【摘要】 本文阐明了全球化时代国家利益发生的新变化,指出了全球化时代国家利益的外部决定过程日益凸显,全球化增强了国家利益国际拓展的趋势,推动了国家海外利益的凸显,因而直接影响了国家的外交政策。通过梳理中国国家利益认知和维护的发展脉络,分析了中国现阶段国家利益的主要内容。在此基础上,指出随着中国与外部世界交往与联系更加紧密和深入,国家利益不断延伸,中国海外利益在此过程中凸显并不断拓展,中国外交为服从和服务于国家利益的需要而发生了一系列引人注目的变化。本文在进一步分析了中国海外经济利益的主要内容和海外利益面临的安全风险后,指出海外能源资源利益与中国能源安全密切相关,受到中国高度关注,能源安全的核心是石油安全。关于中国海外能源利益的保护和拓展是本文论述的重点,文中在结合中国为谋求海外能源资源利益、保障能源安全所开展的能源外交进行分析的基础上,根据中国能源安全主要是能源供应安全的特点,提出主要从油源、油路、油价三个着眼点保护和拓展中国海外能源利益的对策建议,并总结出了保护和拓展中国海外利益的一般性原则和对策。更多还原

【Abstract】 This dissertation expounds the change in national interest in the globalization era, pointing out the appearance about external decision-making process of national interest, the enhancement of national interest international expansion trend from globalization, the promotion of appearing about national overseas interest,and the directly influence on national diplomatic policies.Through tracing the historical development of China’s view of her national interest,the dissertation explores the chief content of China’s national interest.On this basis,it brings attention to the fact that,with China’s growingly profound communication and cooperation with the external world,China national interest grows simultaneously,so that her overseas interest has become as conspicuous as it is growing,and the China’s diplomatic policies has experienced a series of remarkably change,for the purpose to service for the national interest.Then, after conducting a thorough analysis of the content of the overseas economic interest and the confronted security risk of national interes,this dissertation tries to indicate that the oversea energy and natural recourse interest has a close relationship with China’s energy security,with with great attention from China,and poniting out that the core of energy security is the oil security.This forms the key part of the dissertation:how to protect China’s overseas energy & natural resources and even to expand it.Basing on an analysis of the forming diplomatic practice and guidelines,the dissertation evolves around the needs of the nation,and turns to the way in which China has acted in order to secure resources from abroad and to ensure the safety of these resources.Then,after pointing to the fact that China’s energy resource security mainly lies in its supply end, the dissertations suggests that the authorities should focus on the source,route and price of oil so as to maintain and expand China’s overseas energy interest,and sum up the general principles and measures about how to protect and expand the China’s overseas interest.更多还原
