基于循环经济的企业价值链管理研究

【摘要】 近年来,高速的经济增长使得中国渐渐的向世界经济强国的行列迈进,但中国经济的高速发展,是以暂时牺牲环境利益为代价的,目前中国政府已经开始关注环境污染带来的压力,《循环经济促进法》的立法促进了循环经济被纳入法制轨道,我国循环经济进入实施阶段。将循环经济发展模式与价值链管理理论相结合,成为从企业层面推广循环经济的根本途径。本文通过从内部循环和外部循环两个层面构建企业循环经济价值链管理体系,对企业实施基于循环经济的价值链管理具有重要理论与实践价值。论文的研究为企业构建基于循环经济的价值链管理体系提供了基本框架和理论依据,不仅丰富了企业内价值链管理的内容,而且对于企业改善外部环境关系、增强区域、国家的产业和谐都具有重要意义。首先,界定企业价值链的内涵,辨析价值链、供应链和产业链的区别与联系,提出价值链管理的意义和目标,分析基于循环经济的企业价值链管理的运行机制,进而从内部循环和外部循环的双重循环视角构建基于循环经济价值链管理的双链耦合模型,并进一步分析双重循环与企业持续竞争优势之间的相互联系。其次,以企业循环经济价值链管理的内部循环模型为指导,从辅助作业体系、基本作业体系和附加作业体系三方面构建企业循环经济内部价值链管理体系,包括基础设施投资管理、资金流管理、作业链管理、全面质量管理、适时制造制度、废弃物回收与副产品处理的管理。第三,通过从层次结构、循环结构、核心体、价值流程和松散层等几个方面设计科学的循环经济外部价值链管理体系,并进一步研究企业循环经济外部价值链管理体系的管理与控制机制,从法律支撑体系、政策支撑体系、社会支撑体系和科技支撑体系等方面提出企业循环经济外部价值链管理的支撑体系。第四,分析企业价值链管理竞争优势的一般框架,研究循环经济对企业价值链管理竞争优势获取途径的拓展状况,从循环经济的视角分别对成本领先和差异化竞争优势的机理、来源和模式进行详细阐述,建立循环经济企业价值链管理竞争优势获取的完整框架。第五,从价值链内部循环绩效和价值链外部循环绩效两方面设计价值链管理绩效评价指标体系,构建基于模糊积分方法的绩效评价模型,以HX企业为研究对象对循环经济价值链管理绩效评价进行实证。最后,基于企业循环经济价值链管理获取持续竞争优势的机理,从社会、政府、区域、产业、企业逐级缩小的视角出发,建立层层落实的循环经济价值链管理对策体系。

【Abstract】 In recent years, China is stepping into the groups of powerful nation with the economy growing rapidly. But economy development is at the cost of environment in the short term. Today, Chinese government has come to realize the severe pressure caused by pollution, and has passed the bill of Circular Economy Promotion Act, whose implementation is approaching in a legal way.Combined with the theory of value chain management, the pattern of circular economy becomes the fundamental approach to prompting the circular economy at the business level. The system of enterprise circular economic value chain management is constructed from internal and external circulation in this article, which provides not only theoretical but practical value. The basic framework and theoretical base are given in this paper, which not only enriches the value chain management, but carries the connotation for enterprise improving the external environment, enhancing the national and regional industry harmony.Firstly, the connotation of enterprise value chain is defined, the differences and connects among the value chain, supply chain, and industrial chain are made, the signification and objection of the value chain management are proposed, the double circulation model is established, the operating mechanism is analyzed, the double chain coupling model is established from the perspective of internal and external circulation, and the relations among double circulation and continuous competitive advantage are ayalyzed.Secondly, guided by internal circular model of enterprise value chain based on circular economy, the internal value chain system is constructed from the auxiliary operating system, basic operating system and additional operating system, including infrastructure invest management, cash flow management, operation chain management, TQM, JIT, and waste recycling and by-product treatment management. Thirdly, the scientific system of circular economic external value chain management designed from such aspects as layer structure, cycle structure, core body, value flow and loose layer. The management and control mechanism are further studied. Based on legal support system, policy support system, social support system, and technological support system, the support system of external value chain management is proposed.Fourthly, the general framework of the competitive advantage of the enterprise value chain management is analyzed. The expanding approaches of obtaining competitive advantages are studied. From the viewpoint of circular economy, the mechanism, origin, and pattern both competitive of cost leadership and differentiation are expounded, and the integral framework of getting competitive advantages is established.Fifthly, the index system of performance appraisal is designed from both internal and external circular performance. The performance appraisal model is established based on fuzzy, and the empirical analysis is done to evaluate the performance by taking HX Corporation as example.Finally, based on the mechanism of enterprises obtaining continuous competitive advantage by circular economy value chain management, from the viewpoint of government, region, industry and enterprise, the countermeasure system of circular economy value chain management is constructed.
