【摘要】 科技创新已经成为区域经济增长的决定性因素。区域创新体系对区域经济的发展方式、发展水平起着重要而深远的作用,因而区域创新体系研究已经被各国、各地区广为重视。作为国家创新系统的重要分支,省级区域创新体系在国家发展中占据重要的作用,本文主要对内蒙古这一省级区域创新体系的构建及其资源配置进行全面、系统的研究,以期从全局性、整体性、长远利益一致性的高度促进内蒙古各区域的协调发展,进而推动国家创新系统的构建及发展。本文从内蒙古区域创新体系发展模式的构建入手,以区域创新体系、国家创新系统、创新资源配置、产业集群等理论为基础,采用理论与实证相结合的方法,对内蒙古地区区域创新体系进行深入研究。本文的研究内容主要包括以下几个部分：(1)首先从区域创新体系以及区域资源配置的相关理论入手,分析了区域创新体系的定义、内涵、特征和功能,并对区域创新体系发展的主要模式进行分析和对比。同时从创新资源、主体、环境和机制等方面深入分析区域创新体系的构成要素,对科技创新资源进行分析,探讨区域创新体系中科技创新资源配置的目标、原则和基本模式等,并结合我国经济社会的现状与发展趋势,分析内蒙古区域创新资源配置的主要模式。(2)根据内蒙古经济社会发展现状及特点,对内蒙古区域创新要素进行分析解读。对基于产业集群的内蒙古地区跨区域创新体系进行分析,并对内蒙古地区经济发展以及区域创新体系现状从科技资源、创新系统构成以及创新能力进行深入剖析。(3)区域创新能力是衡量区域创新体系状况的重要尺度,本文对内蒙古的当前区域创新能力和潜在创新能力进行了分析,建立了区域创新能力评价指标体系。运用系统动力学原理,构建了内蒙古区域创新体系的模型。(4)根据内蒙古经济、社会、科技发展的实际情况,本文确立了内蒙古区域创新体系的发展模式,对内蒙古区域创新体系的运行情况进行了模拟和预测。根据上述研究结论,结合内蒙古区域创新体系的实际情况,本文分析了当前内蒙古区域创新体系存在的问题,探讨了内蒙古区域创新体系建设的政策措施,指出要加强在区域创新体系的资金投入、人才投入、创新环境建设、创新主体的功能发挥及产学研结合等方面的工作。更多还原

【Abstract】 At present, scientific and technological innovation has become a decisive factor in regional economic growth. Regional innovation system is an important component of national innovation system. The establishment and improvement of regional innovation system can promote the growth of regional economy industrial upgradie, and the formation of regional competitive advantage. Provincial regional innovation system is the important component of national innovation system. Research on the construction of Inner Mongolia regional innovation system and the allocation of resources redound to develop comprehensively, systematicly of all region study which is beneficial overall, holistic, long-term interests to Inner Mongolia region, even to the construction and development of national innovation system. The main work this dissertation done are as following.(1) From the construction of Inner Mongolia regional innovation system this article studies regional innovation system, national innovation system, collocation of innovation resources, industrial clusters, and conducts in-depth studies of the regional innovation system in Inner Mongolia using a combination of theory and empirical methods.(2) First of all, the paper starts the relevant theoretical analysis from the regional innovation system and regional allocation of resources, and studies the definition content, features and functions of regional innovation system, and does analysis and comparison of the main development mode of regional innovation system. The article also analyzes deeply the constituent elements of the regional innovation system from innovation resources, principal part, the environment and mechanism, as well as gives the definition of the innovation resources. The article explores the allocation of innovation resources of objectives, principles and basic modes, and combined with China’s economic and social status quo and development trend analyzes main mode of resource allocation of the Inner Mongolia regional innovation system.(3) The article discusses the status of economic and social development in Inner Mongolia and the characteristics of the region of Inner Mongolia and interprets the innovative elements. The paper puts forward the model of Inner Mongolia innovation system, researches the regional innovation system based on industry cluster. And in the paper an in-depth analysis is carried out in the scientific and technological resources, innovation system, as well as innovative ability of economic development and the status of the innovation system in the region of Inner Mongolia.(4) Regional innovation capability is a measure of regional innovation system.This article analyzes Inner Mongolia’s current regional innovation capability and potential innovation capacity, and establish a regional innovation ability evaluation index system. With using system dynamics theory construes the Inner Mongolia regional innovation system model.(5) From the integration of innovation resources, in the construction of innovation principal part and environment, the paper explores the relevant strategy of regional innovation system in Inner Mongolia. For a period of time the future objectives and main tasks of the construction of Inner Mongolia regional innovation system are:to enrich and improve the innovation system of weak links as the breakthrough point, to accelerate the expansion of the scale of innovation, implementation of the regional innovation system, and to strive to form a regional innovation system in Inner Mongolia interaction and multi-complementary characteristics, and play the role of the core framework in the regional economic development.更多还原
