【摘要】 地区秩序是权力分配、制度构建和观念认同三者共同作用的结果。经过30年的物质性成长和社会性成长,中国已经成为影响东亚地区秩序的重要因素之一。中国实力的增长导致了中美之间的权力转移,对美日、美韩关系发展起到了一定程度的牵制作用,中国的负责任行为和信任措施建设使东盟国家对中国积极进行接触,这些推动了东亚权力结构向多极化发展。中国对东亚地区合作机制的创设与参与拉动了周边国家经济增长,促进了东亚一体化进程,缓解了地区安全困境,增强了中国和平发展的可预期性,二者是相辅相成的关系。中国和平发展促进了东亚地区认同建构,中国提出的和平共处五项原则、新安全观和和谐世界是推动东亚国际政治文化演进的重要力量。和平发展的中国将会以何种方式构建东亚地区秩序?中国没有扩张和称霸的历史,现时也不具备称霸的条件,权力分配结构的失衡限制了中国的政策选择,未来东亚不会回到“以中国为中心”的过去。中美之间的相互依赖和东亚近年来的制度建设、认同变迁将限制中美之间形成两极均势秩序。中国的努力方向是以地区一体化推动地区整合,凸显东亚地区秩序的“自我”属性。中国和平发展促进了东亚国家的共同发展,是东亚地区崛起的新进程。更多还原

【Abstract】 Regional order is the result of distribution of power, institution building and the identity, The rise of power changes the regional power structure; enhances the capacity to provide regional public goods and topics; the values are accepted and recognized by countries in the region.China’s peaceful development is transforming power structure to multi-polar in East Asia. It is true that power shift is taking place between China and U.S., and peaceful transfer of power is possible. Japan not only considered China’s peaceful development as a threat, but also an opportunity. The interdependence between Japan and China ensure a competition and co-operative relationship, with stronger of China’s influence and the development of the US-Japan conflict, the Japanese are likely to continue return to Asia.With China’s regional influence increase, South Korea’s foreign policy have to give more consideration to the China factor, due to the existence of strategic competition between China and United States, South Korea’s diplomacy may be depend on that whether China and America can format a stable bilateral relations or not. ASEAN think that China’s peaceful development make East Asia facing an uncertain situation. ASEAN has taken the balance of power strategy, strengthened security ties with U.S. and Japan. At the same time, in order to bring China into the track of regional cooperation, ASEAN also actively contact with China. How to choose policy between balance and contact,depending on the threat perception to the China. The creation of regime for regional cooperation is a important component of regional order. It helps to lay the peaceful development of China’s regional roots, and build balanced relations among major powers, optimizing economic structure and expand the opening-up. Meanwhile, China’s institutional behavior stimulating regional economic growth, alleviate security dilemmas, motivate the East Asian regional integration, enhance mutual trust.China promotes regional identity of the East Asian. China’s peaceful development is an important reason for the Confucianism renaissance. East Asian values based on understanding of Confucian culture, it is a symbol of a formation of identity. China’s regional identity construction is a part of identity and order in East Asia. The rise of great powers in international politics plays a key role in cultural evolution. China from the "revolutionaries" to a "responsible great power" identity will transform Locke culture to Kant in East Asia,peaceful coexistence, the new security and the harmonious world concepts are to prove it.What Pattern of Order will be built by China’s peaceful development? China has no history of expansion and hegemony, at present, do not have the conditions of the hegemony, restrictions on the distribution of power imbalance in the structure of China’s policy choices, the future of East Asia will not return "to China as the center" of the past; the interdependence between China and and East Asia in recent years, institution building, identity change will limit the formation of the bipolar balance of power between China and U.S.; China’s efforts is based on the direction of regional integration, promoting regional integration, highlighting the regional order in East Asia "self" attribute to achieve the common development of East Asia , China’s peaceful development is the rise of a new process in East Asia.更多还原
