【摘要】 二十世纪以来,以“高投入、高消耗、高排放”为特征的经济快速增长受到资源短缺和环境容量的制约,人类生态安全也将因生态承载力下降而受到威胁。如何解决资源、环境与经济快速增长矛盾,是当前我们面临的难题。在这种背景下,作者认为只有确立新型发展观念,采用新型经济发展模式——生态产业系统,才能从根本上解决我们面临的难题,才能保证人类社会发展走上经济高效性、环境低污染性、能源低耗性、社会和谐性的可持续发展道路。长期以来,甘蔗制糖产业一直沿袭粗放的经济发展方式,一些地方和企业追求局部和短期目标,在经济利益的驱动下,引发了更为严峻的资源、环境与生态问题。为解决这一矛盾,本文试图通过对循环经济理论基础与运行实践的分析,探索适合甘蔗制糖产业实际的循环经济发展模式,从而突破生态脆弱与经济贫困下的双重危机,实现自然、社会经济系统的可持续发展。本文将循环经济理论与系统论、生态学、生态经济学、环境经济学、资源经济学、清洁生产、工业生态学等理论相融合,初步建立了循环经济的理论框架体系,发展了循环经济理论,丰富了可持续发展的内涵。通过对国内外循环经济运行实践的分析,为甘蔗制糖产业循环经济发展模式的选择提供理论与实践依据。运用定量分析与定性分析相结合的方法,通过分析产业结构对资源利用和生态环境的影响,以生态产业链理论与实践为基础,对甘蔗制糖产业循环经济的相关模式进行了研究。基本思路是：根据走“新型工业化道路”的要求,以加快发展为主题,以优化结构为主线,把实现工业结构优化升级同保护和优化生态环境有机结合起来,将资源优势和环境优势转变为工业经济优势。本文研究共分为八章。基本内容如下：第1章导论。本章主要阐述问题提出的背景及意义、循环经济的国内外发展现状,并对环境经济、生态经济和循环经济等相关理论进行文献述评。第2章甘蔗制糖产业链优化的理论基础。首先介绍循环经济的一些基本理论,包括生态学理论、清洁生产理论、零排放理论和可持续发展理论等,为循环经济的具体实践构筑理论支撑；然后介绍产业链与产业结构的相关理论,包括产业集群理论、产业结构升级理论和产业链整合理论等,探讨产业链和产业结构的互动关系。第3章我国甘蔗制糖产业链发展的现状分析。对照循环经济的基本理论,参照国外经验,对我国甘蔗制糖产业现有产业链环节进行深入分析,并指出其缺陷和不足。第4章基于循环经济的甘蔗制糖生态产业链优化分析。本章重点是围绕生态产业链发展而进行的,也是本文拟解决的关键问题。首先进行生态产业链分析,在此基础上,分析了生态工业园区模式,探讨了生态产业链中废弃物测度方法,建立了内部成本模型,从微观角度对甘蔗制糖生态产业链经济性进行分析评价,并基于此模型对新、旧工艺内部成本进行对比分析。从微观和宏观的二维尺度上对甘蔗制糖生态产业链进行分析讨论。第5章甘蔗制糖生态产业链优化评价指标体系。本章旨在概述甘蔗制糖生态产业链优化评价指标体系的基础上,根据评价指标体系构建原则,建立甘蔗制糖生态产业链优化评价指标体系。第6章应用分析——以广西甘蔗制糖产业为例。本章以贵港生态工业园区作为广西甘蔗制糖产业链优化的典型案例,对广西甘蔗制糖生态产业链效益进行实证分析；依据ARIMA (2,1,2)预测模型,量化出广西甘蔗制糖生态产业链的效益值,并对甘蔗制糖产业链优化效果进行评价分析。第7章循环经济视角下甘蔗制糖产业链优化的市场机制与政府行为。本章借鉴国际经验,探讨市场机制和政府行为在循环经济发展中的不同作用及互动关系。提出市场机制与政府行为有机结合共同促进循环经济发展的观点,并形成具体的有针对性的政策建议。第8章结论。本章总结了第2章、第3章、第4章、第5章、第6章和第7章的研究结论。包括以下容,一是阐述本文研究结论、研究创新及对管理实践的重要意义；二是指出研究的局限性及后续研究方向。更多还原

【Abstract】 Since 20th century, the speedy economic growth characterized by high investment, high consumption and high emission is restricted due to the resources shortage and the environment capacity. The ecological security of the entire humanity will be threatened because of the weakening ecological bearing capacity. How to solve the contradictions of resources, environment and the rapid economic growth are common challenges for human society. Under this background, our difficult problems can be fundamentally solved and our sustainable path of economic effectiveness, low environmental pollution, low energy consumption and social concordance can be guaranteed only by establishing a new development concept and using new economic development models-Eco-Industrial Systems.The extensive economic development ways have been following continuously in the sugar-refining industry. For long time, driven by the economic benefits, some regions and enterprises pursued a partial and short-term target under the traditional developing patterns. This practice caused more rigorous problems in resources, environment and ecosystem, etc. In order to solve these problems this paper attempts to explore the circular economy development patterns that adapt to sugar refining industry by analyzing the theoretical foundation and practice of circular economy, thus breaking the dual crisis of fragile eco-environment and economic poverty, to realize the sustainable development of nature, society and economy systematically.This dissertation combines cyclical economic theories with system theory, ecology, ecological economics, environmental economics, source economics, cleaner production theory, and industrial ecology. The dissertation builds up a theorectical frame system of circular economy, developes the circular economy theories, and enriches the contents of the sustainable development. Through the analysis of the international and local practice of circular economy, the dissertation provids theories and practice foundation for choosing the development patterns of circular economy in sugar-refining industry. Using quantitative analysis and qualitative analysis, based on eco-sector chain theories and practices, the dissertation studies the relative models of cyclical economy in sugar-refining industry by analyzing the influence of industrial structure on resources use and eco-environment. This dissertation is divided into seven chapters. The basic train of thought in this research is according to the requirements of "the new industrialization path", taking rapid development as the subject, taking optimizing the structure as the main thread of the research, combing realizing the upgrading of industrial structure optimization with protecting and optimizing the ecological environment organically, and transforming the advantages of resources and environment into the superiority of industry economy.The first chapter introduces the background and significance of the study, the current research in cyclical economy both at home and abroad, and reviews the literature on the theories of environment economy, eco-economy, and cyclic economy.The second chapter presents the theorectical bases of sugar-refining sector chain optimization. This chapter firstly introduces some basic theories of cyclical economy including the theories of ecology, cleaner production, zero emission theory, and sustainable development, which provide theory support to the specific practice of cyclical economy. Then introducing the theories of industrial chain and industrial structure, including industrial cluster theory, industrial structure upgrading theory, and industrial chain integration theory, etc., discussing the interaction relations between the industry chain and industrial structures.The third chapter analyzes the present development situations of China’s sugar-refining industry chains. This chapter makes a deeper analysis of the present existing industrial chain link of sugar-refining industry in our country and points out its flaws and shortcoming against the elementary cyclical economy theories and referring to the overseas experience.The fourth chapter analyzes the optimization of sugar-refining ecological industry chain based on the cyclical economy. This chapter focuses on the development of eco-industrial chains, which is the key issue that this dissertation wants to deal with. Firstly, the dissertation analyzes the ecological industry chain, on this basis, analyzing the patterns of ecological industry parks, discussing the methods of measuring the waste from the ecological industry chains, establishing internal cost model, analyzing and evaluating the economy of sugar-refining ecological industrial chains from the micro point of view, according to this model making a comparative analysis of the internal costs between the new technology and old technology. Lastly, this chapter explains the the concrete application of material balance methods in optimizing the ecological industry chain and discussing the sugar-refining ecological industry chain from microscopic and macroscopic two-dimensional yardsticks.The fifth chapter constructs a target appraisal system of optimizing the sugar-refining ecological industry chain according to the construction principles of target appraisal system.The sixth chapter deals with application analysis-taking the sugar-refining industry in Guangxi as an example. This chapter analyzes empirically the benefits of the sugar-refining ecological industry chain in Guangxi province using Guigang Ecological Industrial Park as an example for the optimization of sugar-refining industry chain in Guangxi; according to the forecasting model of ARIMA (2,1,2), the the benefit value of sugar-refining ecological industry chain in Guangxi is quantified in this chapter, and evaluating the results of the optimization of sugar-refining industry chain.The seventh chapter deals with the market mechanism and government behavior in optimizing the sugar-refining industry chain from the perspective of cyclical economy. This chapter discusses the different roles that market mechanism and government behaviour play in the development of cyclical economy and their interactive relations by using the international experience for reference, putting forward that market mechanism and government behavior should be jointed organically to promote the development of cyclical economy together, and giving specific and well-targeted policy suggestions.The eighth chapter conclusion.this chapter is the conclusion of the second chapter,third chapter, fourth chapter,fifth chapter,sixth chapter and senventh chapter.First,the conclusion,innovative points and significance of the research into management practice are expounded.
