【摘要】 本文主要以国际合作理论和国际机制理论为基础,以解决国际货币合作实践所遭遇的困境为出发点,探讨《国际货币基金协定》的变革思路。国际机制作为一种相对独立的变量对推动国际合作具有重要意义,《国际货币基金协定》是国际货币合作机制化的典型范例,它以国际收支机制、国际储备机制、汇兑安排机制、外汇管制机制、IMF组织运作机制为五大支柱。半个多世纪以来,该协定的机制调整深刻影响着国际货币合作的格局。然而,《国际货币基金协定》“软法化”的立法基调、以美元为中心的制度设计以及其所赋予IMF的双重属性,不可避免地导致国际货币合作的失衡和低效。目前的全球金融危机,进一步暴露了国际货币机制的脆弱性。究其根源,美元霸权对《国际货币基金协定》的主导背离了多极化趋势。只有通过机制变革打破霸权主导,国际货币合作才可能真正走出困境。《国际货币基金协定》变革从根本上取决于国际力量对比,美元的强势地位在短期内无法动摇,变革只能循序渐进,过程将曲折而漫长。全球金融危机后,包括我国在内的发展中国家走向了国际货币机制变革的前台。我国应积极参与变革进程,采取恰当的战略,寻求在未来的国际货币机制中更多的话语权,争取国际货币合作的有利地位。更多还原

【Abstract】 On the basis of the theory of international cooperation and international regimes,this thesis, proceeding from settling the predicament the international cooperation confronts,dissertates the reformatory thinking of the said Agreement.International mechanism,as an relatively independent variable,is of great significance to the promotion of international cooperation.The AGREEMENT is a typical example for the mechanism of the international monetary cooperation,which has five backbones,i.e.the mechanisms of balance of payments,international reserves,exchange rate arrangements,foreign exchange control,and IMF organizational operation.Since more than half a century,the structure of international monetary cooperation has been deeply affected by the mechanism regulation of the AGREEMENT.However,the inherent limitations of the AGREEMENT,including the softening of regimes, dollar-centered rules and double properties of the IMF,will inevitably lead to cooperation imbalance and inefficiency.The current global financial crisis has further exposed the vulnerability of the international monetary mechanism,and consequently the reform becomes imperative.It deeply roots in the dominance of the dollar hegemony in the AGREEMENT, which deviates the multipolarization.To solve the cooperational dilemma,reform of the international monetary mechanism should be taken to break the dominance of the hegemony.The reform of the international monetary mechanism fundamamentally depends on the international power comparation.Since the dominant status of dollar can’t be shakened in a short term,the reform is bound to be a tortuous and protracted process,which should be step by step. After the global financial crisis,the developing countries including China have walked up to the front stage.China should actively participate in the process of the reform,and adopt appropriate strategies to seek for much more voice rights within the future international monetary mechanism and better position for the international monetary cooperation.更多还原
