转型期我国国有企业职工体育管理体制研究

【摘要】 随着经济体制的改革,使得包括职工体育在内的单位办社会等福利事业被剥离出体制外。这一变化冲击了中国特有的单位制职工体育固有的模式,使原有的职工体育管理在体制、组织结构、运行机制和群体利益等方面都发生了转变。要改变大型企业职工体育工作的被动局面,目前亟待解决的问题是结合企业经济体制改革和职工体育发展的特点,积极探索新型职工体育发展模式。本研究以国有企业职工体育管理体制为研究对象,以东北老工业基地国有企业为个案,运用实地访谈与问卷相结合、个案调查等方法,通过对职工体育发展的历史回顾,国有企业职工体育管理体制的现状、体制变迁的动因,管理体制变迁的选择路径以及职工体育发展的目标模式等内容的研究。得出以下结论:1、中国在体制转轨中,政府始终是体制改革的倡导者和促进者,这使中国改革具有明显的渐进性特点,也使我国职工体育的双重管理体制必将保持相当长的时期,这种双重体制的并存时期,要求国家和社会相互协调,并重新进行责任、权力及利益的调整,以逐渐培育、扶持社会组织的成长,为日后承担管理职工体育的任务做好准备。2、计划经济时期,我国国有企业职工体育管理体制属于政府型管理,随着我国社会转型和体制转轨,我国职工体育管理体制正在向政府与社会结合型体制过渡。3、东北老工业基地国有企业职工体育管理体制具有自上而下的组织机构;良好的场地设施和充足的经费保障;丰富多彩的职工体育活动;完善的基层群众体育组织等特征。目前存在的问题有:自上而下的行政化管理体制;封闭式的管理模式;投资主体的单一化。4、市场化改革所导致的国有企业转制、单位体制改革以及体育管理体制的改革是导致目前我国国有企业职工体育管理体制变迁的外部动因;而企业文化的需要、体育组织发展的需要以及职工体育健身的需要是职工体育管理体制变迁的内部动因。5、转型时期我国国有企业职工体育管理体制变迁的路径选择由政府代表体育公共利益的主体,加强宏观管理;企业承担职工健康的社会责任;而职工体育协会承担职工体育的组织职能。6、我国国有企业职工体育管理体制的目标模式有:企业社区共建管理模式;职工体育俱乐部管理模式;职工公司企业化经营模式。7、我国国有企业职工体育管理的改革策略:政府要加大对职工体育公共服务设施的投入力度;加快推进职工文化体育协会的实体化;鼓励职工自发成立基层体育协会组织。

【Abstract】 Wait for welfare work the system outside to be peeled off out with the fact that the economic system reformation,feasible unit including staff sports set up society.This change has pounded the inherent pattern of proper Chinese unit system staff sports,has made original staff sports aspect such as management system,organizing structure,operating mechanism and group benefit change happened.Need to change passive large enterprise staff and worker sports job aspect,problem at present demanding prompt solution is the characteristic developing combining with the enterprise economic structural reform and staff and worker sports,probe new model staff and worker sports actively developing a pattern.Study management system is an object of study with state-owned enterprise staff sports originally,take northeast old industrial base state-owned enterprise as case,apply the interview and the questionnaire look at and appraise method such as union,case investigation on the spot,by recollecting to the history that staff sports develops,state-owned enterprise staff the content research such as sports management system current situation,system changes agent,the choice route changing and the target pattern that staff sports develops managing system.Reach the following conclusion:1.China rotates in themiddle of system track,the government is institutional reform initiator and promoter all the time,this messenger China is reformed having the obvious incrementality characteristic, double the management system also using our country staff sports will certainly keep the pretty long period,this double system coexistence period,require that the country and society are in harmony mutually, carry out responsibility,authority and the benefit adjustment and again, use growing up gradually,cultivating,supporting social organization, the mission being to bear the sports managing staff in the future are prepared. 2.The planned economy period,our country state-owned enterprise staff sports management system was run by government.With Chinese society and system changes,the staff sports management system is transiting to the cooperation of government and society.3.Northeast old industrial base state-owned enterprise staff sports management system has the organization coming from above;fine space facilities and sufficient funds ensure;various staff and worker sports activities and perfect grass-roots unit sports organization.The problem at present:administrative system coming from above;closed administration pattern and major investor’s unitary.4.State-owned enterprise rotation system led by market-oriented reformation,the unit institutional reformation and sports management system reformation lead to Chinese state-owned enterprise staff sports manages the system changes outside agent at present;But,the need of corporation culture,the need of sports organization develops and the need of staff and worker sports are the inside agents of staff and worker sports management system changes.5.Chinese state-owned enterprise staff sports management system changes route chooses transform period by common benefit of government representative sports subject,Reinforce macro-control;Enterprise undertakes healthy community responsibility of staff;but,staff sports association bears the staff and worker sports organization function.6.Chinese state-owned enterprise staff and worker sports management system target pattern:The management pattern by build community and enterprise together;the staff athletic club management pattern;Staff company enterprise management pattern.7.Chinese state-owned enterprise staff sports reformation tactics:The government intensifies efforts on investment in staff sports public service facility;Accelerate sports association materialization pushing forward staff and worker culture;Encourage staff to set up grass-roots unit Turnverein organization spontaneously.
