政府治理创新视域下的区域文化产业发展战略

【摘要】 全文大致分成五章,第一章中概述了论文的研究背景、研究意义以及研究方法等内容,同时对文中涉及的主要概念如文化产业、区域文化产业、区域文化产业发展战略等进行了界定,对国内外对于文化产业的研究进行了详细的梳理与评析,为此后的政府治理与区域文化产业战略的具体研究提供了理论上的指导。文中的第二章中对区域文化产业发展的理论与政府治理现状进行总体介绍和初步研究。主要从区域文化产业发展现状,其与区域经济发展之间的关系,影响区域文化产业发展的各种因素入手进行分析和介绍,从而为第三章分析区域文化产业发展战略与政府治理创新奠定基础。文中的第三章将重点分析区域文化产业战略与政府治理创新之间的互动关系,该章中首先对我国部分区域的文化产业发展战略进行了简单介绍,从中看出政府治理的特点与不足。其次,对国外一些区域的文化产业发展战略做了介绍和分析。第四章具体分析深圳文化产业的发展情况及深圳文化产业发展战略在制定与实施过程中政府治理创新的具体表现,从实际案例入手,把区域文化产业及其发展战略与政府治理之间的关系更为直观的展现出来。文中的第五章,即本文最重要的章节,把区域文化产业发展战略放在政府治理创新的视域下进行解读和分析,指出了我国目前区域文化产业发展战略中存在的问题并给出了相应对策,同时也指出了政府文化治理创新过程中应该注意的误区。文章在最后给出了政府治理创新视域下的区域文化产业发展战略研究的具体结论和相关的讨论。
【Abstract】 This dissertation is divided into five chapters. The first chapter outlines the background, significance and methods of the research. Also, the main concepts involved in this paper are defined, such as cultural industries, and regional cultural industries, and regional cultural industry development strategy. The third part of this chapter is to carding and analysis the cultural industries researches of homeland and abroad in order to provide the guideline for the after researches in governance and the regional cultural industry development strategy.Chapter II introduces the theories and practices of the regional cultural industry development then make some analyzing. This chapter mainly studies regional cultural industries and the relationship between the regional cultural industries and regional economic development, find the affect factors to regional cultural industries development. This chapter lays the foundation for chapter III which focus on studying the relationship between the regional cultural industry development strategy and the governance innovation.Chapter III will firstly briefly introduce some regional cultural industry development strategies to find the characteristics and lack of governance. Second, some foreign regional cultural industry development strategies has been introduced and analyzed.Chapter IV dose a detailed analysis of the development of cultural industry in Shenzhen and the formulation of Shenzhen Cultural Industry Development Strategy as well as the implementation process of governance innovation. This chapter is starting from the actual case and then shows the relationship between the regional cultural industries development strategy and governance.The fifth chapter is the most important section of this dissertation. It analyzes the regional cultural industry development strategy on the perspective of governance innovation. It points out that the problems of regional cultural industry development strategy in China and gives the corresponding countermeasures as well as the errors which may be happened in the government’s cultural governance innovation process.At the end of this paper, it gives the conclusions and discussions on the regional cultural industries development strategy which is researched under the government’s governance innovation.
