【摘要】 石化类能源产品的大规模生产及其消费导致了能源价格的持续上涨和环境污染的日益加剧,也诱致了木质能源产业的发育和发展。江西省因其优越的自然地理条件和适宜的社会经济条件而成为木质能源产业发育的理想之地。本文的研究将为江西省木质能源产业健康稳定的发展提供可资借鉴的经验总结和理论指导。国内外相关研究成果是本文研究的起点。在此基础上,以江西省木质能源产业为核心,首先分析了木质能源产业诞生的必然性,然后探讨了能源林基地建设和木质能源产品生产策略两方面的内容,并从产业一体化的角度,分析了能源林基地布局和木质能源产品生产布局之间的内在联系,强调了制度创新之于江西省木质能源产业发展的重要性。案例研究则进一步论证了发展江西省木质能源产业的可行性。从论文研究的内容来看,全文共分为八章。第一章和第二章是本文为开展研究所进行的准备工作,随后的第三章至第七章是本文研究的主要内容,第八章是本文研究的简要总结。第一章前言部分是关于本文的研究背景、研究对象及范畴的界定等相关问题的说明,本章重点是国内外关于木质能源产业研究领域内的文献资料的收集、整理和评价。目前,国内外虽然有一些木质能源产业项目开始了示范和试点,甚至启动了商业化运营,但总体而言,产业结构及其形态尚未显露,因而涉及产业化的研究成果较少。第二章是本文开展研究的理论基础,木质能源成为替代能源战略的重要组成部分之一的原因,是其可再生性和环境友好性的内在特征,因而循环经济模式就成为了木质能源产业发展的指导思想;而木质能源产业仍然属于幼稚产业范畴的判断,使得制度变迁理论和政府经济学原理成为研究木质能源产业的理论基础。第三章是关于木质能源产业诞生的背景分析。本章以能源消费与经济增长之间的关系为起点,继而分析了世界和中国能源消费结构的变动趋势,结果表明,以石化类能源产品为主的消费是不可持续的。同时还探寻了能源消费与温室气体排放等环境污染问题之间的内在联系,分析表明,石化类能源产品的大量消费正是大气中温室气体及环境污染的主要原因,从而可以认为,石化类能源产品的生产及消费属于环境非友好性的行为。正是石化类能源产品的不可持续性和环境非友好性催生了木质能源产业的诞生和发育,因而国内外木质能源产业的发展现状及其趋势就是本章必不可少的内容了。第四章是江西省林木生物质能源产业化策略分析。从产业一体化的角度来看,能源林基地经营企业是木质能源产品生产商的原料供应商。为了实现江西省木质能源产业健康稳定有序的发展,必须要求两者无论是在空间地域布局还是在原材料和产品产量方面都保持协调一致,而循环经济模式则是指导能源林经营和木质能源产品生产的指导思想,要求将其贯彻到生产经营的每一个环节中。考虑到木质能源产业到目前为止仍然属于幼稚产业的范畴,因而政府经济职能的有效发挥和经济制度的创新就成为了江西省木质能源产业发育和发展的必要前提条件。第五章的内容是第四章内容的展开,主要探讨能源林基地建设方面的内容。能源林基地的布局及其生产规模将直接影响木质能源产品的生产布局,所以本章在能源林基地建设的自然地理和社会经济条件等方面进行可行性分析的基础上,借鉴了国外能源林基地建设经验,提出了江西省能源林基地建设的生产组织形式。第六章主要探讨了江西省木质能源产品的发展策略。市场需求特征决定着产品生产技术和生产规模的选择,因而本章首先分析了木质能源产品市场需求情况,然后探讨了产品生产技术的选择。在揭示江西省能源产品消费结构变动趋势的基础上,预测了该省木质能源产品市场的需求状况,并详细分析了影响需求的主要变量。在木质能源产品的供给方面,主要分析了木质能源产品生产技术的选择策略,提出了在木质能源产业化技术尚未成熟的条件下,需要在引进国外先进技术的基础上,积极开发出符合江西省木质能源产业发展需要的产业化技术及生产装备。第七章的案例研究,主要考虑到江西省木质能源产业发展的现状,以欧洲投资银行贷款的江西省生物质能源林示范基地建设项目为对象。在分析项目区自然地理和社会经济条件的基础上,详细探讨了江西省能源林示范基地建设项目的实施及管理过程,并进一步分析了该项目的经济、生态及社会效益,同时对项目风险及其控制、项目活动的环境影响也进行了必要的探讨。本文认为,该项目能够融洽地处理项目区的经济、生态和社会效益三者之间的关系,因而具有较强的可行性。第八章是本文研究的简要总结,总体而言,江西省木质能源产业因其优越的自然地理条件和适宜的社会经济条件而具有很大的发展空间,但仍需要产业技术的研发投入、制度创新和政府经济职能的有效发挥,才能为江西省木质能源产业的健康稳定有序的发展提供必要而有效的保障。本文的创新主要体现在①首次通过定性和定量的分析,揭示了江西省林木生物质能源生产及消费结构变动的内在关系,建立了江西省林木生物质能源发展研究的理论分析框架;②首次从林木生物质能源产业链的角度,分析了能源林基地建设与木质能源产品生产之间内在联系,提出了能源林基地布局与木质能源产品生产布局一体化的科学依据;③首次运用有关经济学理论,对江西省发展生物质能源的制度保障和制度创新的内在要求和实现方式进行了研究,特别是强调了地方政府经济职能之于木质能源产业化发展的特殊作用。更多还原

【Abstract】 The massive use of fossil energy and over-consuming have led to the increase of price as well as the environmental crisis which fuel the development of wooden energy industry. Because of the geography and local financial condition advantage,JiangXi Province has been a ideal place for the boom of wooden energy industry.This dissertation is about to bring some experience and theory guidance for the wooden energy industry of JiangXi Province.Based on the research of both domestic and overseas research results,this dissertation is divided into 3 parts.The first part analyzes the inevitability of the wooden energy industry.For the next part,it is mainly about wooden energy base construction and the strategy of wooden energy product.From the view of industrial integration,it also analyzes the internal relationship between wooden energy base construction and wooden energy product while emphasize on vital importance of institutional innovation for JiangXi Province.The last part is to show evidence of the possibility for the development of wooden energy industry in JiangXi Province through cases.The dissertation is of eight chapters if from the view of content.The first and second chapters are previous preparation and the chapter three to seven are the core research.The last chapter is the summary.There are research background,research object and the definition of this dissertation in the first chapter but the points are the collection,comment related to this filed.For now,although there are already some projects for wooden energy research,even for commercial mode,it is still in a primary way as the researches are not fertile.The second chapter is the theoretical support for the whole dissertation.As wooden energy is available for recycle,it has become one of the substitutes for fossil energy.According to this,the recycling mode will be the trend.What’s more,wooden energy industry is defined to infant industry which makes system changes theory and governmental economy theory available for the theoretical basis.The third chapter deals with the background of wooden energy industry of its origin. Chapter three starts with the relationship between energy consuming and economy increasing,followed with analysis of global consuming changes as well as the trend in China.It is absolutely negative that fossil energy is adapted to sustainable development.It is for certainty that fossil energy is responsible for greenhouse effect and environmental disruption which is the main reason that brings forth wooden energy industry.The fourth chapter is something about the strategy of forestry biomass energy.From the point of industrial integration,energy forest base is the materials suppliers for energy forest producers.The suppliers and producers must be coordinate to each other not only in zone but also in regional composition but also in production.Circular economy is the guiding ideology for management of energy forest and production of UWET.Because UWET still belongs to infant industry,the effectiveness of the government and the innovation for economic system are of top importance that suit for the healthy development of UWET industry in JiangXi Province.Chapter five concerns about energy forest base as the regional composition and the production capacity affect location of production of UWET directly.Because of this,this chapter analyzes the feasibility of energy forestry construction likewise some experience from other country and point out the type of organization of energy forest in JiangXi Province.The sixth chapter discusses about how to develop the production of UWET in JiangXi Province.It is known to us that market demand decides production technique and production capacity,so this chapter analyzes market demand and the choice of production technique.On the basis of consumption structure of energy products,it predicts the demand conditions of UWET in JiangXi Province and analyzes the variable that affects demand most.For the supply-side of UWET,this chapter details the selection strategy of UWET which make a conclusion that we need to introduce from abroad the advanced technology and manufacture equipments,improving industrial technology of JiangXi Province cause our UWET industry is in a relatively low step.The case in chapter seven is based on the present development situation of JiangXi Province,taking the construction of forestry biomass energy in JiangXi Province as example which get funds from European investment bank.After analyzing physical geography of the project area and community economy,it studies implementing management of energy forest particularly.Meanwhile it studies the profit and social effect of this project as well as the project risks,environment effects.The dissertation finds this project practicable because it reinforces the relationship between economics,ecology and social effect in harmony.The eighth chapter is the summary.In a word,UWET in JiangXi Province has a huge development space because of the advantage of physiographic condition and suitable community economy.But it is urgent for more investments,institutional innovation and government function to ensure a healthy development.The creativity of this dissertation embodies in:①It is the first time that through qualitative and quantitive analysis expose the internal relationship between forestry biomass energy and the change of consumption demand structures,establishing a theoretical analysis frame.②It is the first time that analyzes the internal connection between the construction of energy forest and the energy forest products in a industrial chain view.③It is the first time that study institutional guarantee especially highlights local government financial functions on the importance protecting UWET with theoretical economics.更多还原
