【摘要】 民生问题是人类社会生存发展的基本问题,是世界各国治国理政的根本问题。本论文着眼于中国特色市场经济下社会公平的核心要义、社会和谐与经济协调,基于战略角度提出我国公共体育服务均等化,运用专家访谈、系统分析、实证分析与规范分析、历史分析与比较分析、灰色关联分析等方法,探索公共体育服务均等化的提供模式,从历史、现实、国际等视角全方位地把握我国现阶段公共体育服务及其均等化,并在此基础上制定相应的对策和战略,以满足全社会成员的公共体育需求,尽快形成惠及全民的公共体育服务体系,使全体人民共享体育改革与发展成果。研究结果认为：1、体育作为人的生存、发展和生活要素之一,是宪法赋予公民生命健康权的下位权利,具有一元特征,其本质在于人类的自我创造,目的在于人的自由全面和谐发展,人人应该均等的享有其基本服务和保障。2、公共体育服务作为政府的主要职能之一,其均等化供给方式已经或正在朝着充分挖掘市场与社会力量共同参与的多元化方向发展。纯公共体育产品依靠政府来提供；准公共体育产品主要由政府直接提供,同时以较低的价格鼓励消费,缓和不足。3、区域公共体育服务均等化是一套系统工程,应明确公共体育产品的供给主体,科学划分职能边界和职责范围,探寻区域结合点和互补性,从合作与决策、沟通与协调、执行与监督等机制进行创新和整合,纠正横向趋同、纵向初步的结构偏差,实现博弈的纳什均衡。4、公共体育服务均等化评价指标体系处于初创阶段,重点衡量地区差异,包括一级指标1项、二级指标1项、三级指标3项及其所辖17项四级指标,归属投入类、产出类和结果类测试维度。5、我国公共体育服务均等化过程中已形成了以竞技体育为品牌、以群众体育为基础、以综合服务为优势、多元化发展的特征。但地区差距很大,均等化水平总体较低,且呈现出先降后升、波浪式的发展趋势,公共体育服务供给与公众现实的体育需求矛盾突出。6、我国公共体育服务地区均等化程度与城市化、现代化程度紧密相连,惯性较强,投入均等化程度高,产出均等化程度低,绩效整体东部优于中西部,区域发展不平衡。北京、上海、天津3个直辖市始终保持着第一军团的战略地位,总体推进过程需要有一个长期的积累,在短时期内很难实现大幅度的跨越。更多还原

【Abstract】 The people livelihood question is not only the basic problem of survival and development of human society, but also countries administration all over the world. Focuses on the society fair core of chinese characteristics market economy, society coordinate with economy harmonious, on the strategic angle the text shows the equal development of public sports service of our country, by the methods of expert interview, systematic analysis, application analysis and standardize analysis, historical analysis and comparative analysis, and grey relevant analysis etc, explores the equal offering mode of the public sports service, grasps public sports service and its equal development of our country at the present stage systematiclly, on the angles of history, reality, world, etc. makes corresponding countermeasure and strategy, in order to meet public sports demand of the whole society members, forms the public sports service system which benefits the whole people as soon as possible, makes people share the achievement of sports reform and development commonly. The result shows:1、as one element of people existence, development and live, sports is the next one under citizen life and health right given by the constitution, has one characteristic, its essence lies in human self-creation, purpose lies in people freedom, overall and harmonious development, everyone should enjoy its basic service and guarantee equally.2、The public sports service is regarded as one of the government main functions, its equil supply way has already developed toward pluralistic direction that market and social forces excavated to participate together fully. The pure public sports products rely on the government to offer; The half public sports products are offered by the government mainly, at the same time, consumption at lower price are encouraged, in order to release insufficient3、It is a systematic engineer that public sports sevice of area equal developing, we should define the supply subject to the public sports products, divide the function border and the scope of offical duty scientifically, Explore area combination and complementarity, innovate and combine from the mechanism of cooperarion and policy, communication and coordination, execution and supervision etc., correct the horizontal convergent and preliminary vertical structure deviation, realize the NASHEN equilibrium of playing chess.4、it is at the initial stage to the evaluating index system of equal development of public sports service, the index system measure regional disparity mainly, include 1 first class index,1 second index,3 third indexs and 17 Affiliated fourth indexes, belong to the testing type of input, output and result.5、It has already formed the pluralism characteristics in the equal development of public sports sevice of our country, in brand of athletic sports, based on mass sports, regards integrating service as the advantage. But its regional disparity is obvious, equil degree of overall development is relatively lower, also shows the wavy developing trend of rising after lowering, it is outstanding contradiction between the supply of public sports service and the demand of public realistic sports.6、It is linked to urbanization, modernization for the equil degree of regional public sports service of our country closely, inertia is relatively stronger, the input equal degree is high, the output equil degree is low, the east whole achievement is superior to the middle and west, the region develope unevenly. Beijing, Shanghai, Tianjin, three municipalities remain the first strategic position of the legion throughout, it needs a long-term accumulation in course of the equil advance overallly, it is also very difficult to realize the leap by a large margin within short-term.更多还原
