【摘要】 城市群是城市区域化和区域城市化过程中出现的一种独特的地域空间组织形式,是城市化达到一定水平的标志和产物,是21世纪参与国际竞争与分工的基本单元。而我国的城市群由于受行政分割和管理体制的束缚,城市群内各城市间的不协调发展现象大量存在。这些不协调发展现象严重地影响和制约了城市群的快速、健康发展。当前,我国城市群的建设和协调发展已经上升到了国家层面,城市群已被作为国家推进城镇化的主体形态,也是国家实施东中西区域协调发展大战略的核心载体。但是,我国对城市群协调发展的理论研究还比较薄弱,因此,研究城市群的协调发展具有重要的理念意义与现实意义。泛长株潭城市群是带动整个湖南省实施中部崛起战略和“两型社会”建设的核心区域和支撑点,也在广大欠发达地区具有一定的典型代表性,以其为实例研究具有一定的普遍意义。论文首先在总结国内外有关城市群研究的基础上,提出了研究的总体技术路线,并论述了城市群协调发展研究的相关理论、相关方法论、相关思想渊源。通过综合借鉴系统论、协同论和控制论的理论方法,在理论方法上提出了协调论与城市群协调论,论述了协调论和城市群协调论的内涵与本质,比较了协调论与协同论和控制论的异同,并构建了协调系统的作用机理关系模型,以此作为城市群协调发展研究的重要指导方法论。其次,针对国内外对城市群发展阶段的划分标准不统一,参照生物有机体的生命成长规律,结合城市群发展演化的特征,把城市群发展划分为:雏形发育阶段、快速发育阶段、趋于成熟阶段和成熟发展阶段共四个阶段,并论述了城市群不同发展阶段具备的共性与个性特征,提出了城市群不同发展阶段的开发模式。通过对一般引力断裂点模型进行改进,以及通过要素流分析法对引力断裂点模型的界定结果进行误差纠偏,再考虑到城市群的地域邻近性特征,综合界定了泛长株潭城市群的空间范围。并通过模糊综合评判法,判定长株潭城市群已处于快速发育阶段,判定泛长株潭城市群仍处于雏形发育阶段中的中期阶段。接着,比较分析了我国发达地区城市群、欠发达地区城市群和泛长株潭城市群的不协调发展现象,探析我国城市群不协调发展问题产生的根源,对发达地区城市群、欠发达地区城市群和泛长株潭城市群的协调发展机制的现况进行了总结分析,提出了泛长株潭城市群协调发展机制的构建设想。并从城市群系统协调发展的目标、动力、主客体、效应等方面分析了城市群系统的协调运作的内部工作机理,构建了城市群系统的一般协调关系模型,发达地区城市群的治理式协调关系模型和泛长株潭城市群的预防式协调关系模型。继而,系统总结了国内外城市群或区域协调发展的有关组织管理的总体模式,以及有关以基础设施建设、产业发展和生态环境保护与治理为专项内容的协调发展模式,比较了各种协调发展模式的优缺点,结合对泛长株潭城市群区域的总体发展现状的分析,以及对其基础设施、区域产业发展和区域生态环境现状的评价分析,构建了泛长株潭城市群协调发展的总体模式、基础设施协调模式、产业发展协调模式和生态环境协调模式。最后,系统论述了我国城市群协调发展的政策保障、制度保障和组织保障。其中,政策保障主要从国家区域协调发展战略的实施和国家综合配套改革试验区的建立对城市群协调发展的影响进行了论述;制度保障主要从城市群区域规划制度、利益分配制度和市场制度的创新三个方面进行了论述;组织保障通过借鉴国外城市群协调发展的几种典型组织模式,提出了适合我国城市群协调组织创新的几种模式类型,并结合泛长株潭城市群的实际,构建了泛长株潭城市群协调委员会的组织模式。更多还原

【Abstract】 Urban agglomerations are a kind of special regions and formed in the course of urbanization. They are the outcomes and the marks when the urbanization levels of regions have been higher, and also the basic units in the international competition in the 21th century. But in China, because of suffering administration partitioning and the bondage of managing system, there are lots of phenomena of poor coordination in the development of urban agglomerations. These phenomena of poor coordination have greatly restricted the fast and healthy development of urban agglomerations. In the current, the construction and the coordination of urban agglomerations have been paid attention by the central government in China, and urban agglomerations have been the main form of national urbanization and the main approach of fulfilling the national region coordination stratagem.Pan Chang-zhu-tan Urban Agglomeration is a urban agglomeration located in the east and middle Hunan Province. It is the nuclear region and the support point of Hunan province’s economy development in the process of fulfilling the central growing up stratagem and building a resource-conserving, environment-friendly society. Pan Chang-zhu-tan Urban Agglomeration also is a more typical region of large numbers of less developed areas in China. So, that of Pan Chang-zhu-tan Urban Agglomeration studied as a case has a broad typical significance.In this degree paper, the main contents by studied and some conclusions are as fllows.Firstly, the domestic and international studies on urban agglomerations are systemically summarized, and the total technique route is put forward. Then, the relative theories, methodologies and thoughts on the coordination development of urban agglomerations are analyzed. Coordinationism and urban agglomerations coordinationism that are being the important study means in this paper are established on the basis of systemism, synergetics and cybernetics, and their meanings and hypostases are expounded. The difference of between coordinationism and synergetics, cybernetics are compared, and a model of coordination mechanism is also set up.Secondly, being based on the domestic and international methods of dividing the development stages of urban agglomerations, and drawing lessons from the regulation of life growing up, the development stages of urban agglomerations are divided into four stages, that is the embryo development stage, the fast development stage, the near mature development stage and the mature development stage. The common and individual characters of the different development stages of urban agglomerations are analyzed, and the different exploitation modes for the different development stages of urban agglomerations are also put forward. Chang-zhu-tan Urban Agglomeration and Pan-Chang-zhu-tan Urban Agglomeration as cases are evaluated by the methods of fuzzy comprehensive evaluation and analysis of hierarchy procedure. The result of evaluation shows that the former has entered the fast development stage, but the latter is still in the embryo development stage.Dividing the boundary of urban agglomerations is not only a theory problem, but also is a practice problem on planning and construction of urban agglomerations. In this paper, the improved gravity model by combining the method of main composition analysis is used as a method in primarily dividing the boundary of urban agglomeration. Then, taken into account elements flow being the most fundamental feature of urban agglomerations system, elements flow analysis is used a method to rectify the division end based on gravity model. And the boundary of Pan Chang-zhu-tan Urban Agglomeration is finally divided by two above methods, and besides the neighborhood features also is one reference thought over in the course of dividing.Thirdly, the phenomena of poor coordination for the urban agglomerations of the different regions such as the developed regions, the developing regions including Pan Chang-zhu-tan region are contrastively analyzed, and the causations on the phenomena of poor coordination are searched. After this, the current mechanism of coordination development for the urban agglomerations of the developed regions, the developing regions and Pan Chang-zhu-tan region is summarized, and the future mechanism of coordination development in the Pan Chang-zhu-tan Urban Agglomerations is set up. Then, the interior working mechanism of coordination development and the coordination development model for the urban agglomerations is drawn up by analyzing the aims, the motivities, the main bodies or the objects, and the effects, etc that on coordination development for the urban agglomerations systems. Moreover, the neatening coordination model for the developed urban agglomerations and the preventing coordination model for the developing urban agglomerations including Pan Chang-zhu-tan Urban Agglomerations are set up.Fourthly, some total coordination development models on organizations and administrations of urban agglomerations in home and abroad are systematically generalized. In addition, some specialized coordination development models on infrastructures construction, industries development and ecosystem environment management of urban agglomerations in home and abroad are also summarized, and their merits and shortcomings are also compared. According to the evaluating and analyzing outcome on its status of the total development, infrastructures development, industries development and ecosystem environment development, the total coordination development model, the infrastructures coordination development model, the industries coordination development model and the ecosystem environment coordination development model of Pan Chang-zhu-tan Urban Agglomeration are finally set up. Finally, some policy measure, system measure and organization measure on the coordination development of urban agglomerations in China are comprehensively discussed and advised. Among them, policy measure mostly include the strategy of coordination development of the national regions, national synthetically reform testing districts, and their effect on the coordination development of urban agglomerations; system measure mostly include the innovation of region planning system, the innovation of benefits distribution system and the innovation of market system on the coordination development of urban agglomerations; organization measure mostly include putting forward several appropriate organization for Chinese urban agglomerations and setting up Pan Chang-zhu-tan Urban Agglomeration Coordination Development Committee on the basis of lessons of overseas urban agglomerations and the status of Chinese urban agglomerations.更多还原
