区域物流发展要素中的物流基础、经济基础协调发展研究

【摘要】 近年来,区域物流的发展越来越成为各地政府部门竞相发展的热点。区域物流对于各地优化产业结构,改善投资环境,提高区域整体竞争力等方面起的作用也越来越大。但由于人们对区域物流发展规律性的认识不足,致使区域物流在发展中出现了很多问题。本文以我国东部31个地市级行政地区作为研究对象,遵循系统科学的研究原则,从影响区域物流发展的要素入手,分析了影响区域物流发展的物流基础与经济基础的内在关系与作用机理,建立协调发展评价模型对我国东部31个地市级行政地区的物流基础与经济基础的协调发展进行了评价,并进一步研究了它们的协调发展优化与调控问题。首先,本文阐述了区域物流的相关概念,界定了本文研究的区域物流范畴,并对区域物流发展所依托的相关理论作了综合分析。其次,结合本文研究思路,界定了作为影响区域物流发展的要素的物流基础与经济基础,并对此进行了说明。在此基础上,利用东部地区相关指标数据分析了的物流基础与经济基础的相互关系问题,并对物流基础与经济基础的相互作用机理作了定性与定量的研究。再次,运用全局主成分分析方法对东部31个地区的物流基础、经济基础与区域物流的动态发展过程作了分组别的描述。通过分析看出,一个区域的区域物流的发展过程就是该区域物流基础与经济基础协调发展的过程;运用数据包络分析(DEA)对东部31个地区的区域物流发展效率进行了研究。从DEA分析看,大地区的总体效率要优于中小地区的总体效率,总体上看,1995年至2006年这12年间,我国东部地区每一组别区域物流发展的总体效率的高低与该组别各地区GDP的发展有着很好的一致性。以上两种方法的分析说明了一个地区的区域物流有序健康的发展是物流基础与经济基础协调发展的结果。接下来,运用统计学知识,对物流基础与经济基础的协调发展评价进行研究,主要包括物流基础与经济基础协调发展评价指标体系的构建,物流基础与经济基础的协调发展评价模型的建立,并对东部31个地区的物流基础与经济基础的协调发展进行了定量评价与分析。在前文分析的基础上,构建了基于非线性规划方法的物流基础与经济基础协调发展优化模型,并提出了调控路径。最后,利用本文知识对徐州市物流基础与经济基础协调发展进行了研究,并提出了具体的政策建议。

【Abstract】 In recent years, regional logistics development has increasingly become a hot spot of development by government departments. Throughout the regional logistics for the optimization of the industrial structure, improving the investment environment, improving the overall competitiveness of the region play a role is also growing. But because of the development of regional logistics inadequate understanding of the law, in particular the development of regional logistics insufficient understanding of the systemic, resulting in the development of regional logistics has emerged in a lot of problems. In this paper studies 31 cities in the East of China, Guided by the principle of system science research, analysize inherent relationship and the mechanism between logistics base and economic base which influenced regional logistics development. On this basis establish the evaluated index system which used to evaluate the 31 cities on logistics base, economic base coordination, and further studied opimization and control to their coorndinated development.Firstly, this paper expatiates the relevante regional logistics concept, defines the scope of the regional, analysize relevant theory of logistics base development.Secondly, this paper defines regional internal elements of regional elements. On this basis, uses the relevant indicators to analysize the mutual relation and quantitative researches interaction mechanism between logistics base and economic base.Thirdly, uses the Generalized Principal Component method to analyse economic base, logistics base and regional logistics base dynamic development of the eastern 31 regions.in three groups we can see that the process of regional logistics development also is the process of logistics base, economic base coordiation. Use of Data Envelopment Analysis (DEA) to study the efficiency of regional logistcis development in 31 cities, we can see the overall efficiency of large and medium-sized cities is superior to the overall efficiency of small and medium-sized cities, and the effciency degree of regional logistics accordinate with the GDP in the every group. From above we know regional logitics can develop soundly is the result of logistics base, economic base coordination development.Next use statistics method to study on evaluation of logistics base, economic base coordination, establish evaluation index system and model which used to evaluate the 31 cities on logistics base, economic base coordination.On the basis establish opimization model use the method of Nonlinear Programming, and propose the control path.Finally, this paper empirical research XuZhou.and put forward some concrete policy suggestions.
