【摘要】 从理论研究来看,行政决策问题是一个具有深刻文化内涵和意蕴的政治问题,属于政治学理论研究范畴。地方政府行政决策具有中层理论研究价值。总结地方政府在经济发展中行政决策的经验,客观分析我国地方政府决策机制的特殊性和体制性症结,在借鉴发达国家先进理念和成功经验的基础上,调适、提升决策理念,完善地方政府决策机制具有重要的意义。因此,这一课题的研究显然具有重要的理论意义与现实意义。本文研究我国进入转型期以来,地方政府在中国特色社会主义市场经济建设过程中,为适应新的历史条件的变化,通过自主创新,如何不断完善政府行政决策机制,提高决策的科学性。在马克思主义政治学说与邓小平理论指导下,本文基于对我国城乡一体化先行地区---嘉兴市进行调查研究的基础上,主要运用规范分析与实证分析相结合的研究方法,对现阶段中国特定社会政治经济环境,建设社会主义和谐社会的大背景下,对我国地方政府行政决策机制面临的制度环境、存在的问题、发展的趋势和完善的对策进行了较为系统梳理和探讨,并提出了个人的一些具有一定价值的意见和建议。本文试图在一定理论分析的基础上,通过具体的案例来探讨地方政府行政决策机制的发展变化过程中的规律。因此全文结构基本如下:第一章作为导言部分简要阐释本文研究的主题和背景,阐明本文研究的重要意义和选择嘉兴作为研究对象的主要理由;并对本文研究当中的若干重要概念进行界定,然后就国内外专家学者对这一专题的相关研究成果进行介绍和评述;最后讨论了研究的理论基础,主要研究方法和篇章结构。第二章讨论当代西方政府行政决策理论的发展过程以及这些理论对我国地方政府决策机制创新发展的启示。第三章讨论转型期地方政府行政决策的制度环境及其社会经济的变化特点。第四章结合嘉兴市有关具体案例,讨论转型期我国地方政府行政决策机制的基本状况。包括地方政府行政决策机制的基本内容,地方政府决策机制的主要特征,地方政府决策机制存在的弊端。第五章结合嘉兴市有关具体案例,讨论转型发展对政府行政决策机制的影响。包括转型发展对地方政府行政决策价值取向的影响、转型发展对地方政府决策机制效率的影响、转型发展对地方政府行政决策过程中利益表达机制的影响和地方政府行政决策责任机制的影响。第六章重点进一步完善地方政府行政决策机制的建议,提出了完善地方政府行政决策机制的目标和推进的路径。更多还原

【Abstract】 Certainly,according to theory research ,the administration decision-making issue is a political issue with profundity culture connotation ,is part of the category of politics theoretics research.The local government administration decision-making has the middle-level theoretics research value.We need summarize the experience of local government administration decision-making during the economy development.We need analyze the particlarity and systemic problems of the local government administration decision-making in China impersonality.We need the good ideas and succeed experiences of developed countries.So it is very important for us to change and upgrade our decision-making idea and perfect local government administration decision-making mechanism.So obviously the research of the task has important theoretics and realistic value.This paper discusses local government how to perfect local government administration decision-making mechanism and improve the quality of decision-making continuely in order to fit the condition change during the process of Chinese characteristic socialism market economy builiding in the period of transformation. This paper follows the direction of the political ideas of Karl Marx and Deng Xiaoping Theory. At the basic of the resarche about Jiaxing city that being antecedency integration of urban and rural areas in China , this paper teases and discusses the system conditions, problems,tendency and countermeasures that local government administration decision-making mechanism is up against under the background of the especial society, political and economy of China now . And it brings forward some personal valuable ideas and advices.This paper tries to discuss the rule of the process of local government administration decision-making mechanism development at the basic of theoretics analysis.So the whole paper contains six parts.Chapter one as the prologue briefly explains this study’s theme and backgroud.And it delimits some important conceptions.Then it introduces and appraises the study of experts about the issue.On this base, it clarifies the important meaning of the research , main method and structure of the study.Chapter two discusses the revelation to the development of local government administration decision-making mechanism in China.Chapter three discusses the change of local government administration decision-making conditions. Chapter four discusses the basic status of local government administration decision-making mechanism in China with some cases of Jiaxing city during the period of transformation.It includes the system conditions of local government administration decision-making,the content of of local government administration decision-making,the main character of local government administration decision-making,the abuse of local government administration decision-making and the evaluation of public to local government administration decision-making mechanism.Chapter five discusses the affection of local social-economy development to local government administration decision-making mechanism.It includes the affection of local economy vicissitude to the value tendency of local government administration decision-making mechanism, the affection of local economy vicissitude to the efficiency of local government administration decision-making mechanism, the affection of local economy vicissitude to the benefit expression mechanism of local government administration decision-making mechanism and the liability mechanism of local government administration decision-making mechanism.Chapter six brings forward the advices of improving the local government administration decision-making mechanism.It analyzes the meaning of scientific administration decision-making mechanism to structure serving-type government and the feasibility of improving ocal government administration decision-making mechanism.And it puts forward the goal of improving local government administration decision-making mechanism and the route of improving.更多还原
