【摘要】 海洋空间资源性资产是海洋资源性资产的重要组成部分,它为海洋渔业资源的生存和发展提供了重要的环境要素,是海洋开发利用活动的主要物质条件,其利用合理与否直接影响着其他海洋资源性资产的开发与利用,进而也影响着整个海洋经济的发展。但是由于理论缺陷引发的市场失灵、不合理的海洋空间资源性资产产权制度、海洋管理体制不完善、海洋空间资源性资产的低效配置、开发者开发过程中产生的外部不经济性、自然破坏因素等各种原因,致使海洋空间资源性资产流失严重。因此,运用定性与定量相结合、系统分析等方法进行海洋空间资源性资产流失综合研究,探索海洋空间资源性资产的流失测度方法,并相应的提出海洋空间资源性资产流失治理对策具有重要意义。这可为海洋管理部门加强海洋空间资源的监督和管理,严防资产流失,采取措施治理流失提供理论依据,为政府、海洋企业制定与海洋空间资源性资产相关的海洋发展战略及海洋管理的相关政策提供坚实的理论依据和实践指导,对实现海洋空间资源性资源的保值增值和海洋空间资源的可持续利用,推动海洋经济的改革的不断深入具有极其深远的现实意义。本文在分析当前国内外研究现状的基础上,以海洋空间资源性资产流失的机理与流失的主要原因为切入点,以海洋空间资源性资产流失测度研究,遏制海洋空间资源性资产流失为主线,从基于价值理论的价值流失测度、基于影响因素的连带性流失测度两个层面研究了流失测度方法,以海洋可持续发展原则为基础,探讨了海洋空间资源性资产利用效率流失问题,分析了海洋空间资源性资产的优化配置方法,为我国以后海洋空间资源的科学利用提供了指导。同时,通过对海洋空间资源性资产的流失进行多层次、多角度的综合性研究,提出了流失治理的前提、保障、对策,为有效控制海洋空间资源性资产流失提供支持。本文的主要研究内容是:(1)诠释了海洋空间资源性资产流失的相关概念,剖析了海洋空间资源性资产的流失机理与主要原因,指出了海洋空间资源性资产流失测度与治理研究的重要意义。(2)在深入研究海洋空间资源性资产流失机理的基础上,论文从基于价值理论的价值流失测度、基于影响因素的连带性流失测度两个层面对海洋空间资源性资产流失测度进行了较为系统的研究,并通过青岛一浴海滩资源性资产流失测度与治理与以莱州湾南岸滨海湿地为研究范围的连带性流失的实例分析,对相应的流失测度方法进行了应用,为海洋空间资源性资产管理和保值增值工作提供了切实的实践指导。(3)以海洋可持续发展原则为基础,探讨了海洋空间资源性资产利用效率流失问题,指出了海洋空间资源性资产的优化配置方法,并进行了方法的应用研究,为有效遏制海洋空间资源性资产流失提供支持。(4)通过对海洋空间资源性资产的流失进行多层次、多角度的综合性研究,提出了流失治理的前提、保障、对策,为我国以后海洋空间资源科学利用提供了指导。更多还原

【Abstract】 Marine space resources assets are important components of marine resources assets. They provide an important environmental factor for the survival and development of the marine fishery resources; they also provide the main material conditions for the development and utilization of the ocean activities. Rational use of marine space resources assets impacts the development and utilization of other marine resources assets directly, which also affect the development of entire marine economy. However, a variety of reasons such as market failure due to theory defects, unreasonable property rights system of marine space resources assets, imperfect system of ocean management, the inefficient allocation of marine space resources assets, external diseconomy during the development process, natural destruction factors and so on, result in the loss of marine space resources assets seriously. Therefore, a comprehensive study of the loss of marine space resources assets by using qualitative and quantitative combination, system analysis approaches, exploring the measure methods of the loss of marine space resources assets and putting forward the corresponding countermeasures are of great significance. This can provide a theoretical basis for marine management department to strengthen supervision and management of the marine space resources, to prevent loss of assets and take measures to control the loss. It also can provide a solid theoretical basis and practical guidance for the government, marine enterprises to frame developmental strategies and marine management policy. Meanwhile, it is of extremely far-reaching practical significance to maintain and increase the value of marine space resources assets, to achieve sustainable use of space resources and to promote the reform of the marine economy.This study bases on the current research in the status quo, takes the loss mechanism and the main reasons of marine space resources assets as the breakthrough point, takes the research of loss measurement of marine space resources assets, containment of the loss of marine space resources assets as the main line, proposes measurement methods from two angles: the value loss measurement based on the value theory and the externality loss measurement based on the impact of factors. Based on the principles of ocean sustainable development, it also explores the loss of the marine space resources assets utilization efficiency, analyzes the optimal allocation ways, which provides scientific guidance for China’s future utilization of marine space resources assets. At the same time, through comprehensive study of the loss of marine space resources assets from every level and aspect, this article puts forward the premise, the security and countermeasures of the governance of the loss, offers support for the effective control of marine space resources assets loss.The main research of this article focuses on:Firstly, this article explains the related concepts of the loss of marine space resources assets, analyzes the loss mechanism and the main reasons of marine space resources assets and points out the importance of the study of the measurement and governance of marine space resources assets loss.Secondly, after deep study of the loss mechanism of marine space resources assets, this article makes a more systematic study by proposing measurement methods from two angles: the value loss measurement based on the value theory and the externality loss measurement based on the impact of factors. In order to apply the research methods, this article gives two detailed examples: the loss measurement and governance of Qingdao first bathing beach assets and the externality loss of the coastal wetlands in the south of Laizhou Bay, which provides practical guidance to the management and the work of maintenance and increment of the value of marine space resources assets.Thirdly, based on the principles of ocean sustainable development, this article also explores the utilization efficiency of the loss of the marine space resources assets, gives the optimal allocation ways, and carries through the corresponding applied research, which gives the support for effective containment of the loss of marine space resources assets.Fourthly, through comprehensive study of the loss of marine space resources assets from every level and aspect, this article puts forward the premise, the security and countermeasures of the governance of the loss, which provides scientific guidance for China’s future utilization of marine space resources assets.更多还原
