我国国防工业院校的大学文化体系及机理研究

【摘要】 肩负起服务国防科技工业的历史使命与实现国防工业院校的可持续发展需要优秀的大学文化作为支撑。大学文化在国防工业院校发展进程中的作用越来越突出,已成为提升国防工业院校核心竞争力的重要因素和提高人才培养质量与科技自主创新水平的重要软环境。开展国防工业院校的大学文化体系研究,是为了构建科学有效的大学文化体系、把握大学文化的形成与作用规律、明晰大学文化体系构建的方法。为此,本文研究了国防工业院校的服务使命与自身发展目标及其对大学文化的要求,分析了大学文化体系的要素构成及其相关性,阐述了大学文化体系各构成要素的内涵及其形成机理与作用机理,对大学文化体系的有效性进行了评价,提出了构建大学文化体系的对策。1.论文从外部特性角度提出了国防工业院校大学文化建设的根本要求是服务国防使命的要求,从内部特性角度提出了国防工业院校大学文化建设的内在要求是自身发展目标的要求。国防工业院校的大学文化只有与服务国防使命的根本要求、与自身发展目标的内在要求相适应、相协调、相一致,才能更好地促进国防工业院校实现自身发展目标、为国防科技工业发展服务,这是大学文化的核心,为构建国防工业院校大学文化体系指明了目的和方向。2.论文提出了国防工业院校大学文化体系的整体框架。现有文献未见对大学文化体系的要素构成及其相关性的分析,本文通过德尔菲法对要素构成的分析,提出国防工业院校大学文化体系由20个要素构成。运用主成分分析法进行的相关性分析表明,各构成要素相对独立,提取的6个主因子的累计贡献率为87.87%,20个要素都有独立存在的价值,这为把握大学文化形成与作用的规律、提出构建大学文化体系的对策建立了理论基础。3.论文初步揭示了国防工业院校大学文化形成与作用的基本规律。现有文献未见对大学文化的形成机理与作用机理的研究,本文通过对国防工业院校大学文化体系构成要素的内涵、形成机理与作用机理分析,揭示出大学文化的形成符合“供求规律”与“竞争规律”,大学文化的作用符合“价值规律”,大学文化的形成与作用符合“作用与反作用律”,这为构建国防工业院校大学文化体系、发挥大学文化在大学发展中的作用奠定了理论基础。4.论文建立了“大学文化与大学发展耦合度评价”模型,并证实大学文化与大学发展呈正相关关系。现有文献没有提供大学文化体系有效性的评价方法,本文运用灰色关联分析法提出以大学文化与大学发展耦合度作为评价大学文化体系有效性的特征变量,运用所建模型对哈尔滨工程大学进行的实证分析表明,哈尔滨工程大学的大学文化与大学发展之间耦合度较高、耦合作用较强,大学文化与大学发展呈正相关关系。5.论文提出了国防工业院校构建完善的大学文化体系的对策。现有文献未见关于构建大学文化体系的方法性问题的研究,本文通过对构建大学文化体系方法性问题的分析,提出了准确把握大学文化体系的现态、科学制定大学文化体系构建的目标、正确拟定大学文化体系构建的任务、选择大学文化体系构建的途径等对策和加强学风建设与提高学术声誉、建设文化环境与营造文化氛围、提升文化品质与塑造文化形象等举措,这对构建系统完整的大学文化体系具有方法性指导意义。

【Abstract】 Excellent university culture is needed as the support for taking the historical mission of serving the industry of science and techniques of defense, realizing the sustainable development of defense industry universities. University culture has been playing more and more important roles in the development of defense industry universities, having been the essential elements to improve the core competitiveness of such universities, the essential soft environment to increase the quality of talents cultivation and the level of scientific and technical innovation. Conducting the research of the university culture system of defense industry universities is to establish scientific and effective university culture system, grasp the discipline of the formation and action of university culture, clarify means of university culture construction. For this purpose, this dissertation studies the service mission and the development targets of defense industry universities and also researches defense industry universities’requirements for university culture, analyses the component elements of university culture system and their correlation, discusses the connotation and the formation mechanism and the mechanism of action of the component elements of university culture system, evaluates the effectiveness of university culture system, proposes measures for defense industry universities to construct university culture system.1. This dissertation proposes that the basic requirement of the construction of defense industry university culture is the requirement of serving the defense mission from external characteristics, and that the intrinsic requirement is the requirement of self-development targets from internal characteristics. Only on condition that the university culture of defense industry universities adapts to, coordinates with and is consistent with the requirements of serving defense mission and self-development targets, can it promote achieving self-development targets of defense industry universities, and serve well for the development of the defense science and technology industry. This is the core of university culture, pointing out the goal and the direction for constructing university culture system of defense industry universities.2. This dissertation puts forward the general framework of university culture system of defense industry universities. There is no analysis of the component elements of university culture system and the correlation of these elements in existing literatures. Based on the analysis of the elements of university culture system by Delphi Method, this dissertation argues that defense industry university culture system is made up of 20 elements. According to the analysis of the correlation in the principal components analysis, it demonstrates that the component elements of defense industry university culture system are relatively independent, the accumulative contribution rate of the six primary factors extracted is 87.87%,20 elements are of independently existent value. This establishes the theoretical foundation for grasping the discipline of the formation and action of university culture and proposing measures to construct university culture system.3. This dissertation preliminarily reveals the discipline of the formation and action of university culture of defense industry universities. The existing literature makes no analysis of the formation mechanism and the mechanism of action of university culture. Through analyzing the connotation, the formation mechanism and the mechanism of action of the component elements of university culture of defense industry universities, it reveals that the formation of university culture conforms to "the law of supply and demand" and "the law of competition", and the action of university culture conforms to "the law of value", the formation and the action of university culture conform to "the law of action and reaction". This lays the rationale for constructing university culture system and giving full scope to the function of university culture in the development of defense industry universities.4. This dissertation establishes an evaluation model of the degree of coupling of university culture and university development and confirms that the university culture of defense industry universities is positively related to these universities’ development. The existing literature doesn’t provide any evaluation method to evaluate the effectiveness of university culture system. Through grey-relation analysis this dissertation proposes taking the degree of coupling of university culture and university development as characteristic variables to evaluate the effectiveness of university culture system of defense industry universities. According to the empirical analysis of Harbin Engineering University in using the evaluation model built in this dissertation, it demonstrates that the degree of coupling of university culture and university development in Harbin Engineering University is higher and stronger, and that the university culture system of defense industry universities is positively related to their university development.5. This dissertation proposes measures for defense industry universities to construct perfect university culture system. The existing literature doesn’t conduct the study on the methodology of constructing university culture system. Through analyzing the methodology of constructing university culture system, this dissertation puts forward the following strategies:accurately grasp the current situation of university culture system, scientifically determine the objectives of constructing university culture system, correctly draw up the tasks of constructing university culture system, select the ways of constructing university culture system, etc. and the following measures:strengthen the construction of learning atmosphere and improve academic reputation, construct cultural environment and atmosphere, ascend the quality of university culture and shape the image of university culture, etc. This has the methodologically guiding meaning for constructing systematic and integral university culture system.
