【摘要】 党的十一届三中全会以后,随着改革的启动和发展,中国社会进入了一个全面转型期。转型期突出的特点之一就是容易产生不稳定,出现大量无序政治参与。因此,扩大公民有序政治参与成为中国社会关注的重大课题。“扩大公民有序政治参与”是坚持和完善社会主义民主制度的有效途径,对构建社会主义和谐社会具有重要意义。本文在回顾和简要评析我国当代政治参与实践的基础上,探讨了在社会转型期背景下,实现扩大公民有序政治参与的理论思考和策略阐述。界定了政治参与、有序政治参与、扩大公民有序政治参与的全新概念,探讨了扩大公民有序政治参与的意义和价值,认真分析了社会转型期的特点及对扩大公民有序政治参与的影响,并从政治参与的生态视角提出了对政治参与进行分析的思路和框架,认为扩大公民有序政治参与的实现是社会环境因素、主体因素和客体因素三者的统一。在此基础上,对转型期的政治参与状况进行分析,探讨了如何实现扩大公民有序政治参与。从社会环境因素看,经济发展为扩大公民有序政治参与奠定物质基础;构建参与型文化是扩大公民有序政治参与的政治文化条件;选举制度改革是扩大公民有序政治参与的重要政治条件。从主体因素看,政治参与者心理动机、社会特征和政治特征等方面都对扩大公民有序政治参与产生重大影响,政治参与者心理动机主要从主动型和被动型、理想信念型和利益分配型、服从型和强制型的分类中,探讨转型期政治参与者心理动机特点及扩大公民有序政治参与的条件;政治参与者社会特征主要分析了转型期经济地位差别、城乡差别、文化差异及对扩大公民有序政治参与的影响;政治参与者政治特征分析了转型期不同阶层的地位变化,提出通过扩大弱势群体的政治参与,促进扩大公民有序政治参与的实现。从客体因素看,分析了人民代表大会制度、共产党领导的多党合作和政治协商制度、信访制度和大众传播媒体的结构及政治参与功能,论证了如何从制度完善到实现扩大公民有序政治参与。更多还原

【Abstract】 After the Third Plenary Session of the Eleventh Party Central Committee, the Chinese society entered a comprehensive transition period along with the reform’s start and development. One of the prominent characteristics in transition period is that it is likely to be unstable, arising the massive disorderly participation in political affairs. Therefore, expanding citizens’political participation in political affairs in an orderly way has become a major concern of the Chinese society.“Expanding citizens’participation in political affairs in an orderly way”is an effective way to uphold and improve the socialist democracy system. It is great significance of constructing the socialism harmonious society.Based on reviewing and evaluating the current practice of China’s participation in political affairs, the dissertation probes into the theoretical thinking and strategy of realizing expanding citizens’participation in political affairs in an orderly way in the social transition period.From participation in political affairs to participation in political affairs in an orderly way, it gives a new concept of expanding citizens’participation in political affairs in an orderly way, discusses its significance and value, analyzes the characteristics of social transition period and the influence on expanding citizens’participation in political affairs in an orderly way. It proposes the train of thought and framework of orderly participation from the ecological viewpoint. It holds that realizing expanding citizens’participation in political affairs in an orderly way is the unification of environmental factor, the main body factor and the object factor. Based on this, it analyzes the situation of participation in political affairs in the social transition period, and discusses how to realize expanding citizens’participation in political affairs in an orderly way.Looking from the environmental factor, the economic development lays the material foundation of expanding citizens’participation in political affairs in an orderly way; Constructing participation-based culture is the political and cultural condition of expanding citizens’participation in political affairs in an orderly way; The electoral system reform is the important political environment of expanding citizens’participation in political affairs in an orderly way. Looking from the main body factor, the political participants’psychological motives, social characteristics and political characteristics have the major impact on expanding citizens’participation in political affairs in an orderly way. As for the political participants’psychological motives, it mainly studies its classification from initiative type and passive type, the ideal faith and the benefit assignment, obedience and compulsion. As for the political participants’social characteristics, it mainly analyzes the influences of the economic status differences, the differences between town and country, the cultural differences on expanding citizens’participation in political affairs in an orderly way in the transition period; As for the political characteristics, it analyzes different social stratum status change in the transition period, and proposes that we should promote to realize expanding citizens’participation in political affairs in an orderly way through expanding the disadvantaged groups’ participation in political affairs. Looking from the object factor, it analyzes the system of people’s congress, the system of multiparty cooperation and political consultation, the letter-and-visit system, the mass media structure and its political participation function under the leadership of the Communist Party of China.
