和谐利益论—新时期我国社会利益关系协调研究

【摘要】 改革开放以来，利益问题日益凸现，人们对利益关系问题也越来越关注。2008年国际金融危机的冲击，使我国社会矛盾碰头叠加，社会利益关系问题愈发错综复杂。时代的发展已经迫切地要求我们加强对社会主义初级阶段社会利益关系的研究。所以，本文的研究具有重要的理论价值和实践意义。首先，从社会利益关系角度入手研究和谐社会拓宽了利益问题研究的范围，推动了交叉学科的发展，具有重要的理论意义。其次，系统研究和正确处理新时期利益关系对构建中国社会主义和谐社会具有重要的现实意义。再次，深入研究并合理协调新时期的利益关系对增强中国共产党执政能力也有重要的意义。全文共分为三篇。理论篇回顾了中外思想史中关于和谐利益的思想渊源，剖析了空想社会主义、西方经济学、社会学所包含的和谐利益思想，指出，马克思主义和谐利益观点才是科学的和谐利益思想，中国共产党人在社会主义建设中不断践行和发展着马克思主义和谐利益思想。在理论梳理的基础上，文章分析了和谐的内涵、外延与度量。本文还进一步提出和谐社会的本质是和谐利益。和谐利益是指社会利益关系处于这样一种状态：在一定的社会经济条件下，利益主体在利益差异和利益矛盾的前提下实现利益均衡和利益共享，各利益主体的活力与创造力竞相进发出来，在共同利益不断增进的同时，个别利益也得到不断丰富和发展。构建社会主义和谐社会实质上就是构建这样一种和谐的社会利益关系。现实篇指出，改革开放三十年来我国社会利益关系的和谐度不断提高。当前我国社会利益关系总体是和谐的，也存在着利益不够和谐的因素，利益不够和谐主要表现在：主体利益关系不够和谐、客体利益关系不够和谐及主客体利益关系不够和谐。如果把不及时协调和整合利益关系，利益不够和谐的负面效应会逐渐凸显出来，这会给我们的改革开放和社会发展造成非常不利的影响。我国制度变迁的非均衡是当前社会利益关系不够和谐的深层原因，包括经济制度变迁的非均衡、经济制度与政治制度变迁的非均衡、经济制度与文化制度变迁的非均衡、制度变迁的城乡非均衡、地区非均衡、产业非均衡、阶层非均衡共同作用于当前的利益不够和谐。对策篇在分析的基础上，提出了当前我国实现和谐利益的相关对策建议。实现和谐利益必须坚持以马克思主义以及马克思主义中国化的最新成果——科学发展观的指导，必须坚持走社会主义道路，必须坚持中国共产党的领导，必须坚持改革开放，实现和谐利益的关键是要妥善协调社会利益关系，协调社会利益关系必须以人民群众的根本利益为中心、以利益统筹兼顾为主要方法，通过构建“四位一体”的和谐利益实现机制、优化社会阶层结构夯实和谐利益的基础完善利益补偿制度等来推动实现和谐利益。本文的主要创新点在于：首先，文章对和谐利益的内涵、外延及度量展开了系统深入的研究，其次，本文将社会主义和谐社会的本质归结为和谐利益，第三，文章初步总结了中国共产党人对于实现和谐利益的贡献。文章的不足之处在于：第一，文章虽然构建了一个和谐利益综合评价指标体系，但未能测算出我国社会利益关系的和谐度及推出“利益和谐指数”；第二，文章虽然采集了一些统计数据，但还远远不够，尤其是未能通过社会调查取得大量的一手资料及数据，用于本文的实证研究。更多还原

【Abstract】 Since reform and open policy,interests question day by day in relief,the people alsomore and more pay attention to the interests relations question.The moreover 2008international finance crisis impact,our country society meets to superimpose contradictory,social interests relations question increasingly intriguing.The time development alreadyurgently requested us to strengthen to the socialism initial stage society interests relationsresearch.Therefore,this article research has the important theory value and the practicesignificance.First,has opened up the interests question research scope from the socialinterests relations angle obtaining research harmonious society,impelled theinterdisciplinary studies.development,has the important theory significance.Next,thesystem research and deals with the new time interests relations to construct the Chinasocialism harmonious society correctly to have the vital practical significance.Once more,the thorough research and coordinates the new time the interests relations to strengthen theCommunist Party of China being in power ability reasonably also to have the vitalsignificance.The full text altogether divides into three parts.Theory reviewed in theChinese and foreign thinking history about the harmonious interests thought origin,analyzed the harmonious interests thought which utopian socialism,the Western construction and is developing the Marxism harmonious interests thought.Combsin the theory in the foundation,this article proposed the harmonious society’s essence is theharmonious interests.The harmonious interests is refers to the social interests relations tobe at this kind of condition:Under certain social economy condition,the interests mainbody realizes the interests under the interests difference and the interests contradictorypremise balanced and interests sharing,various interests main body vigor and the creativitycompetition burst out,promotes unceasingly while the common interest,the individualinterests also obtains unceasingly rich and the development.In the construction socialismharmonious society essence constructs this kind of kind of harmonious social interestsrelations.The article has also further analyzed the harmonious connotation,the extensionand the measure.Reality pointed out that,the reform and open policy for 30 year ourcountry society interests relations harmony enhances unceasingly.The current our countrysociety interests relations overall is harmonious,also has the interests insufficientlyharmonious factor,the interests insufficiently is harmonious mainly displays in:The mainbody interests relations insufficient harmony,the object interests relations insufficientharmony and the host and visitor body interests relations insufficiently is harmonious.If coordinates not promptly and the conformity interests relations,the interests insufficientlyharmonious negative effect can highlight gradually,this can give our reform and openpolicy and the social development has the extremely disadvantageous influence.Ourcountry system vicissitude non-balanced is the current social interests relationsinsufficiently harmonious in-depth reason,including the economic system vicissitudenon-balanced,the economic system and the political system vicissitude non-balanced,theeconomic system and the cultural system vicissitude non-balanced,the system vicissitudecity and countryside non-balanced,the area non-balanced,the industry non-balanced,thesocial stratum non-balanced does together uses in the current
