【摘要】 对北宋经略河湟区域民族政策的研究,是涉及到多学科的交叉性和综合性研究的尝试。政策与民族群体的结合,就产生了民族政策;传统社会与宗教和民族政策史的交融关系,也要求研究者须从社会学、宗教学、民族学、历史学等多个角度,探讨民族政策史的内涵和特征。因此,本课题研究必须要从多学科的视角,探讨北宋经略河湟区域的民族政策,并进而探讨北宋国家政策与河湟区域民族政策的关系。从北宋国家实施的河湟区域民族政策来看,是与当时宋、夏、辽及与吐蕃的关系发展与时俱进的,反映了北宋国家内部政治、经济、文化、军事等各方面政策的变化与河湟民族区域社会的变迁。正是由于当时这种关系与政策的递变,使北宋对河湟区域社会的民族政策内容,在不同的时期体现出不同的特点。本课题研究采用的视角和所搭建的框架,为研究北宋民族政策史提供了一个新的切入点,而研究所得出的结论也必将给后学者以多方面的启迪;其价值体现在为今天理解和处理族际关系,消除民族区域不安定因素,稳定、建设与开发民族区域社会,构建民族区域社会的和谐,提供一定的历史借鉴与经验。本课题研究主要由三大部分组成,绪论部分、正文部分、结语部分。绪论部分主要介绍选题思路及研究意义,国内外研究现状及评述,研究内容与研究方法,研究重点、难点和创新点等;正文部分共分六章,在这六章的研究中,将北宋国家政策与河湟区域民族政策结合起来,作为观察研究的双重对象;注重国家政策中的民族性,注重研究民族政策中的社会功能和效益,注重研究河湟区域民族政策与民族传统文化及民族心理结构的关系;关注河湟区域民族政策的规范性与国家政策的互动与互补,关注河湟区域民族政策秩序的公正与权威,关注河湟区域民族政策研究中的思想和人的因素等;而这些方面的探索,无疑会将北宋河湟民族政策史的研究,推向一个新的境界;结语部分是对正文部分的总结概括,尤其认为神宗之后的民族政策虽带有残酷的血腥民族压迫的性质,引发了诸如生命、经济、军事、文化、政治、生态资源等问题;但从客观上讲促进了河湟民族区域社会经济文化等的发展,促进了河湟蕃族由游牧向农耕主流社会融入的步伐;也就是说从此时起,北宋不再是排斥蕃族,而是积极地融纳蕃族,不再是“来则御之,去则勿追”或“置之度外,存而勿论”的漠不关心的态度,而是通过各种方式将其融合到一体化的中华民族中来,这可说是一种历史观的进步,民族观的进步。同时北宋在河湟区域制定和颁行了许多民族政策法规,由此而形成包括民族法的制定、执行、遵守和监督等在内的北宋国家“汉法”民族法律体系。其内容和实践对今天的河湟区域民族立法与实践都具有极大借鉴意义。更多还原

【Abstract】 On the Northern Song Dynasty’s Hehuang region, Natio-nal policy reseach is involved in mutidiscilinary and comprehensive study attempts.policy and the combination of ethnic groups arose the national policy;The mixe-d relations of traditional social and religious histo-ry and national policy,also requires that researchersexplore the meaning of the history of national policie-s and features from sociology,religious studies,ethno-logy,history and so many angles. Therefore, this rese-arch must be from the perspective of many disciplinesto explore national policy that the Northern Song Dynasty managed Hehuang region,and thus to explore the rel-ations between the Northern Song Dynasty’s national po-licies and Hehuang region’s national policies.From national policy of the Northern Song Dynasty to Hehuang region,it is with the Song, Xia, Liao andthe relationship between the development of Tibet w-ith the times, reflecting the Northern Song Dynasty country’s internal political, economic, cultural, m-ilitary and other policy changed and Hehuang ethnic-regional social changed. It is precisely because of this relationship at the time of the grading policy so that the ethnic policy content of the Northern So-ng Dynasty to Hehuang region society reflected diff-erent characteristics at different times.Used in this research perspective and the frameworkstructures provides a new entry point to study the h-istory of the Northern Song ethnic policy, and the conclusion of the Institute will also give after sch-olars to enlightenment of various aspects; its valu-e reflected in the for today to understand and dealwith ethnic relations and the eliminates unstable fa-ctors of ethnic region,steaies and constructs and d-evelops ethnic regional society harmony,which will provide history reference and experience.This research consists of two major components of introduction and body. Introduction part mainly intr-oduces train of thought and significance of researc-h topics,current research and review both at home a-nd abroad, research contents and research methods, research priorities、difficult and innovative points and so on; the body part is divided into seven chap-ters, seven chapters will combine the Northern Song Dynasty National policy with Hehuang regional ethni-c policy in this study as a double object of observ-ational study; emphasizing the nationalism of polic-y, and the research of national policy’s social fun-ction and efficiency and the relations between Hehu-ang region’s national policy and national tradition-al culture and national mental institutions;concern-ing about normative national policy and interactio-n and complementarity policy,and Hehuang regional n-ational policy order of justice and authority,and t-hought and the human factor and so on of Hehuang re-gional research concern Hehuang regional national p-olicy research;It is no doubt that exploration of these areas will push a new realm in the of the Northern Song ethnic policy history.更多还原
