缺陷成为制约我国城市水务产业加速发展的瓶颈。在全球经济一体化形势下,我国城市水务产业需加快投融资体制改革,整合我国城市水务产业资源,培育跨区域的大型水务集团。不仅可解决巨大的资金缺口,而且可提高效率以对抗外资水务企业的竞争导致我国城市水务产业存在市场风险。加快我国城市水务产业投融资市场化改革,开创新的融资渠道,吸引非国有投资主体进入基础设施领域,加快水务产业及基础设施产业的健康可持续。近年来我国相关政策陆续出台,我国城市水务产业按市场化原则分阶段放开,实现水务产业投融资体制改革的形势已日趋成熟。在我国城市水务产业实现多元化、多视角的投融资体制改革,从理论上讲具有合理性和适用性：从实践上看,境外水务企业以及我国早期水务实践也有许多相关的成功经验可资借鉴。我国城市水务产业发展潜力巨大,外资、民营资本以及个体投资者投资我国城市水务产业的意愿强烈。因此我国城市水务产业投融资主体多元化具有可行性。本文所研究的我国城市水务产业投融资模式研究,是对我博士阶段所学的理论知识的应用与深化。在总结国内外众多水务产业和投融资领域的专家、学者研究的基础上,从我国城市水务产业的概念和产业特征及其所面临的主要问题出发,在剖析我国传统水务产业经营机制存在问题的基础上,提出了我国城市水务产业投融资体制改革和实行市场化运作的模式,并就我国城市水务产业投融资体制改革中的产权、产业化及竞争问题进行探讨,阐述了政府在水务产业投融资体制改革中的定位和作用。最后提出了在世界经济一体化形势下我国城市水务产业投融资体制方面的政策建议。以期对我国包括城市水务产业在内的基础设施领域投融资体制改革和健康、可持续发展产生借鉴意义更多还原

【Abstract】 Water is the source of life is an important material basis for social and economic development is the lifeline of the economy and people’s life’s basic security.Water industry is the basic industries, pillar industries are related to people’s livelihood.China’s traditional urban water industry has been within the city limits by the government monopoly, both operating regional, natural monopolies, public welfare, and resource scarcity of the "network-based" industries, its products as necessities irreplaceable, hardindependent pricing of features.In the industrial structure, showing an overall lack of investment and pricing paradox.The traditional urban water management system and mechanism inefficient and urban water supply facilities and the cost is too high, sustained national economic growing fast and the increased urbanization higher and higher. China Urban Water Chanyemianlin Zhongdafazhan opportunities, but short of fund, inadequate investment and financing system has many flaws as a constraint to speed up the development of China’s urban water industry bottlenecks.Situation in the global economy, China needs to speed up urban water industry investment and financing system reform, integration of China’s urban water industry resources, fostering cross-regional large-scale Water Resources Group.Not only solve the huge financial gap, but also improve the efficiency of water companies to fight against foreign competition in China’s urban water industry, led to market risk.China’s urban water industry investment and financing to speed up market reforms and open up new financing channels to attract non-state investors into the infrastructure, accelerate the water industry and infrastructure industry, healthy and sustainable.In recent years our policies have been put forward by China’s urban water industry, the principles of market liberalization in stages, to achieve water industry investment and financing system of the situation has become increasingly mature.Urban water industry in China to achieve a diversified, multi view of the investment and financing system reform, in theory, rationality and applicability; from the practical point of view, outside the water company and our early practice, there are many water-related experience to the success of.China’s urban water industry has great potential, foreign investment, private capital and individual investors to invest in China’s urban water industry, will strong.Therefore, our urban water industry, diversification of investment and financing is feasible.Research in this paper in China Urban Water Industry Investment and Financing, is a PhD, I learned the application of theoretical knowledge and deepening.In conclusion, foreign and domestic investment and financing water areas of industry and experts and scholars on the basis, from the concept of our urban water industry and industrial characteristics of the main problems facing the start, in the analysis of China’s traditional water management mechanism in industry issuesproposed on the basis of China’s urban water industry investment and financing system reform and implementation of market-oriented mode of operation, and to our urban water industry investment and financing structure of property rights, industrialization and competition issues are discussed, deseribed the investment in water industryfinancing system in the positioning and function.Finally, the situation in the world economic integration, investment and financing system, China’s urban water industry’s policy recommendations.To our country, including urban water industry infrastructure, including investment and financing system reform and health, sustainable development of reference更多还原
