城市经济社会发展评价体系研究

【摘要】 本文基于科学发展观的内涵,利用主观评价和客观评价相结合的方法,建立城市经济社会发展评价模型。选取具有代表性的10个副省级城市2006年的统计数据,从经济发展、科技进步、人的全面发展以及社会生态发展等方面分别对10个副省级城市进行评价,提出各个城市在发展中存在的问题以及一些政策性建议。最后又根据科学发展观全面均衡发展的思想对10个副省级城市进行综合评价,得出各个城市的综合发展情况。本文共分为七章。第一章为绪论,主要阐述了科学发展观的内涵及国内外经济社会发展的研究现状。第二章主要阐述城市经济社会发展评价指标体系的建立、主客观赋权法和基于相对熵的组合赋权方法。第三章为经济发展评价,主要从经济发展的角度对样本城市进行评价。第四章为科技发展评价,主要从科技发展的角度对样本城市进行评价。第五章为人的全面发展评价,主要从人的全面发展的角度对样本城市进行评价。第六章为社会生态发展评价,主要从生态发展的角度对样本城市进行评价。第七章为综合评价,对样本城市各个方面的均衡发展进行评价并总结。本文的主要工作及特色:(1)通过指标的海选和筛选构建了适合于中国副省级城市的经济社会综合评价指标体系。综合考虑了经济、科技、人的全面发展以及社会生态之间的关系,解决了现有指标体系考虑因素单一的问题;通过将各指标数据进行标准化处理,得到可直接用于计算得出无量纲化的数据,有效的解决了在一个评价体系中正逆向指标的交叉影响。(2)综合4种赋权方法得出的主观和客观指标权重进行组合赋权,建立城市经济社会发展评价模型。一是改变了现有研究分配权重时无根据的平均分配,或是过分拉大主、客观权重的做法。二是采用相对熵来准确的度量各赋权结果之间的一致程度并进行权重集结,以贴近度度量各赋权结果的可信度,避免了现有度量和检验各赋权结果一致性方法只利用指标权重的排序信息,得到的一致性度量比较粗略的问题。从而使评价得分更为准确,评价结果更加科学合理。(3)运用城市经济社会发展评价模型,对中国10个副省级城市的截面数据进行实证分析,针对10个副省级城市在经济社会发展中存在的问题提出针对性的改进措施。结果表明,10个副省级城市中深圳、广州、南京的经济社会发展情况最好,青岛、沈阳、大连、济南处于中间,成都、西安和哈尔滨的经济社会发展较为落后。

【Abstract】 The thesis establishes the evaluation system of urban economic and social development applies the scientific concept of development in combining subjectivity and impersonality .It evaluates the ten side province standard citied in economic development, science progress human all-round development and ecological development based on their data in 2006. There is an empirical analysis for them and some suggestions are put forward. In the end, conclusion of the evaluation in general is accepted.The thesis includes seven chapters. Chapter one is introduction. Research status is stated in the development of economic society based on connotation of the scientific concept. Chapter two mainly elaborated evaluation indicators system of urban economic and social development, the objective and subjective weighting method, the combination weighting based on relative entropy method as well. The evaluation of economic development is stated and applied to the style cities in chapter three. In chapter four the evaluation of science development is stated and applied to the style cities. In the fifth and sixth chapters, the evaluation of human development and zoology development are stated and applied to the style cities in separate. A general evaluation and conclusion in chapter seven in the end.The main work and features:(1) Through the mass election and selection of indicators, construct the economic and social comprehensive evaluation index system that is adequate for sub-provincial cities in China’s, considering the relationship among economy, science and technology, the all-round development and the ecological, to solve the settlement of the existing index system about a single factor. Dimensionless data can be obtained directly by standardizing the various indicators and data. It solutes the cross influence of positive and reverse indexes in an evaluation system effectively.(2) Combine weight information from subjective and objective indicators given by 4 kinds of determining weights methods to establish evaluation model of urban economic and social development. It changes the approach which is unwarranted average allocation or excessive widening the subjective and objective weight in existing research. The using of relative entropy to accurately measure the consistent degree between the outcomes of weight determining method , aggregate weights, measure credibility of the results of weight determining method by closeness degree avoids the problem that existing measure and method testing the consistent degree of results which only apply index weight sorting information to obtain rather crude consistency measure. In this way, both the assessment of scores will be more accurate and the evaluation results will be more scientific and rational.(3) Through empirical analysis for the cross-sectional data of 10 sub-provincial cities in China according to the evaluation model of urban economic and social development, improvement measures are put forward for 10 sub-provincial cities according to problems in economic and social development .The results showed that in 10 sub-provincial cities, Shenzhen, Guangzhou and Nanjing are top in comprehensive ability. Qingdao, Shenyang, Dalian and Jinan are middle. Chengdu, Xi’an and Harbin are in the final.
