【摘要】 我国高速公路的快速发展,奠定了其在经济增长与社会发展中日益重要的地位。但与此不相适应的却是高速公路发展过程中的前后向支撑理论体系的薄弱与滞后。高速公路资产管理体制与价值管理是高速公路管理的重要内容,是高速公路后向支撑理论体系的重要组成部分。就高速公路资产管理体制与价值管理进行系统研究,对确保高速公路发展的经济合理性,保证国家投资的高效化,支撑国民经济的协调发展等均具有重大的现实意义。论文以我国高速公路资产管理体制与价值管理为研究核心,力图建立起适应于我国高速公路发展的资产管理体制与价值管理体系。在研究思路与方法上,采用定性定量分析结合、宏观分析与微观分析并举、比较分析与个案研究互补、规范研究与实证研究相容的方法。在梳理国内外同类研究与进展的基础上,以高速公路的属性分析为切入点,分析了高速公路的资产管理特性;在借鉴国内外高速公路资产管理体制成功经验的基础上,详细研究了我国高速公路资产管理体制的改进问题,分别从改革原则、改革目标、改革路径与模式设计等方面进行了系统的论述。以高速公路价值的顺利实现为目标,开发高速公路价值管理工具,引入效用理论,构建高速公路价值管理指标体系,并运用现代经济学理论对高速公路的投入产出进行了定量分析;最后对高速公路价值实现形式及各方利益的兼容问题进行了深入研究,以期达成高速公路资产管理的科学化与价值的最大化。更多还原

【Abstract】 Along with fast development of our country expressway construction, the status of expressway in the social development and the national economy increase is more and more important. On the other hand, corresponding with our country expressway construction, the forward and backward support theory system of expressway construction need urgently to consummate and develop. The expressway property administration system and value management is one part of expressway construction feasibility study, and it is the important constituent of the forward and backward support theory system of expressway. Carrying on system research to expressway property administration system and value management has significant meaning, regarding to enhance the scientificalness during project economics-proving, and to guarantees rationality and highly effectively of the state investment, and to insure the harmonious development of the national economy and so on.This paper takes expressway property administration system and value management of the study, in an effort to build a highway asset management system and value system to the development of China’s expressway. In research ideas and methods, the quantitative analysis, macroeconomic analysis and microscopic analysis of the combination of comparative analysis is combinly used .Carding on the basis of the research progress of home and abroad,this paper analysis of highway asset management, and then proceed to draw successful experience of domestic and foreign institutional expressway asset management. From the principles of the reform, reform path and model, this paper takes a detailed study of improving China’s highway asset management system. In order to the smooth realization of the objective value, this paper developes the management tools, and introduces the utility theory, and introduce the modem economic theory on the highway quantitative input-output analysis. In the final, the paper takes the study on the value realization, so as to make helps to the highway asset management and the smooth realization of expressway value.更多还原
