我国林产工业企业绩效管理系统研究

【摘要】 近些年来,随着国内外经济环境和行业结构的急剧变化,我国林产工业企业正在面临着日益激烈的竞争,林产工业企业要求得生存和发展必须要不断提高自身的竞争能力,而有效的绩效管理是林产工业企业提高竞争能力的重要手段。目前,我国对绩效管理理论的研究面向具体企业领域的还较少,专门针对林产工业企业绩效管理所进行的研究更是极为鲜见,本文对林产工业企业绩效管理系统这一新的课题进行研究,以期为林产工业企业构建和实施绩效管理系统提供理论依据和操作示范。本文中的研究从绩效管理的现有理论研究和现实状况出发,以相关的理论及工具作为基础,采用了理论分析与实证分析相结合、系统分析、定性分析与定量分析相结合的方法,对林产工业企业绩效管理系统的决定因素、特殊内容、可行条件进行了分析,在此基础上重点研究了林产工业企业绩效管理系统的构建,以及实施与评价的有关问题。论文中包括以下主要研究内容和结果与结论:(1)确定了林产工业企业战略与绩效管理系统的基本关系,提出了林产工业企业战略对绩效管理系统的作用模式,明确地将绩效管理系统作为实现林产工业企业战略的重要工具;(2)分析了林产工业企业与其它林业企业和一般工业加工企业相比较的特点,在此基础上探讨了绩效一般特征在林产工业企业中的具体体现和林产工业企业绩效的特殊性,并认为主要由它们决定了林产工业企业绩效管理系统中的特殊内容;(3)确定了从绩效考评到绩效管理转化所需要具备的一般条件,并对林产工业企业在这些方面的状况进行了具体的分析,认为可以此作为判别构建林产工业企业绩效管理系统可行性的依据:(4)以上述相应的研究结论为基础,设计了林产工业企业绩效管理系统的模型框架,构建了包含目的、层次和流程三个维度的林产工业企业绩效管理系统,并从这三个维度来分析和设计了林产工业企业绩效管理系统的具体内容,从而确定了林产工业企业绩效管理系统的核心内容。同时,也提出了确保林产工业企业绩效管理系统实施应解决的几个问题以及如何解决这些问题,以及设计了一个绩效管理系统评价模型并详细阐述了如何用它来对绩效管理系统进行评价;(5)通过对广西三威林产工业有限公司绩效管理系统构建的必要性和可行性的分析,绩效管理系统的具体构建,以及对绩效管理系统的实际评价,以广西三威林产工业有限公司为例对林产工业企业绩效管理系统的构建和评价进行了实证研究,为其它林产工业企业绩效管理系统的构建和评价提供了具体的示例。本文的以上研究结论和结果能够为林产工业企业绩效管理问题的理论研究提供重要参考,同时也能为实践中的林产工业企业构建和实施绩效管理系统提供操作示范。

【Abstract】 In recent years,China’s forest product industrial enterprises have been facing stronger and stronger competition due to the rapid change of domestic and international economic environment and industrial structure.In order to survive and develop,forest product industrial enterprises must enhance their competitive power continuously.And effective performance management is an important device for forest product industrial enterprises to enhance their competitive power.At present there are not so many performance management theory researches on certain enterprise fields,and there are seldom performance management researches specially on forest product industrial enterprises.This article studies forest product industrial enterprises performance management system which is a new topic.The purpose is to provide theoretical basis and operating example for forest product industrial enterprises to create and implement performance management system.With current performance management theory and practice as starting point,with relative theories and devices as basis,and using the methods including theoretical and substantial analysis combined together,systematical analysis,and qualitative and quantitative analysis combined together,analyzed the determinants,special content,and feasible premises of forest product industrial enterprises performance management system,and then focused on the study on the creating of forest product industrial enterprises performance management system,and it’s implementation and evaluation.The main research content and conclusions in the paper as followings:(1) determined the relations between forest product industrial enterprises strategies and performance management system,advanced the model that forest product industrial enterprises strategies affect performance management system,and pointed out that the performance management system is an important device for forest product industrial enterprises to realize the strategies;(2)analyzed the characteristics of forest product industrial enterprises compared to other forestry enterprises and industrial processing enterprises,then probed into special characteristics of forest product industrial enterprises performance,and got the point that they determine the special content of forest product industrial enterprises performance management system;(3) determined general conditions that performance appraisal transforms to performance management,then analyzed the transformation conditions of forest product industrial enterprises,and got the point that they can be used as the basis of judging the feasibility of creating forest product industrial enterprises performance management system;(4) with the above conclusions as basis,designed the framework of forest product industrial enterprises performance management system model,created forest product industrial enterprises performance management system including three dimensions,and analyzed and designed concrete content of forest product industrial enterprises performance management system through three dimensions including objectives,levels and process,then determined the core content of forest product industrial enterprises performance management system.In the mean while,raised questions that should be solved to make sure forest product industrial enterprises performance management system implement and got the solutions of these questions,and designed an evaluating model of performance management system and expounded how to use the model;(5) through analyzing the necessity and feasibility of creating Guangxi Sunway Forest Product Industrial Company Ltd.performance management system,creating the performance management system,and evaluating the performance management system,made an substantial analysis on creating and evaluating forest product industrial enterprises performance management system with Sunway Company as an example,so offered a concrete example for other forest product industrial enterprises to create and evaluate performance management system.The above research conclusions and results can be important references for theoretical research on forest product industrial enterprises performance management,and offer operating example for forest product industrial enterprises to create and evaluate performance management system in practice.
