【摘要】 近年来,公民参与在我国方兴未艾,并且呈现出向纵深方向发展的趋势。同时,在地方治理研究的热潮中,我国政府也在探索新的治理之道。因而公民参与进入了政府施政理念,在地方治理中得到重视和体现。本文通过理论并结合现实经验的研究,试图论述这样一个问题,即公民参与如何影响地方治理并由此而改善着地方治理的?本文分为导论和正文两个部分共六章。第一章是导论部分。主要交代选题缘由、意义、研究现状、研究方法研究思路等。第二章探讨了改革开放后我国公民利益兴起的原因及其延伸。这是论文后续研究的基点。第三章探讨了由利益的追求而驱动的公民参与兴起的背景。并在公民利益集合的基础上推动公民参与由个体参与向公共参与的扩展。第四章论述公民参与引起的当前地方治理困境及其摆脱困境的出路。主要认为随着利益的延伸,公民参与意识更加积极主动、主体更加壮大、技术水平更加提高,这使地方政府遇到了治理的困境。而要走出这种困境,需要顺应公民参与的现实,积极转变政府治理方式,构建参与式政府,并通过对几个具体案例的分析,对参与式政府类型做了尝试性归纳。第五章论述如何深化公民参与改善地方治理,即进一步扩大公民参与并使之有序化、制度化以改善地方治理。本章认为,公民参与与其利益走向密切相关。随着经济社会发展和政治文明建设,公民的利益延伸到哪里,公民参与也会延伸到哪里。为此,中共十五大到十七大都强调要扩大公民有序的政治参与。但对于公民参与向什么范围和领域扩大,以什么形式扩大,特别是在扩大中如何做到有序而不是无序,却缺乏必要的研究。因此本章将从人们的利益指向及其变化入手,研究公民参与的扩大范围、程度和路径,公民参与的有序化的方式与程序,其落脚点和评判标准是改善地方治理,加强政府与公民的沟通,促进社会和谐。这是全文的落脚点与归宿点。第六章是结论及中国经验。对论文论述的观点进行概括。并在此基础上,对改革开放30年以来的公民参与和地方治理进行初步的经验总结,以有利于进一步提高地方治理能力和公民参与水平,从而构建社会主义和谐社会。更多还原

【Abstract】 In recent years,citizen participation in the ascendant in our country,and showing a depth trend. At the same time,the upsurge of local governance research,our Government is also exploring new way of governance.Citizen participation and thus entered the government with his idea,in local governance are valued and reflected.In this paper,through theoretical and practical experience combined with research,attempt to address such a question,that is,how it affects citizen participation in local governance and the resulting improvement of local governance?This paper is divided into two parts,The introduction and the body of a total of six chapters.ChapterⅠis the Introduction.The main topics explain the reason,the significance of research, research methods,such as research ideas.ChapterⅡdiscusses the reform and opening up our country after the interests of the citizens and an extension of the reasons for the rise.This is the basis for follow-up research thesis.ChapterⅢdiscusses the benefits from the pursuit and the rise of citizen participation-driven background.And in the interests of the citizens of the foundation set up to promote civic participation by individuals involved in the expansion of public participation.ChapterⅣdeals with citizen participation in local governance arising from the current predicament and the plight of the way out.The main benefits that in the wake of an extension of the awareness of citizens to participate in more proactive,the main even more strength and skill levels improve even more,which makes management of local governments have encountered difficulties.In order to get out of this predicament,the need to adapt to the realities of citizen participation,and actively change the government’s governance,building a participatory government,And through the analysis of some specific cases,the type of participatory government to do a trial summarized.ChapterⅤdiscusses how to deepen citizen participation to improve local governance,that is,to further expand and orderly citizen participation,and institutionalized in order to improve local governance.Of this chapter believe that civic participation is closely related to their interests.With the economic and social development and the building of political civilization,citizens of the benefits extended to where citizen participation would also extend to where.To this end,the CPC to the 17 most stressed the need to expand the political participation of citizens in an orderly manner.But for citizens to participate in what the scope and areas to expand,in what form the expansion,especially in expanding rather than how to achieve an orderly and disorderly,but the lack of the necessary research.
