中国基层公务员管理制度建设问题研究

【摘要】 文章首先从概念上分析了基层公务员以及基层公务员管理的基本内涵,接着从理论上对基层公务员管理制度化做了概括性的分析,并探讨了中国实现基层公务员管理制度建设的理论和现实意义。然后,文章分析了目前中国基层公务员管理的现状。文章从基层公务员管理的机构设置、管理过程以及基层公务员监督体制三个方面具体分析目前中国基层公务员管理方面存在的主要问题,揭示了中国基层公务员管理制度建设水平低下的客观现实,并分析了造成这种情况的因素。文章认为客观行政环境的制约、基层公务员管理机构缺乏对公共人力资源管理理论的系统认识、基层公务员管理及监督体制运行方面的制约以及基层公务员队伍整体素质的不高是导致中国基层公务员管理制度建设水平低下的主要原因。最后,文章试图就如何实现并提升中国基层公务员管理制度建设水平给出了对策性的建议。

【Abstract】 The article analyses the current situations and existing problems of the civil servant at grass-roots management on the base of the basic concepts of civil servant at grass-roots level management in China. Through these problems, the article wants to explore the reasons for China to achieve the institutionalization of the grass-roots level civil service management and to provide useful measures of the recommendations.In addition to the article introduction and conclusion part, the article is divided into four chapters. In the introduction part, the article analyses the background and the significance of the grass-roots level civil servant management institutionalization, followed by the current management of civil servants at home and abroad about the grass-roots level research to make a brief overview of the status quo, an analysis of the current research related to the grass-roots level civil service management deficiencies. It is due to the current management-level staff to institutionalize the lack of research on the system. So it provided us a space for our systematic study of management-level staff, which is the premise of writing this article. The chapter one, it is a grass-roots level overview of the institutionalization of civil service management. In theory, the article first-level staff to institutionalize the management to do a general analysis. The main content of this chapter is through the adoption of the civil service, civil servants, the bureaucrats in the streets, and so on a number of concepts, summed up the grass-roots level civil servants as well as grass-roots level, the basic content management. According to the article in our grass-roots level civil servants is the main basis for national laws and regulations directly in the face of civil and social services, management and implementation of the national civil service. They bear the main market supervision, social management and the functions of public service and carry out the direct supervision of the executive, administrative penalties, administrative enforcement, administrative, such as on-site inspection of law enforcement duties of a public servant. Specifically refer to the county level (including county level) under the general term for the grass-roots level civil servants.The article also referred to the West’s "bureaucratic on the streets" and made a specific analysis, in the West called "bureaucratic street" and what we call the grass-roots level civil servants. In this article we believe that China will be able to grass-roots administrative law enforcement into the category of civil servants "in the streets bureaucracy ". Then, the article makes a brief analysis about the history of the evolution of China’s grass-roots civil service management institutionalization. Finally, the article explores the theoretical and practical significance of the realization of China’s grass-roots civil service management institutionalization.In the second chapter the article analyses the current situation of the grass-roots level servant management in China. This chapter of the grass-roots level, through civil service management body set up to manage the process of the grass-roots level, as well as supervision civil service system in three aspects, discussed China’s grass-roots civil service management. This is a part of the focus on management-level staff to process specific aspects of management were discussed. Through a detailed analysis revealed the grass-roots civil aspects of China’s main problems, and highlights China’s grass-roots civil service management to institutionalize the lower level of objective reality.In the Chapter three, it is the analysis of the causes made low levels institutionalized of the current civil service management in China currently. We believe that they are the important factors resulting in the lack of grass-roots level servant management institutionalization including the constraints of the grass-roots administrative environment, a lack of systemic knowledge about modern public human resources management theory for grass-roots level civil administration, as well as poor capacity of the grass-roots level civil servants as a whole.In the fourth chapter, what we talk about is how to institutionalize grass-roots civil servant management in China. In this part, the article gives the guiding ideology and principles of management to achieve the institutionalization of grass-roots civil service management; We believe that the management of the rule of law is the inevitable road to achieve the institutionalization of grass-roots level civil servant management. And we will focus on improving the system of laws and regulations about grass-roots level civil servant administration and completing the measures about the rule of law of grass-roots level civil servant administration in the future. They are the systemic guarantees for grass-roots level civil servant administration to build scientific and reasonable grass-roots level civil servant administration and to keep the grass-roots level civil servant administration and supervision mechanisms moving effectively. Finally, it is an indirect help for improving the institutionalization of grass-roots level civil servant to improve the quality and the ability of the civil servant at grass-roots level and to enhance the administrative culture.In conclusion, we believe that the achievement of grass-roots level civil servant management to have the rule of law and improving the institutionalization of grass-roots level civil servant management can not be separated from the overall environment of China’s administrative system reform. In any grass-roots civil service management reform and innovation and our country as a whole are the implementation of the national civil service environment by the decision. From China’s national conditions, from the grass-roots civil service management to the specific situation, learn from the successful experience of the management of foreign civil servants on the basis of grass-roots efforts to solve the civil service administration, management and process management on ways and means of the main problems. Through the improvement of grass-roots civil service management and supervision of the agency, the grass-roots level to improve the civil service management process to institutionalize the grass-roots level, as well as supervision civil service system and other methods to enhance the effectiveness of the grass-roots level of institutionalization of civil service management.
