电网公司“发展·能力·和谐”管理工程评价研究及其应用

【摘要】 随着电力体制改革的不断深入和电力市场化进程的推进,电网公司所而临的市场环境也发生了巨大的变化。虽然电网公司近年来通过采取多种有效措施,加强人力资源开发与管理,提高人力资源管理水平,收到了初步的效果。但是,随着市场竞争的加剧和公司改革的不断深入,电网公司在人力资源的开发与管理方面,不断出现新的矛盾、困难和问题。因此,建立适应新形势、新环境的电力企业管理体系,并通过企业管理的规范、创新推动企业实现发展,是当前电力企业需要认真研究的问题。?本文在结合电网公司管理特征并借鉴国内外先进的管理模式,提出了适合电网公司自身管理的“发展·能力·和谐”管理体系,详细阐述了这种管理体系的实质内涵,构建了“发展·能力·和谐”管理评价指标体系。选用分层优选混合方法确定各个指标的权重,构建了完整的评价模型,并做了实证研究,在此基础上,分析评价结果,针对鄂尔多斯电业局管理体系,从学习型组织建设、组织结构建设、企业文化建设、企业培训、绩效考核、竞聘机制和员工职业生涯规划七个方面提出了政策建议。论文的主要创新点为:1.提出了电网公司“发展·能力·和谐”管理体系。在综合学习各个管理模式的优势,吸收了各个现有模式的精华的基础上,融入了“以人为本”、“兼顾各利益相关者”、“建立学习型组织”等管理思想,并结合电网公司自身的管理特色,抓住了“发展·能力·和谐”这三个根本要素,构建了电网公司“发展·能力·和谐”管理体系,并详细评述了这种管理体系的精髓所在。2.构建“发展·能力·和谐”管理体系评价指标体系。本着科学、合理、系统和独立等原则,结合电网公司自身特点和管理现状,从企业战略、组织能力和个人能力三个方面,构建了电网公司“发展·能力·和谐”管理评价指标体系。3.构建“发展·能力·和谐”管理体系评价模型。结合电网公司管理评价体系的特点和建立的评价指标体系,构建分层优选混合评价模型,并做了实证分析。4.鄂尔多斯电业局管理体系构建建议。本文从学习型组织建设、组织结构建设、企业文化建设、企业培训、绩效考核、竞聘机制和员工职业生涯规划七个方面提出了针对鄂尔多斯电业局的管理建议。

【Abstract】 With the continuous deepening of the power system and electricity market, the advance of the process, power companies and the advent of the market environment has undergone tremendous changes. While the Grid Corporation of China in recent years by taking a variety of effective measures to strengthen human resources development and management, improve human resource management level, received the preliminary results. However, as market competition intensifies and corporate reform continued to deepen, Power Grid Corporation in human resources development and management, continuous emergence of new contradictions, difficulties and problems. Therefore, the establishment adapt to the new situation and new environment management system, power enterprises, and through corporate governance norms, innovation-driven enterprises development, and is currently the power companies need to seriously look at.In this paper, with power management features, and learn from advanced management model proposed for the management of Grid Corporation’s own "development ? Capacity ? harmony" management system, elaborated on the substance of such a management system, building a "development ? capacity ? Harmony "management evaluation index system. Hybrid optimization method to determine the choice of stratification weights of individual indicators to construct a complete evaluation of model and empirical research done on this basis, the analysis and evaluation of the results for the Erdos Electric Power Bureau management system, From the learning organization, organizational structure, building, building of enterprise culture, corporate training, performance evaluation, competitive selection mechanism and the employee’s career plan put forward a seven policy recommendations.1、Grid Corporation of China put forward "development ? Capacity ? harmony" management system.2、Construction of "development ? Capacity ? Harmony" management system evaluation index system. Based on scientific, rational, systems, and the principles of independence, combined with its own characteristics and management of Grid Corporation of the status quo, from corporate strategy, organizational and individual capacities in three areas, building a Grid Corporation of China "development ? Capacity ? Harmony" management evaluation index system.3、Construction of "development ? Capacity ? Harmony" management system, evaluation model. Grid Corporation of management evaluation system with the characteristics and the establishment of evaluation index system, build optimal hybrid hierarchical evaluation model and has done an empirical analysis.4、Erdos Electric Power Bureau to build the proposed management system. In this paper, learning organization, organizational structure, construction, building of enterprise culture, corporate training, performance evaluation, competitive selection mechanisms and the employee’s career plan put forward seven areas of management proposals for the Erdos Electric Power Bureau.
