【摘要】 国家“十一五”规划纲要明确提出,各地要根据资源环境承载能力、现有开发密度和发展潜力,将国土空间划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区,并针对不同的功能区,施之以差别化的区域政策,主动地引导经济布局、人口分布与资源环境相适应,协调好地域空间有限性与需求无限性的矛盾。促进形成经济发展与人口资源环境相协调的空间均衡格局。这是我国经济和社会发展的一个重大战略调整和转变,是科学发展观在协调区域发展中的落实和细化。宁夏旅游业的发展存在着各区域旅游形象不够鲜明、旅游产品规模小、旅游资源缺乏有效整合、旅游特色挖掘不够等问题。旅游主体功能区划通过揭示具体区域旅游资源的客观自然属性和社会属性的价值,制定科学合理的旅游开发利用方式,是一种克服人类旅游开发活动盲目性的科学决策活动。考虑到宁夏地理环境和旅游资源的特殊性、资源承载的有限性、空间开发功能的衍生性,从旅游开发适宜性和旅游资源可持续保护的角度,与国家主体功能区规划相衔接,构建宁夏旅游主体功能分区评价指标体系,确定评价因子及评价标准。根据旅游资源以及其他相关指标综合评分结果,结合宁夏自然环境、经济及社会等要素的空间差异以及旅游发展战略、旅游资源特征、旅游业发展水平及各县市自然地理环境特征、经济发展水平及潜力,确定宁夏旅游主体功能分区最终方案。将宁夏划分为一类重点旅游开发区、二类重点旅游开发区、限制开发农业旅游区、限制开发生态旅游区四类区域。根据区划方案进行宁夏旅游开发空间定位和评价分析以及提出管制对策,为宁夏各区域旅游资源的有效整合、树立鲜明旅游形象,进而协调区域旅游业与经济社会、资源环境的可持续发展提供理论和决策依据。本文依据国家主体功能区划省级规程,按照“相关理论分析——建立系统分析框架——实证分析——结论与建议”的研究主线,以主体功能区划及旅游区划相关理论为基础,分析了宁夏自然环境、社会经济概况、旅游业发展等问题,通过建立评价指标体系和评价模型,对宁夏旅游业发展的相关因素进行定量评价和分析。在考虑宁夏各县市的旅游资源特征与空间布局、旅游环境容量、生态系统脆弱性、生态重要性、自然灾害危险性、人口集聚度、经济发展水平、交通优势度、旅游战略选择等的基础上,从旅游开发适宜性和旅游资源保护的角度,结合宁夏社会、经济、自然环境以及资源条件,运用指数评价法及聚类分析法,尝试进行宁夏旅游主体功能分区研究,并在此基础上划分各类旅游主体功能区,针对各功能区的基本特点和发展方向提出相应的开发和管制对策。全文主要分为七个部分：(1)主要对地理空间区划的背景、国内外研究现状及其研究意义进行了阐述。(2)从理论分析的角度,对主体功能区划的理论基础进行了分析。科学发展理论、生态经济理论、地域分异理论、区域空间结构理论、“反规划”理论构成了主体功能区划的理论基础。(3)从概念探讨的角度,对旅游主体功能区划的基本内涵进行了解析,并对各类区划及相关的概念进行了比较辨析。(4)主要阐述了旅游主体功能区划分的原则及指标体系的建立。(5)从实证研究的角度,采用定量和定性分析相结合的方法,对案例地宁夏进行了实证研究,将其分为一类重点旅游开发区、二类重点旅游开发区、限制开发农业旅游区、限制开发生态旅游区四类区域。(6)根据分区结果,明确各旅游主体功能区旅游发展定位,提出其开发管制的对策建议。(7)从总结讨论的角度,对论文主要工作和得出的一些基本结论进行了总结,对论文存在的不足以及今后要努力的方向进行了讨论。本文以期为宁夏旅游业的发展制定差别化区域政策、统筹区域可持续发展提供战略指导,并为我国旅游主体功能区划提供理论参考。更多还原

【Abstract】 National "Eleventh Five-Year" Plan clearly stated that all localities should be divided into four types of major function oriented zones such as optimal development zones. key development zones, restricted development zones and prohibited development zones according to resources and environment carrying capacity. existing development density and development potential. Implement different regional policy for different functional areas. lead economy layout. population distribution to adapt to resources and the environment and coordinate contradictions between the limited geographic space and infinity of demand. In order to form the balanced spatial pattern of harmony economic development and population, resources and environment. This is the country’s major strategic adjustment and change of economic and social development. It is also the implementation and refinement of harmonizing regional development which is guided by scientific development concept.There exist following problems in Ningxia tourism development, regional tourism image are not distinctive. small-scale tourism products. lacking of effective integration of tourism resources and mining of tourism characteristics and so on. Tourism major function oriented zoning is a kind of scientific decision-making activity which overcomes the blindness of human tourism exploitation by revealing the values of objective natural properties and social properties of specific regional tourism resources and establishing scientific and rational tourism utilization means. Based on considering tourism resources characteristics and spatial distribution, tourism environmental capacity, frangibility of ecosystem, importance of zoology, fatalness of natural disaster, concentration degree of population, level of economic development, level of transportation dominance, tourism strategic choice of various city and county in Ningxia. from aspects of appropriateness of tourism development and protection of tourism resources, combining with of social, economic and natural environment and resources conditions of Ningxia. the dissertation uses index evaluation method and cluster analysis to progress the study on Ningxia tourism major function oriented zoning and divides certain types of tourism major function oriented zones. Finally the corresponding development control countermeasures are offered for the sustainable development of Ningxia tourism industry which are based on the basic characteristics and development orientation of each major function oriented zone.Full-text is mainly divided into six parts:(1) Mainly expatiates the background, research actuality both home and abroad as well as research significance of geo-spatial division.(2) Analyses the theoretical foundation of major function oriented zoning from aspect of theoretical analysis, the principal theoretical basis of functional zoning analyzed. Scientific development theory. ecological economics theory. regional differentiation theory. regional spatial structure theory and "anti-planning" theory constitute the theoretical foundation of major function oriented zoning.(3) Resolves the basic connotation of tourism major function oriented zoning from aspect of exploring concepts and make the comparison and discrimination among various types of zoning and relevant concepts.(4) Mainly expatiates the principles and establishment of indicator system of tourism major function oriented zoning.(5) Using quantitative and qualitative analysis methods to do the empirical study, divides Ningxia into four types of zones from aspect of empirical study, which are classⅠkey tourism development zone, classⅡkey tourism development zone, restricted development agricultural tourism zone and restricted development zoological tourism zone.(6) According to the result of division, explicitly ascertain development orientation of each tourism major function oriented zone:put forward its countermeasures and suggestions.(7)Summarize the basic conclusions of the dissertation from the aspect of the summarization and discussion; discuss the insufficiency of the dissertation as well as the efforts should be made in the future.With a view to constitutes the differentiated regional policy for tourism industry development in Ningxia. put forward strategic guidance for co-ordination of regional sustainable development. the dissertation also concentrates on providing theoretical reference for national tourism major function oriented zoning.更多还原
