高速公路通行能力分析与服务质量评价研究

【摘要】 本文研究了高速公路的通行能力与服务质量评价问题。在对高速公路基本路段通行能力与服务水平分析的基础上,较系统地研究了高速公路收费系统通行能力的基本理论,根据车辆在收费站处的交通行为建立了较为符合实际的交通模型,该模型结合实际情况对收费站处的车辆到达分布与服务时间分布模型进行了深入细致的分析,给出了高速公路收费站处的通行能力及反映高速公路收费站服务水平各指标的计算公式。模型综合了交通特性、交通行为、收费站规模及服务特性等几个方面的因素,与实际交通运行较为符合,可为高速公路收费站的设计与评价提供依据。通过对高速公路服务质量的概念、内涵及特征分析,提出了高速公路服务质量的目标函数。在分析高速公路的功能、特点及道路交通特征的基础上,用系统理论的分析方法对高速公路交通服务质量的影响因素体系进行了深入的分析,提出了高速公路交通服务质量的影响因素构成体系。在对影响因素体系进行定性分析的基础上,根据高速公路服务质量评价的内容、目的和特点,选择主要影响因素建立了高速公路服务质量评价的指标体系。应用AHP方法,建立了因素指标间的层次结构分析模型,通过理论分析计算与专家咨询,确定了各指标在评价中的权重;通过分析和参考国内外研究成果及现行行业标准,提出了高速公路服务质量部分指标的评价标准建议值;对评价指标属性值的计算及无量纲化问题进行了研究,应用模糊数学综合评价原理和方法,根据高速公路服务质量的目标(级别划分)的实现程度,提出了高速公路服务质量的多层次模糊综合评价模型。根据我国高速公路服务质量的现状,结合西临高速公路运营的具体情况,对部分综合评价指标建立了计算模型,给出了计算方法,对西临高速公路的服务质量进行了综合评价与分析实证研究,提出高速公路服务质量面临的主要问题。依据评价结果以及影响因素的分析,提出了提高高速公路服务质量的战略对策及建议。

【Abstract】 This paper studies the problem of traffic capability and service quality evaluation in expressway. On the basis of the analysis on the traffic capacity and service level of expressway basic road, this paper studies systematically the basic theory of traffic capacity in expressway charging system. According to the traffic behavior of vehicles in charging station, this paper establishes a traffic model conforming to the actual situation, carries on deep analysis on arrived distribution model of vehicles and service time distribution model, and gives the calculation formula of traffic capacity and targets reflecting service level of expressway charging station. The model, synthesized several factors of traffic characteristic, traffic behavior, the charge station scale and service characteristic etc., tallies with the actual traffic circulation, may provides the standard for the design and valuation of expressway charging station. Through the analysis on concept, connotation and characteristic, this paper brought forward the objective function of expressway service quality.On the basis of analysis on function, characteristic and traffic characteristic of expressway, this paper carries out thoroughly analysis on the influence factors of expressway service quality with the system theory method, and proposes the composes system of influence factors in expressway service quality. On the basis of qualitative analysis of influencing factor system, according to the content, purpose and characteristic of expressway service quality, this paper choice the major effect factors and builds the appraisal index system of expressway service quality. Using the AHP method, this paper establishes level-structure analysis model, and determines the weight of various targets by theoretical analysis and experts consultation. And through analyzes and refers to the research results and present profession standard in domestic and foreign, this paper proposes the evaluation criteria suggestion value of expressway service quality; carries on the study on the attribute value calculation and zero dimension of index, applies the principle and method of fuzzy mathematics overall evaluation, puts forward the multi-level fuzzy synthesis appraisal model of expressway service quality according to the realization degree of service quality target(rank division).According to the current situation of expressway service quality in China, combining the exist operation of Xilin expressway, this paper establishes the model to the partial syntheses appraisal index, produces the computational method, carries on the synthesis appraisal and analysis, and proposes the main problems that the expressway service quality facing. Based on the appraisal result and influencing factors, this paper puts forward the strategy and suggestion to improve the express highway service quality.
