旧工业建筑(群)再生利用理论与实证研究

【摘要】 旧工业建筑(群)是由工业革命而兴起,因产业结构调整和城市化进程而衰退的产物。旧工业建筑(群)再生利用是城市化进程中的重要策略,也是可持续发展战略在建筑领域的体现和升华。论文分析现阶段我国旧工业建筑(群)留存现状,借鉴国内外相关理论实践成果,提出了旧工业建筑(群)再生利用的理念。论文以构建理论系统、研究现实问题、推动健康发展为目标,从建筑可持续发展的高度出发,结合我国现行的相关建设管理体制,对旧工业建筑再生利用的主要问题和矛盾进行系统研究。论文整体研究思路是从宏观到微观,从法制建设到实施策略、再到具体操作,以期建立完善的管理体系引导旧工业建筑再生利用健康发展。具体研究重点从旧工业建筑(群)再生利用的法制建设、安全管理、利用策略、建造技术、造价管理五个方面展开。我国建设程序、土地管制制度、规划管理中的法律瓶颈、矛盾和困难,客观上不利于旧工业建筑再生利用的健康有序发展。论文以现行法律法规政策为背景,具体结合旧工业建筑(群)的开发建设模式,分析相关政策的制约因素,研究解析相关政策改革的利弊,进而提出改进和完善措施,为政府推动旧工业建筑再生利用在法制条件下有序开展提供参考。旧工业建筑(群)再生利用项目的安全管理是全过程的,但与新建房屋的安全管理却有很大区别。论文分析我国房屋安全管理现状,针对旧工业建筑再生利用的特点,探索研究旧工业建筑再生利用项目安全管理的内容,以建立健全旧工业建筑再生利用项目安全管理体系为目标,基于安全监管机制的博弈分析,从安全管理法规、规范标准、从业组织三个方面提出了建议措施,并对相关机制的建立进行了研究探索。旧工业建筑(群)再生利用,既要从城市发展需求的角度出发研究其区位利用策略,又要考虑旧工业园区的整体再生规划,以及旧工业建筑单体再生的设计方法。论文从城市设计、园区规划、建筑单体设计三个层面,以大量的成功实例为佐证,从理论上归纳和阐述了旧工业建筑(群)再生的方法策略,对城市旧工业区开发和旧工厂整体再生以及单体工业建筑的再生利用有借鉴意义和参考价值。旧工业建筑(群)再生利用项目的建造技术与管理是实现建筑再生的具体操作环节,对最终能否实现预期目标至为关键。论文从地基与基础加固、结构加固、非结构建造技术等三个方面,结合具体案例,针对再生利用项目建造与管理的特点和难点,系统整理和评述了各项技术的优劣性,从技术可行、方案经济的原则出发提出解决问题的方法和措施,并提出了价值工程在再生利用项目中的应用方法。旧工业建筑的再生利用作为建筑物生命的再生和延续,其根本优越性体现在经济合理,因此再生利用项目建设的造价控制就显得尤为重要。论文从业主方管理的角度出发,研究分析了旧工业建筑再生利用项目造价失控的原因,从项目策划阶段的造价定性分析、设计招标阶段的定量化预估、实施阶段的造价管理等层面结合工程实例提出了控制管理方法。

【Abstract】 The old industrial buildings (group) are products of the industrial revolution and they are declining with the procedure of the urbanization and industrial restructuring.The recycling of old industrial buildings (group) is not only a critical urbanization strategy, but also an important expression and sublimation of the sustainable strategy in the building field. This paper analysis the current situation of the old industrial buildings (group) reusing in China and proposes the concept of recycling which depends on the internal and external related theories and practice results.The purposes of this paper are to establish theorical systems, to research on practical questions and to promote the healthy development in the field of the old industrial buildings (group) recycling. In order to achieve these goals, this paper combines the related management system in China and systematically a research on the recycling’s main problems from the perspective of sustainable strategy.The overall researching theme is from the legal system establishement to implementation strategy, then the specific operations, which are all on the view of both macro and micro.This paper makes the establishment of evaluation system as the theory foundation and reseaches on five specific sections which are the legal system, the safety management, the recycling strategies, the construction and management as well as the evaluation system.Currently in China, the imperfect land management systerms, the complicated construction procedures and the deficient planning management all heavily obstrcuct the healthy and orderly develepment of the old industrial buildings(group) recycling.Therefore, this paper bases on the current laws and policies and combines the specific development models to analysis the constraint factors of relevant policies.As a result, it offers improved measures which are useful for government to promote the old industrial buildings(group) recycling operation.The security management of the old industrial buildings(group) recycling is whole process management, so it is distinctly different from the new buildings security management.Based on the game theory analysis of security regulatory mechanism, this paper analyses the status of house security management in China and defines the contents of the security management for the old buildings (group) recycling projects.Finally, it offers some suggestions on the security management regulations and the related criterions as well as the relevant organizations.The planning of the old industrial buildings (group) recycling requires the considerations about the location advantages, the renewable planning of the whole industrial district and the renewable way of single building.This paper uses many successful examples to summarise and describe the methods of the old industrial buildings (group) recycling, which is from the urban design level, the district design level and the single building design level.The constrcution and management of the old industrial buildings(group) recycling are practical operation aspects, so they are critical for the whole process.This paper based on the foundation treatment, the structural reinforcement and the building technique using specifical examples to propose solutions to the problems which are existing in the whole recycling process. Besides this, this paper also reviews and evaluates the advantages and disadvantages of various methods which aim at soluting the construction and management difficulties of the recycling project.The old industrial buildings(group) recycling is the regeneration and renewal of old buildings and the economical advantage is the prime superiority of it, so the cost control of old industrial buildings(group) recycling projects is critical. From the perspective of owner-side management, this paper analyses the reasons of overspending for the old industrial buildings (group) recycling projects and combines project examples to offer cost control methods from the aspects of the cost qualitative analysis on project planning phase, the quantitative estimation on design tender phase and the cost control management on implementation phase.
