面向农业科研人员的虚拟化信息服务研究

【摘要】 农业科技信息的传播与服务是农业科技创新体系的重要组成部分。网络环境下,农业科研人员的信息需求呈现出多样化、个性化、知识化等特点,对农业科技信息服务提出了更高的要求;而虚拟技术的应用和发展则为创新信息服务模式、开展虚拟化信息服务提供了现实可能性。本文综合运用信息管理、知识管理等理论基础,采用文献分析、问卷调查、案例分析等研究方法对虚拟化信息服务建设提供了一个具有可操作性的框架思路。在农业科技信息服务领域,本文是第一次基于技术发展的“虚拟化”视角对农业网络信息服务进行系统的分析研究,在以下三个方面进行了创新性探索研究:一是提出了虚拟化信息服务的构成框架。在系统分析虚拟化信息服务本质、特点和理念的基础上,提出了虚拟化信息服务的构成框架,包括:三个基本属性维度(信息价值的实现、知识服务的应用、信息质量的重视);四个服务支撑维度(管理支撑、技术支撑、资源支撑、服务支撑);五个服务管理维度(服务规划管理、服务开发管理、服务整合协调管理、服务运行管理、服务评价管理);四个服务空间维度(国际科研合作、区域科研虚拟共享联盟、专业科研协同虚拟网、微观组织内部网络资源集成)。二是提出了面向农业科研人员的虚拟化信息服务模式。在概括总结我国农业网络信息服务的发展阶段及其服务模式特点的基础上,通过对农业科研人员信息需求的理论总结和调查结果的比较分析,构建了面向农业科研人员的虚拟化信息服务模式。即:以现有国家农业数字图书馆为主体,以科技文献、科学数据资源为重点整合对象,以科研创新为动力,以满足农业科研人员信息需求为目的,以协同科研活动过程为方法,以网络技术为手段,构建虚拟化信息服务模式。它由虚拟化信息服务平台建设(外部架构、技术体系架构、服务体系架构)和参考模式两部分组成。三是探讨了虚拟化信息服务建设的实现策略。在充分结合农业科技信息服务的环境变化及当前面临的困难与机遇的基础上,为确保面向农业科研人员的虚拟化信息服务模式的有效实施,探索制定了七个实现策略。包括:信息服务阶段发展策略、形成知识服务机制、实行嵌入式信息服务、构建超越用户现实需求的服务、完善的服务保障机制、个性化门户建设、信息服务评价体系等。本文紧密结合我国农业网络信息服务建设的实际需求,形成的一些观点、思路,对我国农业科技信息服务建设具有理论上的参考价值和实践中的应用价值。
【Abstract】 Agriculture science and technology information dissemination and service is an important component of agricultural science and technology innovation systems. In the network environment,the information needs of agriculture researchers showed the diversity, individuality, knowledge and other trends which puts forward higher requirements for agriculture science and technology information service, while the application and development of virtual technology provides a possibility for innovating information service model and carrying out virtualization information service.In this paper, using information management, knowledge management and other related theories and document analysis, questionnaires, case studies and other methods, the author provides a workable framework thinking on the virtualization information service construction. In the field of agriculture science and technology information service, basing on the virtualization perspective of technology development this paper first conducts a systemic analysis and research on the agriculture network information service, in the following three aspects of the creative exploration of:1. Proposing a basic component framework of virtualization information service. This paper analyzes the characteristics, idea and nature of virtualization information service and summarizes and outlines the basic framework of virtualization information service, including: three basic property dimensions (the information value realization , knowledge services applications and the importance of information quality); four service support dimensions (management support, technical support, resources support, service support); five service management dimensions (service planning management, service development management, service integration and coordination management, service operation management, service evaluation management); four service space dimensions (international research cooperation, regional virtual sharing alliance of research, professional research and collaborative virtual networks, integration of network resources within the micro-organization).2. Constructing the virtualization information service model for agriculture researchers. Basing on summarizing the development stage and service model feathers of agriculture network information service, through the theoretical summary and comparative analysis of survey results on the information needs of agriculture researchers, this paper constructs the virtualization information service model for agriculture researchers. That is to take the existing national agriculture digital library information service organizations as the main body, scientific literature and scientific data resources as important integration objects, research innovation as the driving force, network technology as a means, the process of collaborative research activities as a means to meet the agriculture researchers’information needs,constructing the virtualization information service model. It consists of a virtualization information service platform construction (including the outside architecture of platform construction, technology and service system architecture) and the reference model of two parts.3. Discussing the implementation strategy of virtualization information service construction. Basing on analyzing environment changes and the current difficulties and opportunities of agriculture science and technology information service, this paper puts forward seven implementation strategies to ensure the effective implementation of the virtualization information service model for agriculture researchers. It includes: development stage strategy of information services, strategy of resource virtualization, the formation of the knowledge service mechanism, the implementation of the embedded information service, building the services beyond the practical needs of users, information service evaluation strategy, and so on.Basing on analyzing the actual demand of China’s agriculture network information service, this paper proposes some ideas and views which have a theoretical reference value and practice application value in the process of agriculture science and technology information service model construction.
