【摘要】 随着国民经济的快速发展，人民生活水平的大幅提高，近些年来移动通信行业呈现出迅猛发展趋势，随之而来的废旧手机及电池等配件回收利用和环境污染问题，日益受到社会各界和公众的广泛关注。目前，废旧手机电池已成为电子垃圾的重要组成部分，如果处理不当，必然会给人类健康和生态环境带来潜在的威胁和污染；如果加以科学合理的回收利用、循环利用，又会变废为宝，给人类社会带来巨大的经济效益和社会效益。因此，研究废旧手机电池回收利用问题，逐渐引起世界各国尤其是发达国家的重视，成为电子垃圾处理的热点问题。废旧手机电池回收利用问题研究，是电子废弃物处理领域研究的重点，是加强环境保护的重要内容之一，也是我国当前及今后相当长时期通信行业实现可持续发展面临的一个重大课题。在市场经济条件下，废旧手机电池回收利用模式和机制的构建，既涉及到政府、企业和社会公众等多个行为主体，又受经济发展方式、体制机制、科技进步、环境保护政策及国内外大环境等多种因素影响，是一个长期的过程。从目前情况看，废旧手机电池回收利用研究还很不成熟，处于起步阶段，有许多理论和实践问题有待进一步认识和深化，需要从多角度、多领域进行较深入的研究和探讨。本文所研究的内容是电子废弃物处理领域的一个崭新的研究课题，既需要理论上的研究完善，也需要实践操作层面的深入探讨。本课题的研究，主要定位在废旧手机电池回收利用与循环经济发展问题研究方面，以期有所创新、有所发展。本论文主要从以下几个层面对我国废旧手机电池回收利用与循环经济发展问题进行了系统研究。第一个层面是理论基础层面，主要是概括了手机电池构成、循环经济理论、生产者责任延伸制度理论、环境生态理论和可持续发展理论。第二个层面是国内外废旧手机电池回收利用研究和实践层面，分析了国外废旧手机电池回收利用研究及实践情况，总结了国内废旧手机电池回收利用研究状况及运作模式。第三个层面是定量分析层面，主要探讨废旧手机电池回收利用的评价指标体系，利用相关的数学模型进行了定量分析研究。第四个层面是废旧手机电池回收利用政策研究层面，研究提出了我国废旧手机电池回收利用途径、对策措施和政策建议。本论文的主要观点是：废旧手机电池回收利用研究，是电子废弃物处理研究的重要内容之一，其理论基础来源于循环经济理论、生产者责任延伸制度理论、环境生态理论和可持续发展理论。我国废旧手机电池回收利用研究还处在探索发展之中，许多理论和实践问题需要进一步探讨，既要大胆借鉴国外发达国家的成熟经验做法，也要不断总结我国在实践中的经验做法。建立废旧手机电池回收利用的评价指标体系、构建适用的数学模式进行评价非常重要，可以评价某一区域、某一行业废旧手机电池回收利用的状况和效果。我国废旧手机电池回收利用仍不理想，还存在许多问题，主要表现在缺乏具体的废旧手机电池管理法规及实施细则，对于生产、运输、回收处理、综合利用等尚无明确、具体要求；废旧手机电池回收利用管理体系不健全，主要是回收、运输储存、再生利用方面都没有完善的管理制度；缺乏合理的废旧手机电池管理运行机制，政府相关部门协调管理机制没有建立起来等。建立废旧手机电池回收利用机制，必须遵循循环经济原理，构建废旧手机电池的减量化、资源化、无害化模式。最后，在综合分析研究的基础上，提出我国在当前及今后一个时期废旧手机电池回收利用的对策措施和政策建议，主要是：完善促进废旧手机电池回收利用的经济机制，加快废旧手机电池回收利用的技术创新，建立健全废旧手机电池回收利用的法律法规体系，进一步完善废旧手机电池回收利用的管理体制机制，加强公众的环保意识教育等。本论文运用了多种研究分析方法。一是实证分析与规范分析相结合。在广泛借鉴国外废旧手机电池回收利用理论研究和经验做法的基础上，深入分析我国废旧手机电池回收利用的重要意义以及对资源循环利用、生态和环境产生的效果及影响，详细阐述了我国废旧手机电池回收利用发展状况。在理论研究的基础上，采用规范分析方法，研究探讨了我国废旧手机电池回收利用的政策选择以及所采取的主要对策措施。二是定性分析与定量分析相结合。在定性分析我国废旧手机电池回收利用现状及发展趋势的基础上，利用数学模型定量分析废旧手机电池回收利用各种因素的影响作用，对我国废旧手机电池的回收利用作出评价。特别是在设置废旧手机电池回收利用的综合评价指标体系上，量化各指标的特征值，来反映我国废旧手机电池回收的总体状况及对环境的影响。三是微观分析与宏观分析相结合。废旧手机电池回收利用与循环经济发展研究，是电子垃圾处理领域研究的崭新课题，涉及经济社会的各个方面，影响因素很多，既是一个宏观战略性问题，必须立足于宏观分析，又须立足于微观分析，既要使研究具有广泛的适用性，又要考虑研究结论具有实际的可操作性，尤其要分析政府与企业、政府与市场之间的关系，探讨废旧手机电池回收利用机制，研究市场经济条件下我国废旧手机电池回收利用途径、模式和宏观政策措施体系。通过对废旧手机电池回收利用与循环经济发展问题研究，本文提出了我国废旧手机电池回收利用的主要模式机制，提出了废旧手机电池回收利用的主要对策及政策建议，丰富完善了废旧手机电池回收利用理论体系以及政策运用体系，在理论上有所创新、有所发展；研究成果有助于为各级领导和政府部门开展电子垃圾回收利用工作开拓新的思路，为制定废旧手机电池的回收利用、发展循环经济战略及政策提供科学的决策依据。更多还原

【Abstract】 Along with the fast development of national economy, people’s living standard rise considerably, for near some year, the profession of mobile communiction presents to develop tendency swiftly, follow come to the accessory recovery such as mobile telephone and battery use and environmental pollutive problem get the extensive solicitude of social all circles and the public increasingly. Now, the useless old battery of mobile telephone has become the important composition part of electronic rubbish, if handling will inevitably bring potential threat and pollution to human health and ecological environment improperly, if scientific reasonable recovery use and cycle use, can again change to abandon for treasure , bring huge economic benefits and social benifit to human society.
