区域高速公路基础设施发展能力综合评价研究

【摘要】 经过二十多年的发展,我国在高速公路基础设施领域取得了举世瞩目的伟大成就,然而由于区域高速公路基础设施发展能力的差异,在全国高速公路基础设施总量快速增长之际,区域高速公路却呈现出日益明显的非均衡性。这种结构性矛盾的产生除了实践中的原因之外,更主要的是相关理论研究的滞后,尤其是缺乏对区域高速公路基础设施发展能力的系统性研究。目前相关理论研究主要聚焦于高速公路对国民经济发展贡献和高速公路可持续发展的研究,虽有从融资、建设、经营和养护角度研究高速公路发展,却没有涉及到区域因素对高速公路发展能力作用机理的系统研究,更没有对区域高速公变、旅游等第三产业的兴起和土地的不断升值,高速公路沿线区域的劳动力将逐渐由处于空白。鉴于此,论文选择从区域角度研究我国高速公路基础设施发展能力,围绕“区域”、“高速公路”、“发展能力”、“综合评价”展开。在分析区域因素对高速公路基础设施发展能力作用机理的基础上,对区域高速公路基础设施发展能力进行综合评价,揭示影响高速公路基础设施发展能力的主要因素和形成我国区域高速公路基础设施发展能力差异性的原因;从发展能力差异性揭示导致目前我国区域高速公路基础设施发展非均衡性的主要原因,最终提高区域高速公路基础设施发展能力、促进区域高速公路基础设施的健康发展。为此,论文采用实证分析和规范分析相结合的研究方法;在定性分析和定量研究相结合之际,更偏重于定性分析;在理论和应用并重的同时,更倾向于理论研究;在方法和结果之间,更注重研究方法的合理性。论文主要包括高速公路基础设施对区域经济发展贡献机理、区域高速公路基础设施发展能力、区域高速公路基础设施发展能力综合评价三大部分。第一部分以高速公路基础设施实物形成过程为切入点,从资产的角度将高速公路基础设施分为高速公路基础设施流量和存量,并对其内涵做出科学界定,在此基础上分别研究高速公路基础设施流量和存量对区域沿线经济发展的贡献机理。第二部分包括两章内容。在分析界定区域高速公路基础设施发展能力内涵的基础上,将区域高速公路基础设施发展能力分解为融资、建设、经营和养护等发展子能力,从区域的角度分析研究经济发展水平、政府决策、管理体制和自然环境等因素对高速公路基础设施发展能力的作用机理;以能表征高速公路基础设施发展能力内涵为原则,构建衡量区域高速公路基础设施发展能力具体指标;作为区域高速公路基础设施发展能力研究的重要组成部分,本部分最后运用相关经济学理论推导了基于发展能力的区域高速公路最优投资发展规模。第三部分包括两章内容。以相关综合评价理论为指导、依据区域高速公路基础设施发展能力的特征,本部分构建了由四个层次构成的区域高速公路基础设施发展能力综合评价指标体系;结合区域高速公路基础设施发展能力综合评价指标体系的特点,运用因子分析法从发展水平和发展潜力两个方面对区域高速公路基础设施发展能力进行了定量实证研究,定量研究印证了定性研究的主要结论;依据相关研究结论提出政策性建议。

【Abstract】 China has attained internationally known achievements for it’s developments in expressway infrastructure industry in more than 20 years until present. However, as the difference of development capacity of expressway in each province, the non-equilibrium in the expressway infrastructure industry in different provinces becomes increasingly evident while the size of the nation’s expressway infrastructure is increasing rapidly. The non-equilibrium contradiction in expressway infrastructure industry roots in both theory and practice, but more from theory, especially the lack of systematic reasearching on the development capacity of regional expressway infrastructure. At present, the relevant theoretical researches mainly focus on the contribution from expressway infrastructure to the development of national economy and it’s sustainable development. Although there are some studies on how to develop the expressway infrastructure from the aspect of it’s financing, construction, operation and maintenance, they do not relate the mechanism of regional factors to the development capacity of expressway infrastructure and it’s comprehensive evaluation.So the research of comprehensive evaluation on development capability of regional expressway infrastructure is still in the blank.For that reason, the dissertation researches on the development capability of expressway infrastructure from regional perspective.The paper expands around" provincial region", "expressway infrastructure", "development capability" and"comprehensive evaluation". In order to explore the main factors impacted the development capacity and the reasons for forming the difference of development capability of expressway infrastructure in different provices,the paper gives the development capability a comprehensive evaluation based on the analysis of the mechanism of regional factors to the development capability of expressway infrastructure.From the view of difference of development capability of expressway infrastructure,the paper reveals the main reasons for forming the non-equilibrium in expressway infrastructure. For the aim of improving the development capacity of regional expressway and leading the regional expressway infrastructure to develp in a healthy way, the research uses the methods of both normative and empirical analysis. While the qualitative analysis and quantitative analysis methods are used, the reasearch more focuses on qualitative analysis.The basic idea in this paper is using the qualitative analysis and quantitative analysis methods, but more focusing on qualitative analysis, emphasising on theory and application at the same time, more inclineing to theoretical reasearch, between the research methods and results, paying more attention to the rationality of the method.The dissertation is mainly comprised with three parts, the contribution mechanism of expressway infrastructure to regional economic development, the development capacity of expressway infrastructure in provincial-level administrative regions, the comprehensive evaluation on the development capacity of expressway infrastructure.With the forming process of expressway infrastructure for an entry point, the first part breaks the expressway infrastructure into flow assets and permanent assets from the view of assets and makes a scientific definition of their connotations. After that, this part researches on the contribution mechanism of both flow assets and permanent assets of expressway infrastructure to economic development along the expressway chiefly.The second part, including chapter 3 and 4, studies the development capacity of expressway infrastructure in provincial-level administrative regions from the qualitative point of view. Based on making a scientific connotation definition of development capacity of expressway infrastructure, this part firstly breaks development capacity of expressway infrastructure down into financing, construction, operation and maintenance of such sub-capacity. Secondly, this part researches the mechanisms of some factors in provincial-level administrative regions, such as level of economic development, local government’s decision-making, management system and the natural environment, to the sub-capacity of expressway infrastructure. Thirdly, based on the prerequisite of characterizing the connotation of development capacity of expressway infrastructure, the evaluation specific indices for comprehensive evaluation of expressway infrastructure is put forward in this part. Lastly, using relevant economic theory, the optimal investment scale of regional expressway infrastructure based on development capacity of expressway infrastructure is derived, which is one important components of this part.The third part researches the development capacity of expressway infrastructure from the perspective of qualitative and empirical, including chapter 5 and 6. Firstly, using the relevant theory of comprehensive evaluation as a guide and based on the attribute of the development capacity of expressway infrastructure, the index system for comprehensive evaluation, formed of 4 hierarchical levels, is constructed in. this part. Secondly, from two aspects, the development level and development potential of the expressway infrastructure in provincial-level administrative region, the factor analysis method is used to analyze the development capacity of expressway infrastructure in most provinces in China. The quantitative study, based on comprehensive evaluation indexes, proves the research conclusions from qualitative perspective. At last, according to the related research conclusion from both qualitative and quantitative way, some suggestions are put forward to government administration for their decision-making.
