我国区域经济合作发展中的政府行为研究

【摘要】 政府在区域经济发展中的作用问题,一直是经济学关注的焦点之一,是区域经济管理的热点问题,对于我国来说,更是一个重大的理论与实践问题。在经济体制转型、产业结构调整以及外资大规模进入等因素带动下,我国区域经济合作发展对政府行为提出了新的更高的要求。在一体化的进程中政府是否可以介入,如何介入,如何协调政府与市场、企业的关系,已经成为我国区域经济合作发展中面临的突出问题,需要我们从理论和实践双重视角做出分析和论证。本文主要研究区域经济合作及其政府行为问题。区域经济合作主要是以市场机制为契机,以区域利益为驱动,建立在优势互补、互利互惠基础上的一种合作方式,其行为主体是参与或者组织各种生产要素在区际间进行有效流通及重新配置的各个市场参与者,既包括自然人、法人、各种社会团体和协会,也包括各级地方政府;广义上的政府与国家同义,即包括全部立法、司法和行政机构,其行为主体是中央政府和地方政府。本文把区域经济合作中的政府行为研究置于经济全球化、全球经济一体化宏观进程中,在我国市场经济体制渐臻完善、加快推进行政管理体制改革、经济结构优化升级,区域间产业集群发展以及全面提高对外开放水平的新形势下,在我国区域经济合作的新发展对政府行为提出新要求的背景下把握政府行为,梳理了具有中国特色的区域经济合作理论,提出了我国区域经济合作发展的政府行为目标模式,阐述了政府区域合作三阶段理论,进一步丰富和发展了区域经济合作与政府行为理论,具有一定的理论意义和学术价值;针对如何协调政府与市场、企业的关系,结合重点区域,对区域合作发展中的政府行为进行了实证分析,指出了我国政府行为在区域经济合作中存在的诸多问题,提出了适应区域经济合作发展的政府行为改革路径,对于深化区域经济管理体制改革,建构中国特色的适应区域经济合作发展的政府行为新模式具有重要的现实意义。从研究现状来看,西方对区域经济合作发展及其政府行为的研究已确立比较成熟的研究方法和规范的理论架构,并可用来验证和指导区域公共管理实践。国内对区域经济合作发展中政府行为的研究起步较晚,基础研究还比较薄弱。对这一问题的研究,多数学者都是基于经济学的思路和方法,研究成果往往侧重政策性的分析,而且集中在某一方面、某一具体问题的探讨上,而对区域经济合作中的政府行为及其目标模式进行全面研究的并不多。本文从区域行政和公共管理的研究视角切入,创新提出了具有中国特色的区域经济合作理论、适应区域经济合作发展的政府行为目标模式和路径选择,以期在前人理论成果的基础上有所拓展和提高。研究区域经济合作发展中的政府行为问题,对相关理论进行溯源,为后面的研究提供理论依据非常必要。笔者首先将区域经济合作理论学说划分为古典主义、国家干预主义和新区域主义三种类型。认为古典主义的区域合作理论是以市场机制为核心的市场自发调节理论,否认了政府对区域经济合作的影响;国家干预主义理论重视政府在区域经济中的推动作用,政府应该成为区域经济合作的一种主导力量;新区域主义理论主张通过政府制定区域发展战略、区域经济政策、来引导区域内资源的流动,是市场万能思想和国家干预主义相结合的产物;中国特色的区域经济合作理论发展到今天,更加注重强调政府在区域合作中的宏观指导作用,是市场和政府的有机整合。政府行为的演变有一个渐进的历史进程,在我国的区域经济合作中,政府行为的演变经历了三个阶段。一是改革开放前,这一阶段的主要特征是政府垄断主导下的区域经济合作,地区经济与国民经济缺乏活力;二是改革开放至90年代初,这一阶段的主要特征是政府竞争主导下的区域经济合作,省级和地市政府同时对国家推进区域合作的政策作出了积极的响应;三是90年代以来,这一阶段的主要特征是政府宏观指导下的区域经济合作,政府对区域经济的合作与发展提供了较好的外部环境,确保平等竞争和法制化。在推动区域经济合作顺利发展方面,中外有许多典型的政府行为案例,给了我们很多启示。通过对中外区域经济合作中政府行为的考察和分析,带给了我们几点启示:一是充分发挥政府在区域经济合作中的指导作用;二是政府应充分发挥市场对资源配置的基础性作用;三是政府应积极推动建立区域统一市场;四是政府应在区域合作中充分发挥公共服务职能。我国市场化改革和经济制度变迁始终是在政府的积极推动下进行的,政府在推动区域合作发展方面起到了不可替代的作用,但在分权化的制度安排下,政府在区域经济合作中的市场功能过强,产生了政府失效行为,不适应新时期区域经济合作发展的要求,从而对区域经济合作造成了一些负面影响,突出表现在:地方政府各自为战,低水平重复建设现象严重;地方保护主义盛行,统一市场分割严重;区域之间缺乏合作,产业趋同现象严重;政府间恶性竞争,区域公共服务缺失;政府主导区域合作,缺乏有效协调机制。存在问题的根本原因在于地方政府在本位主义的影响下,为谋求自身利益最大化而采取的“理性”行为造成了整体的“不理性”。随着区域经济合作的规模扩大化、经济主体的多元化以及经济主体间联系的广泛化,我国政府行为面临着区域经济合作发展的新形势,内在地要求建立适应区域经济合作发展的政府行为目标模式:即在区域经济合作发展的新阶段,政府主导型区域经济合作缺乏活力,企业主导型区域经济合作逐步兴起之后,各级政府进一步转变职能,大力提高对区域经济合作的管理和服务力度,进而实现区域经济一体化的一种模式。主要内容包括政府体系、市场体系、企业体系、公共服务体系、监管责任体系、法律法规体系;主要特征是政府推动、市场导向、企业主导。深入贯彻落实科学发展观,以科学发展观的精神指导区域经济合作科学发展显得尤为重要。在区域经济合作发展的实践中,要改变那些不适应、不符合科学发展发展观的思想和做法,加快推进政府职能转变,建立符合市场机制和全球经济一体化要求的“行为规范、运转协调、公开透明、廉洁高效、促进开放型经济发展”的现代行政管理体制,把加强区域经济合作作为促进经济增长的重要方式,促使我国区域经济发展将向着转移、合作、融合、一体化的大方向前进。一是建立有限型政府,提升区域经济合作中政府的宏观调控能力;二是建立服务型政府,强化区域经济合作中政府行为的服务效能;三是建立开放型政府,提高区域经济合作中政府行为的公开透明;四是建立责任型政府,控制区域经济合作中政府行为的有效运行;五是建立法治型政府,增强区域经济合作中政府的依法行政水平十七大关于推动区域协调发展,引导生产要素跨区域合理流动的论述意味着中国区域合作的导向变化,而《关于深化行政管理体制改革的意见》则进一步明确了政府在区域合作发展中的职能作用。未来,我国区域经济合作发展及与之相适应的政府行为会出现以下趋向:一是区域经济一体化不断加快,大城市圈将成为区域经济合作发展的主导力量;二是区域合作从政府主导转变为企业主导,大企业在跨区域合作中的作用更加突出。三是区域政府行为方式加快转变,对区域经济合作发展的服务功能加强;四是政府公共管理能力逐步增强,区域经济合作水平进一步提升;五是加强和改善宏观调控,以科学发展观指导区域经济合作发展。

【Abstract】 The role of government in regional economy is the focus of economics, and also the hotspot of economical management, which is an important theoretical and practical problem for our country. The question is that if governments can intervene the cooperative development of regional economy, how to intervene and how to harmonize the connection among governments, market and enterprises. We should analyze the problems in the cooperative development of regional economy from the theory and practice.The thesis studies the cooperative development of regional economy and governmental actions. Cooperative development of regional economy is a cooperative fashion which is based on the market and takes regional interest as drive. The main body of cooperative development of regional economy is every market participators which include natural person, juridical person, every social group, associations and regional governments. In the broad sense, the government includes all institutions of legislation, judicature and administration.Along with market system perfection, economic configuration optimization, industrial aggregation, the improvement of reform and opening-up, the new development of cooperative development of regional economy put forwards new request to governmental actions. At the course of globalization of economy, I put forwards aim pattern of governmental actions and expatiates three phase theory. At the same time the thesis points out the problems of governmental actions and put forwards the reformational routes, so the thesis has important theoretical and practical significance.From the study actuality, the west countries have established mature study means and normative theory frame in this aspect. The basal study about governmental actions in the cooperative development of regional economy is very feeble. Many studies focus on certain aspect, certain problem, which is short of the all-around study about the aim pattern of governmental actions. From the angle of regional administration, the thesis put forwards cooperative theory of Chinese feature, aim mode and reformational routes.Studying the cooperative development of regional economy, I think it’s important to retrospect to the theory of cooperative economy. At first I analyze classicalism, nation intervention and new regional ism. I deem that classicalism denies the role of government; nation intervention attaches importance to the role of government; new regional ism claims that governments should lead the flow of regional resource by instituting regional developing stratagem and regional economical policy. At last expatiate cooperative theory of Chinese feature which provides theory base.Evolvement of the governmental actions is a gradual course. In the cooperative development of regional economy, the governmental actions of our countries come through three phase. The first phase is reform and opening ago in which governments monopolize the cooperative development of regional economy. The second phase is from reform and opening to 1990 in which governments dominate the cooperative development of regional economy, and regional governments behave active response. The third phase is from 1990 to now in which governments instruct the cooperative development of regional economy, and governments provide benign exterior environment in order to ensure fair compete.The successful cases of cooperative development of regional economy in the west country and our country give us some illuminations. Firstly, governments should play an important role in the regional economy. Secondly, governments should let the market bring into play a basal effect in the aspect of configuring resources. Thirdly, governments should establish regional united markets. Fourthly, governments should bring into play function of public services.At the guidance of governments market reform and economic system variance go ahead favorably. Because governments intervene the cooperative development of regional economy badly, engender negative influence. The negative influences behave that regional protectionism, united markets division, cooperative economy lack, public service lack and so on. The radical reason is that government’s rational actions for selfish interest result in erroneous rations.Along with magnification of cooperative economy, pluralism of economic participators, osculation of connection between participators, our governmental actions are confronted with new position which requests our government should establish aim mode. The aim mode includes governmental , marketable, enterprise, supervision , law, public services system which is the essential measure reinforcing contact with each other, achieving spacial integration, complementing one another and achieving the integration of regional economy after cooperative development of regional economy dominated by government is short of energy ,while the one dominated by enterprise is developing step by step.In order to find a route to harmonize the relations among government, market and enterprise and come into being new situation of cooperative development of regional economy, governments should transfer work center into economy constructions, transit governmental function, strengthen regional public services and establish modern administrative management system. Firstly, establish limited government in order to improve macroscopical ability. Secondly, establish ministrant government in order to improve service ability. Thirdly, establish opening government in order to improve clarity of governmental actions. Fourthly, establish duty government in order to control function of governmental actions. Fifthly , establish juristic government in order to administrate according to law.The seventeenth national congress of the communist party of china put forwards "impelling cooperative development of regional economy and facilitating inter-provincial flowage of requisites of production", which are particular manifesto and attention when cooperative development of regional economy come into new phase. In the future, cooperative development of regional economy and governmental actions will appear directions as follows. Firstly, cooperative development of regional will accelerate. Secondly, cooperative development of regional economy dominated by government will become into be dominated by enterprises. Thirdly, regional government will strengthen public services in cooperative economy. Fourthly, governments will strengthen public management ability, so the level of cooperative development of regional economy will boost at the same time.
