基于我国采矿及安全防护技术变革的安全观的形成与发展研究

【摘要】 我国目前正处于工业化加速发展的阶段,该时期属于安全事故的易发期。现阶段我国的安全生产形势,突出地表现为总体稳定,趋于好转,但形势依然严峻,事故总量仍然偏大,一些行业领域事故多发、频发的现状尚未从根本上得到扭转,特别是矿山安全生产形势相当严峻。因此,深入研究我国采矿及安全防护技术的发展变革,总结安全思想与安全理念的产生与发展,分析安全观的历史演进,挖掘古代安全观对现代安全观的启示意义,促进现代安全观的发展,进而指导当前我国矿业安全生产及经济社会的发展,具有十分重要的意义。安全是人类最重要、最基本的需求,与人的生存密切相关,是人民生命与健康和国家财产的基本保障。当代,安全已成为生产过程、经济运行的前提条件。安全生产既是经济发展、社会稳定的基本保障,又是社会文明和进步的重要标志。安全观是对安全作用、地位、价值等总的看法和观点,是对安全问题的理性化认识,是世界观的一个重要组成部分。正确的安全观是安全认识论的基础,是安全方法的指导理论。树立正确的安全观对提高安全生产水平,保护从业人员的安全与健康,加速现代工业的发展,甚至是建立和完善我国社会主义市场经济,都具有重要的指导作用。本文将安全观的研究置于历史的宏观背景下,在系统总结我国采矿及安全防护技术变革的基础上,研究安全观的形成与发展以及对当前安全生产及经济社会发展的启示等问题。现实是理论研究的基础,是理论研究的出发点和落脚点,因此本文首先对我国矿山安全生产的现状与形势作了分析,得出人的安全观念与意识是事故频发的首要因素的结论。事故高发及难以遏制的趋势,不单源于科技和管理水平,更在于人的安全观念与安全意识薄弱。矿业开发是人类最古老的生产劳动领域之一。我国古代矿山开采技术与安全防护技术曾一直处于世界领先水平,代表了我国古代安全生产技术的最高水平,因此,本文全面、系统总结了我国古代采矿及安全防护技术的发展过程,并在此基础上探讨了古人对安全问题的认识发展过程。安全观是随着安全的发展而发展的。随着人类对安全认识的逐步深化,安全观经历了漫长的演变过程。本文对安全的发展过程与安全观的演变过程进行了论述,并总结了各个发展阶段的特征,在此基瓷?讨论了安全观的形成与发展,并从哲学层面论述了安全观与世界观、人生观的关系。随着社会的发展和时代的进步,安全问题涉及的时空范围不断扩展,人们对安全的认识也发生了巨大的变化,因此,本文对一些具有当今时代特征的新型安全观进行了讨论,并按照理论指导实践的原则,对安全观的现实意义与指导作用进行了应用研究,讨论了安全观对矿山安全以及当代经济社会发展的启示。希望通过本文的研究,能够在理论上补充和完善安全科学理论体系,夯实指导矿山安全工作的理论基础,并为安全史学理论的后续研究提供一个良好的开端,搭建一个理论平台。

【Abstract】 Our country is now in the stage of accelerated development of industrialization, which is a prone period of safety accidents. At this stage, the safety situation of our country’s production prominently shows that the overall performance is stable and tends to improve, but the situation is still grim and the total accident is still high. The current serious situation in some industrial areas has not yet been fundamentally reversed; especially the mine work safety situation is quite grim. Therefore, it is greatly significant to lucubrate China’s mining and the development of safety technology change, sum up the generation and development of safety idea and safety concepts, and analyze the history evolution of safety concept, excavate the enlightenment of the ancient safety concept, promote the development of modern safety concept, and guide China’s mining work and economic and social development.Safety is the most important and most basic needs of human, and is closely related to the survival of people. At the same time, safety is also the basic protection of people’s life and health and the state’s property. At present, safety has become a prerequisite for the production process and economic operation. In short, safety is not only the basic guarantee of the economic development and social stability, but also the important indicator of the progress and civilization of society.The safety concept is the total view and opinion to the role, status and value of safety. It is the rational understanding to safety issues and an important part of the world view. The right safety concept is the basic of safety epistemology and the guiding theory of safety methodology. Establishing a correct outlook on the safety has important strategic significance and guidance role to improve the safety production levels, protect employee’s safety and health in production and operation activities, accelerate the development of modern industry, and even set up and perfect the socialist market economy.In this paper, the safety concept was placed in the macro-historical context. The formation and development of the safety concept as well as the current safety concept issues were researched based on changes in mining safety technology of our country.The reality is the foundation of theoretical research, and is also the starting point and purpose of theoretical research. So, firstly, the status and situation of mine safety production in our country were analyzed in this paper. It is indicates that people’s sense and concept of safety is the primary factor of frequent accidents. The trend of frequent accidents and difficult to curb, is not only from technology and management level, but also from human’s weak safety concepts and awareness.Mineral development is one of the oldest areas which human beings engaged in productive labor. China’s ancient mining technology and the level of safety protection technology has been a leader in the world, on behalf of the overall safety level of the production technology of ancient China. So, the development process of mining safety technology in ancient China was comprehensively and systematically summed up in this paper, and based on this, the development process of ancient’s understanding of safety was discussed.Safety concept advances with the development of safety. As human’s safety knowledge deepens gradually, the safety concept also has gone through a long process of evolution. In this paper, the development process of safety and the evolution process of safety concept were discussed and the characteristic of each stage was analyzed. On this basis, the formation and development of safety concept is discussed, at the same time, the relationship of safety concept with the world view and philosophy was discussed from a philosophical perspective.With the development of society and the progress of time, the spatial and temporal scales that safety issues involved in expands gradually and the understanding about safety issues also changes greatly. Therefore, some new safety concepts that have characteristics of today’s time are discussed in this paper. In accordance with the principle that theory guides practice, the practical significance and guidance function of safety concepts are carried on an applied research. Finally, the revelatory meaning of safety concepts to mine safety, as well as contemporary economic and social development is concretely discussed.Through the research, the author hopes reinforce and improve the system of safety science in theory, lay a solid theoretical foundation to mining safety work, and provide a good starting point for the follow-up study of safety historiography theory and build a theoretical platform.
