【摘要】 政治总是在一定的国家、民族和社会中形成、存在和发展的,并有其特定的社会历史条件所决定,这些因素综合起来形成特定一种的氛围。政治文化是一个民族在特定时期流行的一套政治态度、信仰和感情,是由本民族的历史和现在社会、经济、政治活动进程所形成。它是研究国家、民族政治生活历史发展的思想轨迹的重要范畴和工具,并展现公民的政治价值取向、政治态度和政治心理,是一种特殊的历史现象、政治现象和社会文化现象。西北地区少数民族政治文化是我国统一政治文化中的亚文化或次级文化,这些亚文化又相互构成一种相对于汉族政治文化而独立存在并有突出民族特色的少数民族政治亚文化体系。尽管这种相对独立的少数民族政治亚文化体系受到主导政治文化的深刻影响,但它并未因此而失去独立存在的意义而消失,而是实实在在地存在着,并在现实的政治生活中发挥着重要的作用。西北少数民族政治文化的存在于在其经济社会发展问题的各个方面、环节和阶段,在其经济、政治、文化和社会发展的历史与现实、成就与问题、思路与对策的分析中,都有西北少数民族政治文化的在场性。因此,深化对西北民族政治发展问题的研究,政治文化建设研究就是其基础性研究。中国政治体制改革经过30多年的探索,已取得了巨大的成就,同时,也存在着一定的问题和不足。其中有很多的问题,都与加强民族关系、改善民生问题和发展民主政治紧密相关。这让我们学习、生活和工作在西北民族地区的哲学社会科学研究者,将更多的目光转向西北少数民族的经济发展、政治稳定、文化繁荣和社会和谐方面的研究,并探索从更多的角度来审视与思考。本文将选题定位在特定的区域——西北地区；特定的人群——少数民族；特定的政治文化——少数民族政治文化；从而展开的西北少数民族政治文化建设和发展问题的研究,就是这样一种新尝试。由此,本人确定了从政治文化的角度研究西北少数民族政治发展这样一个选题,试图从西北少数民族政治文化的角度切入,在客观揭示其建设的历史与现状分析；总结分析取得的成就和存在的问题的基础上,整理发掘西北少数民族政治文化建设的有利因素,系统剖析对其建设和发展进程的阻碍因素,进而提出相应的对策和措施,以便研究、解决、深化西北少数民族政治文化建设问题,推动西北民族地区的经济社会和政治稳步发展。更多还原

【Abstract】 Politics is always form, exist and develop in a certain state, national and community and its particular social will be determined by historical conditions, these factors together to form a particular kind of atmosphere. Political culture is a nation’s popular a set of political attitudes, beliefs and feelings in a special period, is formed in the process of the nation’s history and present social, economic and political activities. It is important areas and tools to track ideas of the historical development of national, ethnic and political life of and demonstrate the value of citizen’s political orientation, political attitudes and political psychology, is a unique historical phenomenon, the political phenomenon and socio-cultural phenomenon. Northwest Minority Political Culture is sub culture or sub-culture in the our unity political culture, which constitute a sub-culture with each other relative to the Han political culture and the independent existence of the minority ethnic characteristics are prominent political sub-culture system. Despite this relative independence of ethnic political sub-culture system have a profound impact on the dominant political culture, but it has not lost the significance of the disappearance of independent existence, and really there, and in real political life play an important role.Northwest Minority political culture Exist in various aspects, links, and stage, in its economic and social development issues of the present, and in its economic, political, cultural and social development, history and reality, achievements and problems, thought and countermeasures analysis, full of the Minority presence of political culture. This allows us those learning, living and working in Northwest minority area’s philosophy and social science researchers, in the attention more turned to the northwest minority economic development, political stability, cultural prosperity and social harmony of the study, to explore from the further angular survey and thinking on the perspective.This article on Orientation in a specific area-Northwest area; particular groups-ethnic minorities; and specific political cultural-ethnic political culture; to commence construction of the Northwest Minority political culture and development studies, is such a new attempt.Therefore, after careful guidance of mentors, I determined from the perspective of political culture and political development of a Minority topic, trying to the angle of Minority political culture in the construction of the objective to reveal the historical and present analysis; based on Analyzed the achievements and problems, order to explore the construction of political culture of the Northwest Minority favorable factors; Systems analysis impediments factors of their construction in development process, And then puts forward countermeasure and measures, In order to study, solve, and deepening the political culture of Northwest Minority Construction, To promote the northwest region’s economic society and national political steadily and development.更多还原
