数字图书馆知识服务能力评价研究

【摘要】 目前数字图书馆的知识服务是知识经济社会,现代信息环境下学术界研究的热点问题,是数字图书馆面对知识市场竞争,对自身核心能力的重新定位。知识服务关注用户知识问题的解决,关注知识价值的增值,关注知识的创新,关注可持续发展的潜力,能力在数字图书馆知识服务中始终发挥着核心作用。本文以数字图书馆知识服务能力为切入点,从丰富与完善数字图书馆知识服务理论与应用研究的层面,研究探索数字图书馆知识服务能力的基本理论、能力评价应用与能力建设的可行性策略。在综述数字图书馆知识服务理论与应用研究现状的基础上,发现数字图书馆知识服务能力问题仍是目前研究的薄弱环节,从而确定本文的研究重点与研究范围。在借鉴与引用相关理论的基础上,对数字图书馆知识服务能力、知识服务能力形成机制、知识服务能力构成与结构,以及知识服务能力的影响因素进行分析与探讨,利用专家调查法和主成分分析法构建数字图书馆知识服务能力评价指标体系,并应用评价指标体系对国内典型的数字图书馆的知识服务能力进行评价,以准确定位目前数字图书馆知识服务能力的发展水平与发展现状,最后本文针对评价结果与目前数字图书馆知识服务能力建设中存在的问题构建数字图书馆知识服务能力建设体系,并提出有针对性与可操作性的对策与建议,以期为数字图书馆知识服务能力的培育、提升与拓展以及数字图书馆知识服务的发展提供指导与参考。

【Abstract】 Digital library is a kind of information service facility combined with modern information technology, library science, information science and sociology. It has experienced technology-oriented, resource-oriented construction process, and now is entering into service-oriented stage of development. With the arrival of knowledge economy society, the theoretical paradigm of resource construction in library science and information science has went through the process from literature emphasis to information worship to knowledge advocacy, thus inducing a series of changes and developments of basic theories in library science and information science. The ultimate goal of the evolution of paradigm in digital library, from information organization to knowledge organization, from information management to knowledge management, from information technology to knowledge technology, is to achieve the paradigm evolution from information service to knowledge service. And it has also become the research keystones and hotspots along with the process. From information service to knowledge service, scholars has expanded the depth of service study from content, namely from provision of information retrieval and delivery service up to provision of knowledge and problem-solving service. The compliance with the trend of transition from informatization to knowledge includes not only the alteration of concepts and service paradigm, but also the innovation of connotation and the exploration of depth. The arrival of knowledge-based economy society, the advancement of information technology, the depth, personality, diversity development of users’demands, and the change of research environment, induced digital library to develop forward to the post digital library age, namely to the development goal of“Ubiquitous Knowledge Environment”. It aims to make digital library as a tool to access the knowledge of all mankind, forms the widespread knowledge environment, and supports learning and knowledge innovation effectively through a series of service mechanism. Therefore, knowledge service plays a central role in the construction of digital library, and is the basic starting point and the end-result of the construction development of digital library.The competition in Knowledge-based economy environment is the competition of knowledge and knowledge-innovation capability, more profoundly is the knowledge content of the core competence of social institution and how to develop the knowledge content of the core competence continuously. Namely, the nature of competition turned into the competition of market re-recognization and the ability re-positioning. Knowledge service of digital library is the users’goal-driven service, is based on specialized knowledge and competency, and is the knowledge provision and knowledge innovation process of knowledge value-added. Knowledge service capability of digital library is the decisive factor to gain the competitive advantage and maintain their own survival and development, both in knowledge economy society and in knowledge market competition. The measurement of knowledge service capability of digital library is not only the guidelines of the construction of knowledge service capability in digital library, but also the standard and tool for measuring the level of digital library, not only can guide digital library position accurately and explicit knowledge service objective, but also can guide digital library drawing up knowledge service strategy properly, and provide protection for the construction and realization of knowledge innovation system.For these reasons, this dissertation has conducted a comprehensive analysis and discussion on knowledge service capability theory and practice of capability measurement from the content of knowledge service, and from the two levels of theory and application. Also, it has developed the construction strategy for digital library knowledge service capability. Thereby it has enhanced the effect, level and quality of knowledge service in digital library, promoted the sustainable development of digital library, and enhanced the competitive advantage and position for digital library in knowledge economy society.This dissertation has reviewed the related literatures inside and outside China, from which it found that research of knowledge service capability of digital library is still the weak link. Based on the content of digital library knowledge service and capability theory, it has defined the content of knowledge service capability of digital library, and illustrated the formation mechanism, the elements, the constitution, the structure of knowledge service capability of digital library. In accordance with the process of knowledge service of digital library, it has analyzed the factors of knowledge service capability of digital library, built the evaluation architecture for knowledge service capability of digital library, and composed the questionnaire of knowledge service capability of digital library. It has made reliability and validity testing on the evaluation architecture, and determined the weights by expert evaluation method and principal components analysis (PCA). It has made evaluation on the existing typical knowledge service in digital library by using the questionnaire of the knowledge service capability, and further validated the feasibility and operability of the evaluation architecture. Based on this, it puts forward the knowledge service capacity-building strategy which aimed at the current problem of knowledge service capacity-building to provide targeted and practical countermeasures and suggestions for the upgrading and expansion of knowledge service capability of digital library. The dissertation mainly:(1) Proposed the concepts, formation mechanism, elements and structure of knowledge service capability of digital library. Knowledge service capability of digital library is the force that shown in knowledge service activities, in digital and virtualized environment and in digital knowledge environment which support knowledge process. It is composed of a variety of capability factors which support knowledge service. It integrates and applys resources, knowledge, skills and intelligence organically by organizing and coordinating service process to solve the users’demand and problems, and to achieve knowledge value-added and knowledge innovation. Also it is the capability to win core strength for digital library. Knowledge service capability of digital library is formed and taken effect by the joint action of endogenous mechanism and exogenous mechanism. Knowledge service capability of digital library is composed of basic resource capability and service process capability; they are integrated and played a supporting role in knowledge service capability field.(2) This dissertation has analyzed the influencing factors of knowledge service capability of digital library from the viewpoint of knowledge service process in digital library. It has conducted analysis and discussion in-depth on knowledge acquisition capability, knowledge organization capability, knowledge development capability and service application capability, and extracted the main influencing factors from the four major capabilities respectively.(3)Based on the influencing factors of knowledge service capability of digital library, this dissertation has built the evaluation architecture of knowledge service capability of digital library, and it has revised and tested the evaluation architecture and the questionnaire of knowledge service capability of digital library by expert evaluation method and principal component analysis. Finally, it has composed the evaluation architecture with four dimensions and 17 indicators and a questionnaire with 50questions for the evaluation of knowledge service capability of digital library.(4)It has made evaluation and comparative analysis on knowledge service capability of domestic typical digital library by using the knowledge service capability questionnaire of digital library. On the basis of understanding the status of knowledge service capability of digital library, it has further validated the feasibility and operability of the evaluation architecture for knowledge service capability of digital library.(5) Seeing that current problems in knowledge service capability-building of digital library, this dissertation has put forward the knowledge service capability-building strategy, and it has provided targeted and feasible countermeasures and suggestions for cultivating, upgrading and expansion the knowledge service capability in digital library.This dissertation taking enhancing the level of knowledge service and enhancing the competitiveness of digital library in knowledge-based economy society as the logical starting point, it has explored the influencing factors of knowledge service capability of digital library in depth based on the analysis of knowledge service capability theory of digital library. Accordingly, it has built the evaluation architecture of knowledge service capability of digital library, and has made applied research on the typical digital library. Also it has proposed the feasible strategy for knowledge service capability-building of digital library. The research result of this dissertation will be further enrich and improve the theory system and methodology of digital library knowledge service, and will definite knowledge service capacity-building issues for digital library. It will improve the level of knowledge service capability of digital library contrapuntally, and will release the potential of the value of knowledge resources and value of service.The theoretical value of this dissertation lies in that the main research direction is knowledge service capability in digital library with relatively novel research perspective, certain deep research content and certain originality of research work, the research achievements could not only provide new research perspective, but also provide theoretical foundation for the study of knowledge service capability in digital library. The application value lies in that the expected research achievement is scientific and maneuverable, and it has grasped the knowledge service capability-building issues accurately, and has put forward the knowledge service capability-building strategy for digital library, also it will guide knowledge service practice activity in digital library.
