区域经济视域下吉林省职业教育制度设计研究

【摘要】 发展职业教育是我国实施科教兴国和人才强国战略、加快人才培养、推进我国工业现代化进程的重要保障。本文以吉林省区域经济发展为背景,从宏观上深度解析了吉林省区域经济发展与吉林省职业教育发展的相关性问题。笔者认为:随着吉林省区域经济不断发展、产业集群规模的不断扩大,势必需要大量的人力资本的投入来保证区域经济又好又快的发展。因此,重新确立职业教育发展的优先地位,切实加大职业教育投入,确立行之有效的职业教育制度,是吉林省解决区域经济发展中人力资本需求矛盾和提升吉林省区域经济发展水平的重要举措。职业教育的有序发展是促进区域产业结构升级、提供区域经济发展人力资本支持、保证区域经济顺畅运行以及区域经济可持续发展的重要保障。论文基于区域经济视角对吉林省职业教育的发展价值作了较为详细的辨析,同时在借鉴西方发达国家职业教育办学经验之基础上,设计符合吉林省区域经济特色的职业教育制度,并为其潜在价值的实现指明了必要的理论前提和实践路向。具体而言,本文的逻辑架构由六个部分组成。论文的第一章阐释了本文所涉及的关键概念和理论基础。这一部分首先对职业教育、区域经济、人力资本、人力资源、制度等关键概念作了明确的界定,指明其在本文中的使用范围。然后,对职业教育发展理论、区域经济发展理论、人力资本发展理论以及新制度经济学理论在当代社会的发展进行了简要梳理,并分析了这些理论的重要现实意义。论文的第二章“脱节于区域经济:吉林省职业教育发展之困境”,分析了目前吉林省职业教育发展存在的问题。论文指出:随着吉林省经济体制和教育体制的进一步改革,吉林省区域经济发展迅猛,为吉林省职业教育未来发展提供了巨大的空间,但当前吉林省职业教育发展却与吉林省区域经济发展的目标脱节;不能提供区域经济发展所急需的人才;未与吉林省区域经济发展形成良性互动。具体表现在职业教育滞后于区域经济发展、区域人才供求失衡、区域职业教育资源匮乏、区域职业教育教学质量不高等方面。论文的第三章在第二章的基础上对吉林省职业教育发展的制度进行了具体的归因分析。笔者认为,吉林省职业教育与区域经济发展相脱离,主要是“制度”上的缺失或不适应造成的。论文首先论述了关于吉林省职业教育供给制度的失衡现状,指出这种偏差是职业教育发展资源匮乏的首因。论文分析了当前吉林省职业教育管理制度错位、职业资格准入制度缺失、政策文本执行低效等具体问题,为本文进一步深入研究指明了方向。论文的第四章提出了吉林省职业教育制度设计的价值意蕴,阐明了区域经济、职业教育、制度的内在联系,重新解读了三者之间相互影响、相互依存的关系。论文指出职业教育和区域经济发展的关系是协同互补的,职业教育作用于区域经济的各个组成要素中。职业教育“生产”的人力资本区域经济提供了技术支持和智力支持,使区域经济的产业结构不断升级,保障区域经济的可持续发展。此外,笔者还对我国和西方发达国家现行职业教育制度进行了比较分析,认为西方发达国家职业教育兴旺之原因正是在于他们建立了一整套行之有效的职业教育制度。论文的第五章结合吉林省区域经济的特点,设计吉林省职业教育的投入制度与保障制度。笔者认为:对于职业教育发展而言,需要吉林省各级政府、各相关部门和社会给予必要的制度“关怀”,切实加大投入,形成多元化职业教育办学局面,鼓励扶持民办职业教育。在此基础上,分别从实施吉林省职业教育券、职业教育助学、就业保障等方面进行吉林省职业教育保障制度设计。论文第六章是吉林省职业教育管理制度和督导制度设计。分别从制定吉林省职业教育发展细则和实施办法、产学合作、职业资格证书、教师聘任制度和职业教育课程体系五个方面设计吉林省职业教育管理制度。然后从建立吉林省职业教育发展统筹会、组建职业教育集团,实施职业教育评估三个方面设计吉林省职业教育督导制度。论文指出:吉林省职业教育发展必须做到有章可循,制度可依,才能高效率的为吉林省区域经济发展提供合格的人力资本,担当起提升吉林省区域经济发展水平的重任。

【Abstract】 The development of vocational education guarantees the success of cultivating valuable talents to strengthen our country with powerful science and education and accelerating the progress of modernizing our industry. Within the environment of Jilin’s regional economy this dissertation analyses in depth the relationship between the development of the regional economy and the vocational education in this province. With the rapid development of regional economy and the enlarging scale of industries, a number of Human Capital is needed to continue this satiation. Therefore it is necessary for this province to establish the priority of vocational education, increase the investment and set down efficient system, which meet the needs of Human Capital for developing its regional economy. The positive development of vocational education ensures the upgrading of regional industrial structure, the backup of Human Capital and the benign and continuable development. From the perspective of regional economics this dissertation analyses deeply the value of vocational development, then when borrowing the advanced experience of education in the western countries, builds up the system for the vocational education, and points out the precondition and direction for its potential value. The dissertation consists of the following six parts:The first chapter analyses in details the important concepts and theories involved. Such important concepts as vocational education, regional economy, Human Capital, system and so on are clearly defined and confined within its field. Then the theories of development of vocational education, development of regional economy, development of Human Capital and economics of new system are briefly analyzed with their meanings in reality.The second chapter, starting“out of touch on the regional economy: the plight of vocational education development in Jilin Province”, Analysis of Jilin problems in the development of vocational education, Paper points out: With the Jilin Province, the economic system and further reform of the educational system, the momentum of rapid regional economic development of Jilin Province divorced from the regional economic development objectives; unable to provide much-needed regional economic development professionals; not with the formation of regional economic development of Jilin Province interaction. Specifically reflected in the vocational education lags behind the regional economic development, regional talent supply and demand imbalance, the regional vocational education, lack of resources, the regional vocational education, higher in quality.On the base of the second chapter, the third chapter analyses the problems of the development of the system of vocational education in Jilin Province carried out a detailed analysis difficult. Thesis that the Jilin Province of vocational education and regional economic development, separated from the main“system”on the result of missing or fail to adapt. Paper first discusses vocational education in Jilin Province imbalance in the supply system, the status quo, pointing out that this bias is the development of vocational education in the first due to a lack of resources. Then, the paper analyzes the current management system of vocational education in Jilin Province dislocation, lack of access system for vocational qualifications, policies, inefficient implementation of specific issues such as the text for this article pointed out the direction for further study.The fourth chapter of the thesis of Jilin Province implication the value of vocational education designed to clarify the regional economy, vocational education, and systems within the Alliance, to re-interpret the meantime the existence of mutual influence, mutual interdependence. Article points out that vocational education and regional economic development is a collaborative relationship between the complementary roles of vocational education in the regional economy in the various elements. Is the output of a large number of vocational education in general human capital and specialized human capital for the regional economy provides intellectual support to the upgrading of industrial structure, regional economy and sustainable development. The paper also present in China and the Western developed countries, a comparative analysis of vocational education, vocational education in developed countries that the West was doing well because it is precisely because they established a set of effective system of vocational education.The fifth chapter is a combination of paper regional economic characteristics of Jilin Province, Jilin Province, vocational education into the design system and security system. Thesis that: For the vocational education development, the need for all levels of government in Jilin Province, relevant departments and the community to give the necessary institutional“care”and effectively increase investment, diversify vocational education school situation; to encourage support for private vocational education; in On this basis, respectively, from the implementation of school vouchers in Jilin Province, vocational education, student, employment security in Jilin Province in areas such as vocational education, security system design.In the sixth chapter the administrative and supervising policies are designed for the vocational education. The former is designed from the five aspects: the rules and execution of the development of vocational education, industrial cooperation, the license of the profession, and the regulations in employing teachers and reconstruction of course system. The latter is designed from the three aspects: the foundation of council of vocational education, the founding of vocational education group and the evaluation of vocational education. The author points out that the regulations and policies are the most important for the development of vocational education to take the burden of supplying Human Capital for the development of regional economy for Jilin province.
