【摘要】 城市是现代文明的象征,与人类的发展息息相关,城市管理应该树立“以人为本”的理念。本文以城市管理学为视角、系统地对现代城市管理中人本模式的诸多方面的问题进行了研究,初步形成了现代城市管理人本模式的框架,并从理论和实践的角度对该问题进行了一些有益的探索。第一章主要研究城市管理和城市管理模式的基本理论。第二章主要研究现代城市管理人本型模式的内涵和要求以及现代城市管理人本救治的现实意义。第三章对我国城市管理现状及其人本缺失的表现进行了探讨,并深入分析了制约我国城市管理以人为本的原因,主要体现在民本缺失、民权缺失、民主缺失、民享缺失四个方面。第四章从城市规划制度体系、城市建设制度体系、城市管理制度体系、城市发展制度体系四个方面探讨构建我国城市管理人本模式的途径。更多还原

【Abstract】 City stands as a symbol of Modern Civilization,is the centre of human being economical activity and the modern people. The development of city is not only leading the human being civilization ,accelerating urban development, need to focus on the theme of expression is people-oriented, this is a deep-level cogitation of city development. Socio-economic development’s power center is“the human”,“the human”is the final goal key of urban development. With the rapid development, complementary city development principle and management style is far behind of the objective need of development city, more and more new problem is faced to traditional style. Third Plenary Session of the 16th made clear our country to "adhere to people-oriented and establish a comprehensive, coordinated and sustainable development " of the scientific concept of development,this is help to solve city management problems and promote sustainable development of city. Management of the city, it is necessary to conduct accurate positioning of the city, optimize its allocation of resources, eradicate urban disease, reflecting the ideas of the most appropriate person of the highest survival and development, create a good natural environment and human environment for people own, continuously optimizing the functions of cities to improve urban quality and carrying capacity, radiation force, driving power and competitiveness and create the most suitable for the survival and development of human environment, to promote overall social progress. People-oriented is an eternal theme of urban management, which is bound to encounter many problems. In these problems, some are local and the surface issues which can be resolved in the short term; some bearing on the overall situation and fundamental which including a deep-rooted social conflict. Facing these urban management problems, we cannot treat simply, must carry on the omni-directional synthesis to the urban management to ponder, and thus rationally makes the judgment and the choice. People-oriented project, construction, management and development city is one of the most important strategy of urban development, is a big trend in human being‘s civilization, is also one of the big subjects. The purpose of writing this article is to adhere to the principle of people-oriented, shows concern for the humanities in urban management, so that everyone in the city has a warm home, have to live with dignity, good health and well-being and security of a decent life filled with hope so that our city in the future development of more humane, more prosperous, more equal, more beautiful, more comfortable, and truly become a common ideal home.Therefore, establishes people-oriented urban management pattern which is match to "Reinventing Government" and "new public management movement" in the globalize background; promoting the traditional model of executive-led government to a modern model of the manager is the realistic option. With the deepening in the reform an opening up and rapid social development,in the context of the main cities in order to artificially large area integrated with the re-positioning, especially for the city of the scientific management of modern urban development and innovation, not only as an important subject in academic research, but also become an important sign of a political power for the people of the area. Therefore, studying of the people-oriented model in city management not only have great theoretical value, but also have great practical significance. Change the traditional management style to people-oriented modern city Modern Cities is an initiative choice of maintains development of city and satisfies people’s need, it is also the research drift of the theses.Urban Management is for urban development and control and governance living environment collectively. The purpose of urban management is to meet the need of city’s social and economic development, it is one of the responsibilities of government departments, also is a specialized science. The modern city management is a have rich connotation and covering widespread comprehensive large-scale system. The city need develop and progress, should pay great attention to people-oriented. The human is the true core of urban. This article proposed“the urban management is benefit counterparts of the urban government, the market and other urban, take urban long-term stability, the coordinated development and the benign movement as the goal, take the city as the management object, in a whole organic coordinated which to the urban planning, construction, the movement and the development comprehensive process’s complete activity carries on; it is in the market mechanism adjustment foundation, utilizes certain urban government institutional arrangements and manifests the advanced level the technical method, the interactive cooperation, the conformity city slicker, the wealth, the material, the information and other resources, realizes the urban highly effective coordinated movement and each function displays normally, promotes of urban economic, social and environmental harmonious development, promotes the urban society and humanity’s healthy development creative activity.”“the urban management pattern is the theory scheme and the thinking mode in the urban management process forms by people, is an general designation of the specific urban management organization system, the operational mechanism, the management tool and the method, the management idea and the management culture. In this paper, people-oriented modern of modern city management is different from traditional and is adapts with the urban modernization, is coordinated with the urban economy society and unifies the urban planning, construction, movement and development, in order to achieve the urban decision-making humane, democratic management and cost-effective optimization of the environment suitable for living of the new model of urban management. The thesis is based on amount of literature among the world and deepen research , take city management pattern as research target, take management innovation as research purpose, apply modern urban management, history, geography, economy, politics, ecology, environmental studies, anthropology, sociology, systematic, new public management and public choice and so on to comprehension, researching and cerebration. The present paper uses standard analytic method, real diagnosis analytic method, system analytic method and comparison methodology and so on, attempts innovate in the city to manage the humanist connotation limits, the humanist management idea, the humanist management pattern, urban government reforming, the city to occupy suitably with aspects and so on urban happy heart evaluating indicator system, and constructed people-oriented modern of modern city management. The present paper each main chapter’s content and the research innovation may the abstract outline be as follows: profits from the domestic and foreign urban management the research results and the managerial experience, combine theoretical problem with realistic problem, analyses people-oriented and modern cities management pattern, be realistic and pay close attention to future, apply methodology such as architectonic to define modern urban management and urban management style, this is also the article’s theme. The article try to deeply analysis the connotation of people-oriented modern urban management and the significance of people-oriented remedial in modern urban management in our country, from lack of people-oriented in urban planning, lack of civil rights in urban construction, lack of democracy in urban management and lack of people in urban development four aspects present situation, reasons of urban management and the performance of lack of people-oriented idea. Attempt to find the breakthrough point and the growing point in the modern city management theory and between the social reality question solution, and this breakthrough point and the growing point is construct and practice people-oriented value theory. Present paper’s ultimate objective and the solution key question is further establishes people-oriented idea in urban development and urban management, proposed that the urban government should revolve the service to consummate manages in the people-oriented mentality and the way, and from the urban planning, construction, management (referred to city operational guidance), development four stratification planes to give the corresponding countermeasure regarding the people-oriented subject, inquired about that realized the urban supervisor this pattern generation type and the way in our country.更多还原
