【摘要】 廉政文化,就是以崇尚廉洁、鄙弃贪腐为价值取向,融价值理念、行为规范和社会风尚为一体,反映人们对廉洁政治和廉洁社会的总体认识、基本理念和精神追求,是社会主义先进文化的重要组成部分。十七大报告强调要坚持深化改革和创新体制,加强廉政文化建设,形成拒腐防变教育长效机制、反腐倡廉制度体系、权力运行监控机制。《建立健全惩治和预防腐败体系2008-2012年工作规划》也专门对廉政文化建设作出了部署。2010年中央发布了《关于加强廉政文化建设的意见》。这表明,廉政文化建设越来越受到党的重视,是多年来廉政文化建设实践推动的结果,是廉政文化产生的政策依据,为廉政文化的产生、发展和走向成熟奠定了基础,指明了方向。廉政文化建设是一项复杂的社会系统工程,是探索国家建设精神保障的一项重要课题。本文包括引言和结论在内共分为9个部分：引言,主要阐述了论文的选题依据、研究现状、研究意义、创新之处等内容。第一章廉政文化与廉政文化建设,主要阐述了廉政文化的内涵、特征与功能；廉政文化建设的内涵、内容、形式等。第二章我国廉政文化建设的发展和现状,主要阐述我国廉政文化建设的历史进程、取得的成就和存在的问题。第三章比较视野中的廉政文化建设,分析了我国传统廉政文化的内容和本质,提出继承和弘扬传统廉政文化；分析了国外廉政文化建设的内容,提出吸收和借鉴国外廉政文化建设的经验。第四章推进我国廉政文化建设的重要性和紧迫性。第五章推进我国廉政文化建设的目标,提出廉政文化建设目标设定的原则,分析廉政文化建设的目标体系。第六章推进我国廉政文化建设的基本原则,包括坚持服务大局、统筹协调；坚持以人为本、注重教育；坚持突出重点、面向社会；坚持继承创新、与时俱进；坚持重在建设、务求实效；廉政文化建设要逐级递进、依次展开。第七章推进我国廉政文化建设的对策与路径,提出转变观念,推动廉政文化建设的思维创新；加强制度建设,形成廉政文化建设的长效机制；丰富载体与手段,推进廉政文化社会化；培育公民社会,调动人民群众积极参与廉政文化建设。结论对全文进行总结。更多还原
