转型期执政党整合功能研究

【摘要】 执政党整合功能就是将社会不同的要素、部分组合为一个统一、协调整体的过程及结果,是社会一体化过程中执政党整理、组合、统筹、调适作用的积极发挥和高度驾驭。执政党整合功能的有效发挥,有利于维护党的性质,践行党的根本宗旨;有利于平衡利益冲突,化解社会矛盾;有利于保障基本人权,维护社会公平正义;有利于增强执政合法性,巩固执政基础。社会转型既给党注入巨大活力,也使执政党发挥整合功能面临许多前所未有的新课题新考验,诸如社会利益分化、民主诉求增强、价值观念多元等。本文正是在这种背景下探索和研究执政党整合功能的实现途径。本文在理论分析和历史考察的基础上力求把握转型期执政党发挥整合功能的着力点、提出实现执政党整合功能的有效途径,主要包括利益整合、权利整合、观念整合三个模块,并把它们作为执政党整合功能的主体框架,展开从理论到实践、从历史到现实、从问题到对策等多角度的分析和论证。在全文研究中,运用逐层递进法、历史方法、系统方法和比较借鉴法等。全文由前言和五章正文构成。前言部分简要说明了论文的选题意义,大致列析了执政党整合功能的研究现状,集中归纳了论文的创新之处,简要总结了论文的研究方法。第一章:执政党整合功能的理论分析。本章对政党功能的相关概念进行了界定,对利益表达、利益综合、政治录用、政治社会化功能进行了分析,在此基础上探讨了执政党整合功能的内涵、特征以及评价标准,并论述了执政党整合功能的价值。这些概念和理论基础,为下面章节的进一步展开奠定了研究范畴、思路和依据。第二章:国内外政党整合功能的历史考察。本章通过对中国共产党发挥整合功能的发展轨迹的回顾,揭示了以下历史启迪:在利益整合中平衡各种关系;在权利整合中发挥全民作用;在观念整合中增强吸引力凝聚力;执政党整合功能发挥得好坏关系到执政党的兴衰成败。通过对国外执政党发挥整合功能的历史考察,得出以下经验与启示:提高执政党利益协调的巧妙性;扩大执政党整合人员的广泛性;增强执政党意识形态的包容性;执政党社会整合机制是历史的、动态的、具体的。这为进一步研究中国的现实问题提供了广阔的视野和坚实的基础。第三章:转型期执政党发挥整合功能的着力点。本章首先概述了中国处于社会转型时期的现实背景,其次从现状、原因、挑战三个角度分别分析和论证了利益分化、民主诉求增强和价值多元,与此同时,明确了中国共产党发挥整合功能的内容、对象和重点——利益整合、权利整合和观念整合。第四章:转型期执政党实现整合功能的途径与方式。本章提出了执政党实现整合功能的基本原则:经济发展原则、效率与公平并重原则、民主平等原则、融合包容原则、稳定有序原则;在此基础上,又分别提出了构建利益整合的有效机制、拓宽权利整合的有效途径、推进观念整合的有效方式。这是全文的重点之所在,也是全文力求有所突破、有所创新的部分。第五章:铸造坚强自稳的整合主体——中国共产党。“打铁先要自身硬。”中国共产党是发挥整合功能的主体。党要有效整合社会,必先科学整合自身、优化自身。本章就如何铸造坚强自稳的整合主体,提出了一些有针对性的、可操作性的对策建议,包括:坚持执政为民,增强利益整合能力;发展党内民主,提高权利整合能力;创新思想理论,夯实观念整合能力;改进党的作风和形象,增强党的公信力和凝聚力。只有这样,才能更好地发挥执政党的整合功能。更多还原

【Abstract】 The integrating function of the ruling party is the process and result, in which a unified and coordinated whole is constituted of different essential factors and parts, and it’s also an active development and high control of the effect of arranging, constituting, planning and regulating of the ruling party in the process of social integration. The effective development of the integrating function of the ruling party is good for safeguarding party’s nature and carrying out party’s fundamental aim, and it’s also good for balancing interest conflict and easing off social contradiction. Besides, it’s advantageous to ensure basic human rights, and uphold social equality and justice. Not only that, it’s also beneficial to strengthen party’s legal ruling and consolidate ruling foundation. Social transformation brings party much vigor, and also let the integrating function of the party face unprecedented and new problems and tests. For example, social interests become divided, and democracy requirements increase sharply, and values become diversified. The thesis explores and studies the realizing ways of the integrating function of the ruling party under such background.The thesis tries to grasp the settled points and puts forward efficient ways of the integrating function of the ruling party in transition on the foundation of theoretical analyses and historical investigation, including interest integration, right integration and values integration, which are considered as a main frame of the integrating function of the ruling party. The thesis unfolds the analyses and demonstration from theories to practice, from history to reality, from problems to countermeasures. During the whole thesis study, step-by-step methods, history methods, system methods and comparison-reference methods have been used.The thesis is made up of the preface and 5 chapters.The preface simply shows the significance of selecting the title, and approximately enumerates the status quo of the integrating function of the ruling party. Furthermore, it also roughly sums up original ideas of the paper and summarizes researching ways of the thesis more or less.Chapter 1: Theoretical analyses of the integrating function of the ruling party. This chapter defines the related concepts of the function of the party, and analyses the function of interest expression, interest syntheses, political recruitment and political socialization. Moreover, the thesis probes into intension, characteristic, evaluating standards and values of the integrating function of the ruling party. Such concepts and theories provide next chapters with study categories, trains of thought and foundation.Chapter 2: Historical inspecting of the integrating function of the party of inner and outer countryside. By looking back the developing orbits of integrating function of CPC, this chapter announces such historical enlightenment: balancing various relationships through interests integration; developing the effect of the whole people through right integration; increasing the attraction and cohesion through values integration; how the integrating function of the ruling party works is related to the future and destiny of the ruling party. Through historical inspecting of the integrating function of the party of inner and outer countryside, such experience and enlightenment have been got: improving the artistic quality of coordinating interests of the ruling party; broadening the scope of integrating the entire personnel of the ruling party; enlarging the containing quality of ideology of the ruling party; the social integrating mechanism of the ruling party is historical, dynamic and concrete. They provide wide view and solid foundation for further study on Chinese realistic problems.Chapter 3: Settled points of carrying out the integrating function of the ruling party in transition. Firstly, this chapter gives a brief account of the realistic background of the Chinese social transformation. Secondly, it analyses and demonstrates how social interests become divided, how democracy requirement increase sharply, and how values become diversified through angles of status quo, reasons and challenges. Meanwhile, contents, objects and focal points of carrying out the integrating function of CPC in social transition have been clear and definite. They are interest integration, right integration and value integration.Chapter 4: Ways of carrying out the integrating function of the ruling party in transition. This chapter puts forward basic principles of fulfilling the integrating function of the ruling party: principles of economic development, efficient and equitable principles, democratic and equal principles, pardoning and fusing principles, steady and sequential principles. Furthermore, this chapter puts forward how to construct the effective mechanisms of interest integration, how to broaden the efficient channels of right integration, and how to advance the efficient ways of values integration. These are important parts of the whole thesis, and also the parts which the whole thesis tries to blaze new trails.Chapter 5: Building the staunch and stable subject of integration—CPC. "It should make itself solid and strong before striking the iron." CPC is the subject of carrying out the integrating function, and if it integrates the society in an efficient way, it has to integrate itself and optimize itself in a scientific way firstly. This chapter advances several concrete and practical countermoves and advice on how to build a staunch and stable subject of integration. Such are concluded: firstly, stick to reigning for the people, and enhance the ability of interest integration. Secondly, develop the inner-party democracy and strengthen the ability of right integration. Thirdly, bring forth new ideas of thought and theories, and heighten the ability of values integration. Fourthly, improve party’s style and image and increase the public trust and cohesion. If so, it will make the integrating function of the ruling party work better.更多还原
