【摘要】 生态环境是人类赖以生存的物质基础,经济是生存的手段而不是生存的目的,经济只有与生态环境协调发展,人类才能从生态—经济系统中取得最大的经济效益和生态效益。县域经济作为中国宏观经济中最基本的经济单元,是国民经济体系中的一个基本环境单元。它处于宏观经济之“尾”,微观经济之“首”,中观经济之“实”,是建设区域生态经济最基本的环节。中国是世界人口最多的发展中国家,正在实现自身的工业化进程,环境问题非常严重,如何处理好经济发展与生态环境之间的关系是我们要解决的重大课题。本文从理论和实践两个层面对县域生态经济发展进行了深入研究和分析。县域生态经济建设是社会主义新农村建设的重要组成部分,是实现“生态文明”的基础,是建立和谐生态循环经济的前提和保障,是转变经济增长方式的有效途径。本文对县域、县域经济、县域生态经济的内涵、地位和面临的的问题等进行了系统分析和概括,结论如下:1.分析了我国县域生态经济发展的现状、存在的问题及发展潜力。认为加速城镇化建设,打破城乡二元结构的有效途径是发展县域生态经济。2.研究了县域生态经济发展的理论依据,指出在贯彻区域经济理论、可持续发展理论、生态及循环经济理论的前提下,发展生态经济必须遵循产业经济理论、和谐社会理论及生态理论。实现资源与环境的可持续利用,经济和社会的可持续发展,就必须建立县域的、可持续的、和谐的生态产业循环经济体系。发展县域生态经济是实现环境、经济和社会相统一的全新县域发展模式。县域生态经济发展模式是党的十七大提出的新经济增长方式和新经济发展方式的初探。3.发展县域生态经济是贯彻区域经济理论和可持续发展理论,推进循环经济最为重要和理想的载体,科学论证了县域生态经济发展的理论价值、实践意义。提出了建立县域生态经济发展模式需要注意的问题、解决的思路、发展的规划、实现的保证。通过县域生态环境与经济发展整合性定位,调整产业结构,完善政策法规,建立生态经济项目,大力发展生态产业,规划出县域生态经济发展的模式。4.借鉴国外发达国家的成功经验,总结了中国县域经济发展和生态保护的经验。结合当前我国“生态文明”建设的构想,阐述了县域生态经济发展的原则和产业间的生态化协作体系,以及县域生态经济发展的几种目标方式;并提出了县域生态经济发展的路径和政策,为最终建立县域生态经济发展目标模式提供了理论依据。5.以河北省张家口的尚义县和内蒙古鄂尔多斯市的达拉特旗为实例,论证了县域生态经济发展的可能性和必要性。县域生态经济发展是以可持续发展的循环经济为基础构筑的,提出了实现生态、经济和社会可持续发展,就必须壮大县域生态经济。更多还原

【Abstract】 The ecological environment is the material basis of human survival,economy is the means,not the purpose of survival.Only through coordinate development of economy with ecological environment, can the maximum economic and ecological benefits be realized from the eco-economic systym by human beings.As the most basic economic unit in China’s macroeconomy,county economy is a basic environmental element in the national economic system.It is at the "end" of the macro economy,the "first" of microeconomics,“middle”of the meso economy and is the most basic link in building regional ecological economy.China is the world’s largest developing country and is in the process of realizing the industrialization,the environmental problem is very serious.How to deal with relationship between the economic development and ecological environment is a major issue to solve.Based on the theory and practice,the county development of ecological economy was deeply studied and analyzed.The construction of county eco-economy is an important part of socialist new countryside,the basis of releazing "ecological civilization",the premise and guarantee of building a harmonious ecological circular economy and it is the effective way of changing the economic growth mode.This paper provided systematic analysis and overview on the county,the county economy and the connotation,status of and the problems faced by the county ec-economy.The conclusions are as follows:It analysed the present situation,the existing problems and development potential of the county development of eco-economy and believed that the acceleration of the urbanization construction and the effective way of breaking the urban-rural dual structure are the development of county eco-economy.It studied the theoretical basis of county development of eco-economy,pointed out that under the premise of practicing regional economic theroy,sustainable development theory,ecological and circular economy theory,the development of eco-economy must follow the industrial economy theory,the harmonious society theory and the theory of ecosystem.In order to achieve the sustainable utilization of resources and environment,economic and social sustainable development,it is necessary to establish the county,sustainable and harmonious ecological industrial circular economy system.The development of county eco-economy is a brand new county development mode of achieving the unification of environment,economy and society.The development mode of county eco-economy is the initial experiment of new economic growth mode and new way of economic development proposed at the 17th natioanl congress of CPC 3.Developing county eco-economy is the implementation of county economic theory and sustainable development theory,the most important and ideal carrier of promoting circulation economy, scientificaly demonstrated the ecological theory value and practical significance of county eco-economic development.It illustrated the problems needing attention,ways of solving them, development plan and the guarantee of realization in establishing the development mode of county eco-economy.Through the integrative orientation of county ecological environment and economic development, adjusting the industrial structure,perfecting policies and regulations,establishing eco-economic projects, developing ecological industries,county eco-economic development plan could be worked out.It adopted the successful developed countries’ experiences,summarized the experience of county economic development and ecological protection.It combined with the the idea of constructing“ecological civilization”in China,elaborated the principles of county eco-economic development and ecological coordination system among the industries,as well as some target modes of county eco-economic development;suggested the path ad policy of county eco-economic development,and provided theorict basis for the final establishment of target mode of county eco-economic development.Taking the examples of Shangyi county,Zhangjiakou city of Hebei province and Dalate country, Erdos city of Inner Mongolia,it proved the possibility and necessity of.county eco-conomic development.County eco-economic development was based on sustainable development of circulation economy.It suggested that the realization of sustainable ecological,economic and sociel development require the strenghened county ecological economy.更多还原
