区域高速公路改扩建模式及交通分流技术研究

【摘要】 交通网络是区域地理空间的骨架和社会经济活动的纽带。其形成和发展取决于区域空间结构演变和社会经济发展水平,反过来又引导和推动着区域空间结构的再调整及社会经济的新发展。交通网络,尤其是高速公路的发达程度决定了区域地理空间单元相互作用的广度和深度,反映了区域政治、经济和社会各方面的发展水平和文明程度,也是一个国家现代化的重要标志。其发展经历了由量变到质变的过程,高速公路改扩建就是这个发展规律的直接体现。科学合理的高速公路改扩建模式和标准决策是交通可持续发展的基础。本文从区域空间演变和经济发展理论出发,论述了区域发展战略目标以及交通运输供需均衡机理,采用定量分析方法,预测交通需求的发展趋势,为区域交通体系的规划、建设和道路改造提供了可靠的理论依据;揭示了公路交通与区域社会经济、资源和环境之间的动态发展关系,基于土地资源优化配置,运用宏观经济理论和灰色规划理论,建立数学模型计算了区域交通用地的合理规模,结合区域总体规划,论证了高速公路改扩建工程建设模式;基于交通流理论体系,分析高速公路的交通运行机理和设计理念,探讨了高速公路车道数与行车速度以及服务交通量的关系,提出了高速公路改扩建工程的设计思路和建设标准。周密完善的交通组织方案和管理体系是高速公路改扩建顺利实施的关键。本文在分析区域交通网络构架的基础上,基于交通规划理论,构建数学模型对区域公路网进行了分层次、分地域的交通分流,为制定交通保畅方案奠定了理论基础;在交通现状调查、路网分流分析的基础上,结合高速公路改扩建工程的具体情况,灵活、具体地制定了针对性的现场交通组织方案,采用合理的指标体系和方法进行了科学评价和调整;运用系统理论方法,分析高速公路改扩建期间影响交通安全、畅通的主要原因、影响范围、行为机理和影响程度,采取工程、经济和交通管理措施,改进交通运行环境和条件,提出施工期间交通管理体系,为区域交通的安全、畅通运行提供根本的体制和制度保障。

【Abstract】 Traffic network is the framework of regional geographical space and the bond ofsocio-economic activities. Its formation and development depend on the region evolution ofspace structure and socio-economic development levels, in turn, traffic guides and promotesthe structure of regional space for further adjustment and new development of socio-economic.Traffic network, particularly the developed freeway decides the breadth and depth ofinteraction between regional geo-spatial, reflects the development and civilization level of theregional political, economic and society, and it is also an important symbol of the country’smodernization. The development of transport network has undergone a process fromquantitative change to qualitative change; freeway reconstruction is the direct manifestationfor the development law.Scientific and reasonable model of the freeway reconstruction and standarddecision-making is the basis for traffic sustainable development. This Paper discussedregional development strategic objectives and the transport supply and demand balancemechanism, from the regional space evolution and the theory of economic development. Thepaper forecasted the development trend of traffic demand, using quantitative analysis, whichprovided a reliable theory for the planning, construction of regional transportation system;This dissertation revealed the dynamic development of relations among traffic, regionalsocio-economic, resources and environment, and based on optimized allocation of landresources, established one mathematical model to calculate the reasonable size of regionaltransport land using macroeconomic theory and grey planning theory. Combining the overallregional integration Planning, the paper discussed freeway reconstruction mode; Based on thetraffic flow theory, it analyzed traffic operation mechanism and design concept of freeway,discussed on the relationship between freeway lane, speed, and the service traffic volume,proposed design ideas and construction standards of freeway reconstruction project.One close traffic organization program and management system is key to freewayreconstruction. This paper constructed mathematical model to assign traffic flow at differentlevels and sub-regional of regional traffic network framework, which based on the analysis ofregional traffic network framework and traffic planning theory. The previous work laid atheoretical foundation for establishing one expedite traffic assign program. On base of trafficinvestigation and traffic distribution of network, combining specific circumstances of freewayreconstruction, the paper laid one pertinence traffic organizing project flexibly andspecifically, then adopted a reasonable index system and scientific method to evaluate andadjust the project; This paper also analyzed affecting traffic safety and straightway factors、influence range, behavior mechanism and influence degree during freeway reconstruction,using system theory methods, At last dissertation improved on traffic running environmentand condition, putted forward traffic management system, using engineering, economic andtraffic management measures, which brined forward an essential system guarantee forregional traffic safety and smooth.
