基于智力资源共享的企业学习系统研究

【摘要】 近半个世纪来,智力资源成为世界经济增长和社会发展的决定性因素。在未来的竞争中,智力资源将继续保持重要地位,成为提高国家生产力发展和竞争力的决定因素。作为国民经济的细胞,企业应当如何在知识经济中成为主角,就是一个至关重要的问题。对于企业来说,要在日益激烈、残酷的竞争中存活并且发展,根本出路就在于学习。企业拥有了学习的条件、氛围与能力,才能有效应对市场环境的急剧变化。因此,如何促进智力资源共享进而优化企业学习系统,就成为企业保持持续竞争优势的关键。本文的主要研究及创新工作如下:首先,构建了基于智力资源共享的企业学习系统框架。在企业学习系统中,智力资源以个体与团队两种形式存在;系统的外部环境包括企业与社会的基本关系、企业与竞争对手的关系、企业的直接社会环境三部分;在分析企业学习系统学习运行模式的基础上,研究了企业内部学习策略和企业对外学习策略,并运用博弈模型剖析了企业对外学习策略。其次,通过智力资源共享的组织结构、组织过程、组织学习和组织文化管理四个方面来研究智力资源共享的组织机制。组织机制的研究,是利用组织设计、工作设计和组织氛围营造等具体手段,实现跨时空的智力资源相互的交流与激发。围绕研究环境和基础环境对企业学习系统智力资源的组织环境进行了研究。第三,对企业智力资源激励与约束的内涵、流程、模型进行了研究,提出了在智力资源共享过程中实施激励与约束机制的原则和措施。由于企业学习系统中智力资源是多层次的,因而激励与约束机制也是多层次、多类型的。第四,基于智力资源共享的企业学习系统是一个涉及到各类因素相互作用的复杂系统,在分析影响企业学习因素的基础上,探讨了在企业学习主体相互作用、企业学习主体与环境相互作用的过程当中企业智力涌现的过程和机理,在此基础上研究了企业学习系统的进化机理,构建了企业学习系统的进化模型。最后,借用霍尔三维结构方法论模型构建了包括指标体系、方法体系和流程体系的企业学习系统三维柔性评估框架体系,可以为不同类型的企业提供具有借鉴性的评估方案,实现有针对性的柔性评估。

【Abstract】 For the past half century, the intelligent resource has become the decisive factor for the world’s economy increase and the social development, and it will maintain its current status in the further competition, becoming the dominant factor in improving the development of National production and competition. As the cell of the national economy, how should the enterprise take the leading role in the knowledge of the economy appear to be crucial question. As far as an enterprise is concerned, the key is to learn, so that it can survive and develop in the intense and cruel competition. Only when the enterprise possesses the condition, the atmosphere and the ability to learn, can it deal with the rapidly changing market environment effectively. Therefore, how to improve the sharing of the intelligent resource to optimize the enterprise learning system is the key to the maintenance of the sustained competition advantage.The main research and innovation are as follows:First of all, it has built a framework of the enterprise learning system based on the shared intelligence resource. Within the system, the intelligence resource has twoforms--the individual intelligence resource and the group intelligence resource; theexternal environment includes the basic relationship of the society and the enterprise, the relationship of the enterprise and its competitors, and the direct social environment of the enterprise. It has analyzed the operation model of the enterprise learning system and on this basis, studied the internal and external learning strategies of the enterprise, with the external ones through the model of the Game Theory.Secondly, this paper has researched the organization mechanism of the intelligenceresource sharing through four aspects -- the organization structure, organizationprocesses, organization learning and organization culture management. Research of organization mechanism is to use some specific means as organization designing, work designing and organizational atmosphere creating to achieve cross-time mutual exchange and motivation of the intellectual resources. Based on environment and environment-based research, it has studied the organization environment of the enterprise intelligence resource.Thirdly, it has studied the content, the process and the model of the incentive and disciplinary mechanism of the enterprise intelligence resource and put forward the principles and measures which put the incentive and disciplinary mechanism into effect in the enterprise intelligence resource sharing process. As the intelligence resource in the enterprise learning system is multi-level, the incentive and restrictive mechanism is also multi-level and multi-type.Fourthly, the enterprise learning system based on intelligence resource sharing is a complex system involving the interaction of various factors. Based on the analyses of the influence factors about enterprise learning, it has studied the interaction among the enterprise learning subjects, the process and mechanism of the interaction of the enterprise learning subjects and its environment. Then it has studied the evolution mechanism and builds the model of the enterprise learning system.At last, it has built a three-dimensional flexible assessment framework of the enterprise learning system with Hall three-dimensional structure model, providing reference assessment plan for all kinds of enterprise and achieving the direction flexibleassessment.
