【摘要】 中国廉政制度评价体系研究是推进中国廉政建设的重要课题，中国廉政制度评价体系在廉政建设中具有“把关”、“监控”和“反思”等重要作用，对于廉政建设全面推进来说必不可少。当前中国廉政制度评价体系的发展不能满足中国当前廉政建设的需要，这一廉政建设需要与廉政制度评价体系发展之间的不满足体现在：一方面，传统的廉政制度评价体系已经不能满足现实的中国廉政建设不断发展需要，改革与发展中国廉政建设评价体系已经刻不容缓；另一方面，传统的廉政制度评价体系理论研究已经不能满足实践的中国廉政制度评价体系发展的需求，为此创新与突破中国廉政制度评价体系研究已经提上日程。本论文中国廉政制度评价体系研究，考察了中国廉政制度评价体系的历史演变、其他国家或地区的廉政制度评价体系的发展资源，并在此基础上结合实际分析当前中国廉政制度评价体系的有效性，探索中国廉政制度评价体系的发展与完善。其理论意义在于：首先，有助于丰富廉政制度评价体系理论研究的内容，推进廉政制度评价体系理论研究的深度；其次，运用多学科的理论开展研究，拓展了廉政建设理论的研究视角与方法，发展了廉政制度建设理论；最后，本研究推进了对党的十七大关于反腐倡廉建设的认识，有助于促进党建理论的发展。本研究的实践意义在于：首先，廉政制度评价体系发展将推进中国廉政建设进程，在提升廉政制度评价体系实效性的基础上，提高中国廉政制度建设的整体水平；其次，廉政制度评价体系发展将提高党建工作和政府相关工作的水平；再次，廉政制度评价体系发展有利于党内和谐建设，推动我党廉洁教育工作的深入发展；最后，廉政制度评价体系发展将提升中国的国际形象，增强综合国力。中国廉政制度评价体系研究，分七个部分：绪论部分，对廉政制度评价体系的选题原因和意义加以分析，说明本研究的内容、方法、创新点和不足。坚持马克思主义立场、观点与方法，运用文献研究、历史和逻辑统一、比较研究、数据分析和系统研究法，从多学科研究中国廉政制度评价体系。第一章，廉政制度评价体系述要，围绕廉政制度评价体系概念加以基本含义、价值、功能等方而分析。廉政制度评价体系，是指包括对廉政制度中的行政人员和政府而进行的评定，和对廉政制度整体进行的宏观评价的综合，是旨在对廉政制度进行的伦理评析、有效性评定、满意度评断和合理性评判，而建立的结合定量分析与定性分析、回顾分析与现状分析为一体的廉政制度反馈、调节、预测体系，是以跨哲学、政治学、伦理学、行政管理学和社会学为主而形成的综合系统。结合马克思主义理论与廉政建设发展的实际需要，明确廉政制度评价体系的内涵与构成，指出廉政制度评价体系工具价值与目的价值的统一。第二章，中国廉政制度评价体系的历史考察，主要是对中国廉政制度评价体系的历史发展加以研究。运用马克思主义唯物史观，将中国历史上的廉政制度评价体系分为中国封建政权时期和革命战争时期廉政制度评价体系并加以其特色内容的研究。革命战争时期我党廉政制度评价工作一般称为审查，通过对党员干部实行严格的审查制度，开展战争年代的廉政制度评价体系工作，这段时期的廉政制度评价体系建设保障了我党在革命战争年代党组织的稳定，为抗日战争和解放战争的最后胜利提供了保障力量。第三章，廉政制度评价体系的国际比较，在比较研究的基础上，分析其他国家或地区廉政制度评价体系、代表国际组织廉政制度评价体系内容，为中国廉政制度评价体系的研究开辟思路、提供可供参考的资源。世界各国廉政制度评价体系的建立与发展，都是依托于各国政治制度而来，是各国政治体制完善与反腐倡廉进程推进的必然结果，又反过来促进各国反腐倡廉进程的推进与政治体制的完善。西方资本主义国家廉政制度评价体系发展有其相通之处，也有其发展的相似问题所在。资本主义国家廉政制度评价体系的发展水平与有效性程度都有其不能从根本上克服的局限性与难以突破的制度障碍，这是由资本主义国家私有制所根本决定的，是由资本主义国家的金钱政治所影响的。第四章，中国廉政制度评价体系的当下考察，对建国以后廉政制度评价体系的发展加以分析，并在此基础上对其发展资源加以分类整理。新中国建立以后中国廉政制度评价体系发展走过了三个阶段：过渡探索阶段，新中国建立后至改革开放以前的廉政制度评价体系处于向社会主义廉政制度评价体系的过渡与探索阶段；制度恢复发展阶段，改革开放初期各项事业经过拨乱反正以后得以迅速建设，在这一过程中廉政制度评价体系建设得到恢复发展；全面突破阶段，十六大以后在前期各方面探索建设的基础上，廉政制度评价体系建设开始全面突破。运用马克思实践论的观点结合具体数据实际，对当前中国廉政制度评价体系的有效性进行四维度标准评价，从现实出发分析中国当前廉政制度评价体系的有效性，并以此探讨现有廉政制度评价体系存在的问题及原因。第五章，中国廉政制度评价体系的发展与完善，提出发展廉政制度评价体系所需要支撑系统，提出中国廉政制度评价体系发展的意识形态支撑的观点，指出马克思理论是我党廉政制度评价体系发展的意识形态支撑的理论源泉，并在此基础上论证我党廉政制度评价体系的意识形态支撑的发展历程。推进中国廉政制度评价体系发展，其发展主题是以制度建设为核心开展中国特色社会主义廉政制度评价体系建设，加快国家和各地方廉政制度评价体系探索，以廉政制度评价体系发展推动中国廉政建设；其发展路径原则是以中国特色廉政制度评价体系的自我探索为主，指导思想原则是以马克思主义价值观为指导。中国廉政制度评价体系发展的指标体系是以微观层面廉德、廉能、廉勤，宏观层面廉政制度组织外评价满意度、廉政制度组织内评价满意度为一级指标，建立八个二级指标、十六个三级指标并通过权重比例，完成廉政制度评价体系发展指标体系；中国廉政制度评价体系发展的基本流程，包括在实践调查基础上的廉政制度评价目标明确、指标要素分解、发展作用力、监督反馈、环境干涉影响下的实践反馈验证等基本环节。从廉政制度评价体系发展的基本流程中探索廉政制度评价体系的动态发展，运用马克思主义理论，探究廉政制度评价体系发展的内部自身规律作用力，将廉政制度评价体系回归到廉政建设之中去，为廉政建设的深入发展发挥作用。结语部分，强调本研究在继续探讨中需要注意的问题，指出廉政制度评价体系的理论研究与实践推进作为一个系统工程其长期性、开放性、复杂性，指出廉政制度评价体系研究对于党员干部的思想政治教育工作的价值，说明本研究在今后一段时间内本研究的发展价值和意义。更多还原

【Abstract】 The research of Chinese incorrupt government system’s evaluation system is animportant topic advancing Chinese cultivation of clean government.The Chineseincorrupt government system’s evaluation system has the influential role of“thecheck”,“the monitoring”,“the reconsideration”and so on in the cultivation of cleangovernment,which is essential in the cultivation of clean government.Thedevelopment of current Chinese incorrupt government system’s evaluation systemcannot satisfy the needs of Chinese current cultivation of clean government in twoaspects:on one hand,the traditional Chinese incorrupt government system’sevaluation system can no longer meet the real needs of Chinese continuousdevelopment of clean government,and the reform and development of cleangovernment evaluation system in China has urgently;on the other hand,thetraditional research of it is unable to meet development needs,for innovation andbreakthrough has been put on the agenda.The paper inspects the history of Chinese incorrupt government system’sevaluation system,and other national or the local development resources.Based onthis and unified the actual analysis current effectiveness,it explores the developmentand the consummation of Chinese incorrupt government system’s evaluation system.Its theory significance lies in:first,it helps to rich the theory of incorrupt governmentsystem’s evaluation system;next,it has developed the research of cultivation of cleangovernment theory;finally,it advances the understanding of party building theory.Itspractice significance lies in:first,it will advance China cultivation of cleangovernment;next,it will enhance the party building work and the government relatedwork level;then,it will promote our party honest educational work;finally,it willpromote China’s international image and enhance comprehensive national strength.The research is divided into seven parts:in the introductory part,it explains thereasons and the significance of the selected topic,the content,methods and theinnovation spots.The research uses the literature search,historical and the logical unification,the comparison research,the data analysis and the system research’smethods.In the first chapter,it analyses the meaning,value,functions of the concept.Theincorrupt government system’s evaluation system refers to the evaluation whichcarries on to the clean government system,administrative personnel and thegovernment.Its purpose is ethics evaluation the effectiveness evaluation,satisfactionjudgment and the rational judgment.It is the union of quantitative analysis and thequalitative analysis,the review analysis and the present situation analysis.Theincorrupt government system’s evaluation system contains feedback,the adjustment,the forecast system,crossing philosophy,the politics,ethics,and so on.On the unionof clean government development,it is clear about the connotation and theconstitution.In the second chapter,it uses the Marxism theoretical to analyze thecharacteristic content and the historical characteristic.In the revolutionary war time,Our party incorrupt government system’s evaluation system is generally called“theexamination”,through the strict practices to the party members,it develops incorruptgovernment system’s evaluation system in the wartime years.This time’s incorruptgovernment system’s evaluation system has safeguarded our party in the revolutionarywar age and provided the formidable support capability for the Sino-Japanese Warand war of liberation’s final victory.In the third chapter,it compares with other national or local incorruptgovernment system’s evaluation systems,as well as of internationalorganizations.International incorrupt government system’s evaluation systems’establishment and the development are depended on their political systems and in turnpromotion the advancement of political systems.The west incorrupt governmentsystem’s evaluation system has its development similar questions.The capitalistcountries’ incorrupt government system’s evaluation systems’ level and theeffectiveness have the limitation which it cannot fundamentally overcome It is by thecapitalist country private ownership basis decided.In the fourth chapter,it classifies reorganizes and links to the concrete data realityto analyze the nowadays effectiveness.The development of Chinese incorrupt government system’s evaluation system passes through three stages:first,thetransition exploration stage,beforehand reform and open policy;second,the systemthe restoration stage,after the reform and open policy;Third,breaking through stage,after the 16th Congress.By this discussion,it explores the existence questions andreasons.In the fifth chapter,it proposes the support system,the development subjectprinciples and the index system.Advancing Chinese incorrupt government system’sevaluation system’s reform and the development,its development subject is taking thesystem construction as the core,speeding up the national and various places incorruptgovernment system’s evaluation system exploration,promoting Chinese cultivation ofclean government by the development of it.The development way principle is by theself-exploration primarily,and the guiding principle is Marxism as the instruction.The development’s principle is multi-disciplinary,and the development goal is varioussystem constructions.The development index system takes microscopic and macroscopic systems ofeight second-level targets,16 third-level targets.The Chinese incorrupt governmentsystem’s evaluation system is about practice investigation and the environmentinterference influencing and so on basic links.It explores the basic flow of dynamicdevelopment of Chinese incorrupt government system’s evaluation system.In the conclusion part,it stresses long-term characteristic,openness,thecomplexity.And it points out educational values
