领导集体的领导效能及影响因素研究

【摘要】 本研究以广东省厅、处级领导班子和领导干部为研究对象,在文献研究的基础上,通过运用问卷调查、深度访谈、层次分析(AHP)等研究方法,深入探讨了行政组织领导集体领导效能的内容构成,建构了领导集体领导效能的评价指标体系,并对影响群体领导效能的因素进行了探索。研究内容和主要结论有:1、运用探索性因素分析和验证性因素分析的方法建构了领导集体领导效能的四维度内容结构模型,这四个维度分别是:团队绩效、核心领导特质、团队政治和团队能力。2、从有利于改善领导集体领导效能的管理实践出发,运用典型相关分析方法探讨了领导集体的行为规范、团队效能感、内部沟通、心理胜任力和团队结构5个因素对领导效能的影响效果。研究结果表明:5个因素对领导集体的领导效能均有显著的正向影响,主要体现在行为规范、团队效能感和内部沟通对团队能力、团队绩效和团队政治的影响,5个影响因素中,行为规范的影响最为显著。3、从有利于为评估实践提供量化工具出发,运用层次分析方法(AHP)建立了领导集体领导效能的评价指标体系。研究结果表明,评价指标体系中的权重分配与内容结构模型中因素负荷和解释变异量相对应,两部分研究在一定程度上得到了相互印证。4、为发挥理论指导实践的作用,选取3个领导班子作为典型个案,运用评价指标体系对其领导效能进行量化评判,从而证实和完善研究成果,并对领导班子的建设有针对性地提出意见和建议。

【Abstract】 This study explored the Content and structure of leading group’s Leadership Efficiency in government(LGLE),constructed an assessing index system for LGLE,and investigated the relationship between LGLE and its constructional factors in the specific background of China’s administrative organizations.The investigating objects are bureau chiefs and division chiefs of Guangdong Province.Theoretical and empirical research methods were used with data collected through questionaire survey,in-depth interviews and analytic hierarchy process(AHP).The study content and major conclutions are as follows:1.The contents and structure of LGLE.Exploratory Factor Analysis(EFA) and confirmatory Factor Analysis(CFA) were used.The findings suggest that the structure of LGLE is a four-factor model constitued of resuks of group behavior,core leader’s features,group behavioral state and group behaviorial ability.2.The relationship between LGLE and its constructional factors.Canonical correlation analysis was used to examine how LGLE was affected by leading group’s behaviorial criterion, team efficiency,internal communication.The findings indicated that the three factores had significant effects on LGLE while leading group’s behaviorial criterion affects LGLE most significantly.3.The assessing index system for LGLE.With the purpose of providing a measurable instrument for practical use,the study applied AHP method to build an assessing index system for LGLE.The findings indicated that the weights of assessing index are corresponding to the factor loadings of the structure model of LGLE.4.To exert theories into practice,the study chose three leading groups as typical cases and applied the assessing index system to evaluate their leadership efficiency so as to validate and perfect the study findings.Suggestions were put forward for constructing leading groups.
